ITEM BACKGROUND: These projects were reviewed by the Florida Keys Transportation Coordination Committee (FKTCC), taken from the Monroe County Transportation Master Plan (TMP) completed in 2021. These projects in the attached Resolution, separated into primary and secondary projects, were considered as the most critical projects for improvements to the US highway to alleviate congestion and improve the flow of traffic. The County will forward these recommendations to FDOT for their analysis by their engineers and inclusion into the 5-year work plan. The six voting members of the FKTCC are appointed elected officials from each municipality and Monroe County. Each municipality representative on the committee took back to their board, for review and approval,projects within their jurisdiction for inclusion with the County listing to FDOT. This will begin an annual process of recommendations to FDOT for their evaluation for subsequent projects as items are completed. It is intended that this annual process will improve communications with FDOT regarding road improvement projects that will greatly benefit traffic congestion on US I. PREVIOUS RELEVANT BOCC ACTION: BOCC approved the creation of the Florida Keys Transportation Coordination Committee (FKTCC) in 2019. The Transportation Master Plan, as required by the Monroe County Comprehensive Policy 301.5.2, was approved in May 2020, and adopted October 20, 2021 Resolution 402-2021. WHEREAS, Monroe County policies and regulations adopted in the Monroe County Comprehensive Plan and Land Development Code are to maintain public health, safety, and welfare of the citizens of the Florida Keys and to strengthen our local government capability to manage land use > and development; and WHEREAS, Policy 301.4.1 of the Monroe County Comprehensive Plan requires Monroe County to complete a Transportation Strategy Master Plan,through its Long Range Transportation Plan, 21 by May 2021 incorporating an intermodal transportation system and considerations of climate change z implications; and i WHEREAS, Policy 301.5.2 of the Monroe County Comprehensive Plan requires by May 2021 Monroe County shall complete the County's Long Range Transportation Plan incorporating the ci considerations of climate change implications; and Ni WHEREAS, Policy 401.3.1 of the Monroe County Comprehensive Plan states by May 2021, Monroe County shall complete a Transportation Strategy Master Plan, through its Long Range � Transportation Plan, to enhance mass transit for all residents and visitors, in coordination with municipalities and Miami-Dade County; and c WHEREAS, Monroe County Comprehensive Plan Policy 301.1.2 and Land Development Code Sections 114-2 and 114-200 adopt the overall and segment level of service (LOS) standard for U.S. 1 as y LOS "C," represented by a median speed of 45 mph; and i WHEREAS, on February 17, 2021, the Monroe County Board of County Commissioners (BOCC) adopted the recommendations of the U.S. 1 LOS Task Force and the 2021 Updated Methodology Document,A Methodology To Assess Level-Of-Service On US-1 In The Florida Keys for County use; and P Packet Pg. 2496 N.4.a 0 WHEREAS,the 2021 U.S. 1 Arterial Travel Time and Delay Study (ATTDS)reports an overall LOS C on U.S. 1 with a median speed of 45.5 mph and two (2) segments within the Islamorada,Village of Islands operate below the adopted LOS standard (LOS D for Windley, Segment 20 and LOS E for a Upper Matecumbe, Segment 19); and WHEREAS, the ATTDS has continually identified one or more segments within the Islamorada, U Village of Islands as operating below the adopted LOS standard for the County; and N WHEREAS, the Florida Keys are a chain of islands that are connected to each other and the mainland by 112 miles of US Highway 1 (U.S. 1), extending from Key Largo to Key West; and WHEREAS, traffic issues on U.S. 1 affect the health, safety, welfare, economic sustainability and quality of life of the residents and visitors to the Florida Keys; and CL WHEREAS, the Florida Keys are dependent on a safe, attractive, resilient, sustainable, and efficient access and travel along U.S. 1 throughout Monroe County; and WHEREAS, on March 18, 2020, the Monroe County BOCC approved the completion a ;:7 Transportation Master Plan to provide recommendations for U.S. 1 improvements to remedy Level of Service issues and to improve traffic flow within Monroe County and multimodal improvements; and WHEREAS, the development of the U.S. 1 Transportation Master Plan includes reviewing relevant existing data, such as traffic volumes,crash data,transit information;meetings with stakeholders > to get input on transportation issues and improvement opportunities;public input from numerous sources and public meetings; analyzing these factors to identify potential issues and develop potential high-level solutions, including roadway and multi-modal solutions to address the needs of pedestrians, bicyclists, public transit, and vehicular traffic; and 21 e( WHEREAS, on October 20, 2021, at their regular meeting, the Monroe County BOCC adopted the U. S. 1 Transportation Master Plan; and e®I WHEREAS, the U.S. 1 Transportation Master Plan recommended potential project list will be ei further reviewed by the Monroe County BOCC to evaluate the opportunities, constraints and to select Ni and prioritize the projects at future meetings; and WHEREAS, the municipal jurisdictions provided Monroe County BOCC with recommendations from U.S. 1 Transportation Master Plan recommended potential project list; and WHEREAS, the compiled list of potential projects from the County and municipalities were prioritized through the review and input from the Florida Keys Transportation Coordination Committee (FKTCC) at a meeting on January 24, 2022; and y WHEREAS, the FKTCC provided an overall recommendation to the Monroe County Board of U County Commissioners via FKTCC Resolution 01-2022, and WHEREAS, the Monroe County BOCC considered the recommendations of the FKTCC at a meeting on February 16, 2022, provided for public input and prioritized the potential project list with the coordinated submission to Florida Department of Transportation (FDOT); and P Packet Pg. 2497 N.4.a 0 WHEREAS, coordinated and comprehensive solutions are necessary for the traffic flow, congestion, safety and other transportation issues that affect the Florida Keys; and WHEREAS, the FDOT is tasked with providing a safe statewide transportation system that ensures the mobility of people and goods, enhances economic prosperity, and preserves the quality of our environment and communities, and WHEREAS, the partnership with FDOT is important to address and solve transportation issues affecting the Florida Keys and recognizing the importance of and support for maintaining a safe,resilient and efficient access and travel along U.S. 1; 0. WHEREAS, the Florida Keys are a chain of islands that are connected to each other and the mainland by 112 miles of US Highway 1 (U.S. 1), extending from Key Largo to Key West; and N U WHEREAS, traffic characteristics in the Florida Keys are unique and traffic volumes vary significantly during different seasons; and a WHEREAS, traffic issues on U.S. 1 affect the health, safety, welfare, economic sustainability and quality of life of the residents and visitors to the Florida Keys; and CL c WHEREAS, the Florida Keys are dependent on a safe, attractive, resilient, sustainable, and 2 efficient access and travel along U.S. 1 throughout Monroe County; and WHEREAS, on July 17, 2019, the Monroe County Board of County Commissioners adopted Resolution 201-2019, establishing the Florida Keys Transportation Coordination Committee to coordinate transportation efforts between the County and its five municipalities; and WHEREAS, the Florida Keys Transportation Coordination Committee (FKTCC) is charged 2 with developing recommendations for potential solutions to the traffic issues that exist throughout the 0 Florida Keys; and WHEREAS, pursuant to Resolution 201-2019, the mission and purpose of the FKTCC is to develop and promote a system of public transportation in various modes to support the needs of the U_ residents throughout the County in a coordinated and comprehensive manner; and a� WHEREAS,on March 18,2020,the Monroe County Board of County Commissioners approved the completion a Transportation Master Plan to provide recommendations for U.S. 1 improvements to remedy Level of Service issues and to improve traffic flow within Monroe County and multimodal improvements; and WHEREAS, the development of the U.S. 1 Transportation Master Plan includes reviewing relevant existing data,such as traffic volumes,crash data,transit information;meetings with stakeholders to get input on transportation issues and improvement opportunities;public input from numerous sources and public meetings; analyzing these factors to identify potential issues and develop potential high-level Resolution No. 001 -2022 Pa Packet Pg. 2510 N.4.b solutions, including roadway and multi-modal solutions to address the needs of pedestrians, bicyclists, public transit, and vehicular traffic; and WHEREAS,on October 20,2021, at their regular meeting,the Monroe County Board of County Commissioners adopted the U. The County's transportation consultant, AECOM, was hired to complete the study through the County's Transportation Planning Program,which is funded through a a Joint Participation Agreement with the Florida Department of Transportation (FDOT). a. LN The development of the TMP was a cooperative effort that included input from stakeholders, M municipalities, and the public through numerous public meetings and the development of a public I, CL project website to further engage the public and gather input. Providing a valuable role during this process was the Florida Keys Transportation Coordination Committee (FKTCC) comprised of appointed representatives who are elected officials from Monroe County, Village of Islamorada, City of Layton, City of Key Colony Beach, City of Marathon and the City of Key West, facilitating and E encouraging each municipality's involvement in the process. On October 20, 2021, the BOCC adopted the Monroe County Transportation Master Plan through Resolution 402-2021. This resolution contemplated additional input from municipal jurisdictions through the adoption of resolutions providing each municipality's prioritized recommendations from the potential project list. On November 3, 2021, the BOCC adopted Resolution 408-2021 a recommending a prioritized list of fifteen (15)projects from the 181 potential projects from the TMP. This resolution also anticipated that the compiled list of potential projects from the County and municipalities would be prioritized through the review and input from the FKTCC. On January 24, 2021, the FKTCC held a public meeting to discuss final recommendations and prioritizations of potential projects to the BOCC. The FKTCC adopted Resolution 001-2022 which included a list of primary priority recommendations and secondary priority recommendations based E on the number of times a potential project was recommended as identified in each municipal jurisdiction's resolutions. <C 11 P <t Packet Pg. 2519 N.4.c This cooperative effort culminated in the presentation of the FKTCC's recommended TMP project prioritization to the BOCC.
