Region PM/CM Services GroupLeader Witness Title g� File: MSTR APS—Monroe County Page 1 of 1 Exhibit A—Scope of Work(12/16 Monroe County Florida Keys Marathon International Airport(MTH) Chiller Replacement—Design and Bid Phase Services SCOPE OF WORK Jacobs will provide HVAC and electrical engineering documents for the replacement of the existing chiller.These improvements will be located at the Florida Keys Marathon International Airport in Marathon,Florida.All design work shall be designed in accordance with the Florida Building Code 2020. The scope will be designed as Alteration Level I in accordance with Florida Building Code 503.1 as an equipment replacement.Florida Building Code 706.2 allows the replacement of equipment to occur without complete evaluation of structural loads,but simply an evaluation of the dead weight of the equipment.Performing this chiller replacement under this provision will allow the project to be completed quickly and with less expense. Jacobs will analyze the existing chiller and space requirements to propose a design for the replacement of the existing chiller and pump as part of the base scope of work. The base scope services will include a new single chiller,two chilled water pumps with variable frequency drives (for redundancy purposes),associated piping,a new chemical treatment system,and a new chiller packaged controller. An alternate proposal of replacing the existing chiller with(2)chillers to provide some redundancy of the system will be investigated along with the replacement of the chilled water piping within the chiller yard to accommodate this set up. The alternate will include a cost estimate for client review and recommendation.Once client has determined the appropriate direction Jacobs will proceed with the final design of the selected replacement chiller system (standard replacement or a two-unit redundancy chiller system). Scope also includes field verifying and reviewing the existing electrical capacity.It is our assumption that there is enough electrical capacity for the base scope of work chiller replacement.Electrical upgrades to accommodate a redundant system will be evaluated and recommendations provided. Scope also includes field verifying and reviewing the existing structural capacity.It is our assumption that the existing exterior concrete rails and floor have ample capacity for the base scope of work chiller replacement. Structural upgrades to accommodate a redundant system will be evaluated and recommendations provided. EXISTING CONDITIONS The current chiller system is in poor condition and in need of replacement.The chilled water piping downstream of the chilled water pump appears to be in good working condition and does not need replacement. It is anticipated that the chilled water piping to the building and the piping between the chillers and pumps are not in need of replacement and thus not part of the scope of work. The scope includes only modifying the existing piping system for connections to new equipment. There is a single existing chilled water pump within the mechanical room and it is recommend that this be replaced asp of this project. Page 1 of 5 DESCRIPTION OF WORK The design and bidding services will provide the following: Article A—90%Design The project will be designed in only two phases 90%and 100%. This will allow review from the owner of design documents and incorporation of any comments provided during that review. A site verification field visit with the engineering to will be included. The specific tasks Jacobs will perform are as follows: A meeting with Monroe County will be held virtually to review the 90%Design documents and generate comments towards the next design phase. The 90% design will include the following drawings: • Title Sheet • An area location map and legal description of property. • General Notes,abbreviation and code information. • Floor plan drawn at an architectural scale that will allow the entire are of work to be shown on one sheet,without break-lines and with notes and dimensions. • Mechanical Engineering:Drawings of chilled water system to communicate the design intent and coordination with other disciplines and specifications. • Electrical Engineering:Drawings for power associated with chiller replacement,affected panel schedules,and specifications. Services for Article A will be provided under a lump sum basis. Article B—100%Design The specific tasks Jacobs will perform are as follows: After written authorization to proceed and based on the approved 90% Design Phase we will prepare the bid and construction documents for permit and construction of the building. We will finalize the construction documents and incorporate final owner comments from the 90%review. The construction documents will include signed and sealed mechanical (HVAC) and electrical plans. Documents shall include all content from the 90%design with the incorporation of final owner review comments. Services for Article B will be provided under a lump sum basis. Article C—Bid Phase Services Upon completion of the construction documents and at the request of the Airpom Jacobs will prepare the project documents for bidding. Jacobs will perform bidding support services,the following terms will apply: Page 2 of 5 • The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform bid/procurement services on its behalf in connection with the project. • Such services shall be performed under County's direction and in accordance to such forms, terms and conditions, or modifications or revisions to same as County may in its sole discretion at any time instruct Jacobs to use. All services shall be carried out in accordance with the procedures mutually agreed upon by County and Jacobs, • Jacobs shall not have authority to accept or bind the County in any way to changes, modifications,revisions,alterations,amendments,or supplemental,additional,or different terms and conditions(hereinafter referred to as"deviations")which may be submitted or requested by a vendor or contractor. Jacobs shall immediately submit any deviations from the County's standard terms and conditions to the County for review by the County's Purchasing Manager or their representative and such deviations shall not be accepted by Jacobs unless Jacobs receives express written approval thereof from the County's Project and/or Purchasing Manager or their representative. • All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so directed. The ownership and title of all items purchased hereunder shall pass directly from the selling party to the County, and Jacobs shall at no time be a party to such transaction other than as agent of the County. The County shall have the unilateral right to have the commitment authority of Jacobs, its employee or this limited agency authorization in its entirety revoked and cancelled at any time, with or without cause. The County shall be obligated directly to the selling party for all payments for materials, equipment, supplies and services procured hereunder. • The County shall hold Jacobs and its employees harmless from any claims,suits or liabilities arising out of any breach or other failure of performance by any contractor, vendor or supplier under any contract or purchase order issued by Jacobs hereunder. The following task will be performed asp of the bid phase services: • Coordinate with the County Purchasing Department and the Airport to advertise for bids. • Coordinate with the County to provide electronic copies of the bid documents to prospective bidders • Prepare for and attend a project pre-bid conference • Prepare responses to address requests for information from prospective bidders • Prepare and coordinate the issuing one(1)addendum with the County purchasing department. • Revise bid documents as necessary for the addendum • Review bids for responsiveness • Prepare a bid tabulation • Make a recommendation for award based on review of the bid information submitted. QUALIFICATIONS AND ASSUMPTIONS For the purpose of providing a stipulated fee amount,this proposal has been based on the following qualifications and assumptions: Page 3 of 5 • As-built documents will be provided by owner,including underground utilities. • Permit issuance related work such as processing plans through City, County, and/or State agencies,other than plan revisions requested by such agencies,are not included. • Government Agency cost for all building and engineering permit fees are not included in this proposal. • Construction Administration Services are not included. • Life Cycle Cost Analysis is not included. • The testing scope of services along with the construction testing is by others. • Proposal is based on the existing electrical systems having adequate capacity to properly serve the chiller replacement.No major modifications to the existing electrical systems are included in this proposal for the base scope of work. • Proposal is based on the existing structural systems having adequate capacity to properly support the chiller replacement.No modifications to the existing structural systems are included in this proposal for the base scope of work. • Jacobs is not responsible for obtaining any permits.Permits are to be obtained by the contractor.Jacobs will monitor the contractor's progress through the permit process for the client and provide follow up periodically with the permitting agency to verify the status,but it is ultimately the responsibility of the contractor to obtain all permits. • It is assumed that the existing utilities (with required capacity) are available adjacent to the replacement chiller. • Other services not described in the scope of work. Items identified as not included or limited in the scope of services can be provided or expanded upon as additional services under a separate agreement or supplemental to this agreement.
