A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY,FLORIDA,'REGARDING SECTION 7.01 C OF
THE PERSONNEL POLICIES AND PROCEDURES MANUAL
REGARDING PAYOUT OF EARNED ANNUAL LEAVE THAT
EXCEEDS THE MAXIMUM THRESHOLD AS OF APRIL 1ST,2022.
WHEREAS, County policy currently states that annual leave may be accumulated up to an
amount each year. The amount varies based on an individual's weekly scheduled work
hours, and that any time accumulated in excess of that amount as of April 1st, will be lost;
and
WHEREAS,the Board of County Commissioners has voted twice to waive the annual leave
forfeiture rule in Section 7.01 C of the Personnel Policies and Procedures Manual due to
business conditions that have impacted employee's ability to schedule time off. These
business conditions include such things as the COVID-19 pandemic, Hurricane Irma
recovery,the Duck Key Bridge Project, and County-wide layoffs and staff reductions; and
WHEREAS, some employees have not been able to schedule time off in order to reduce their
vacation balances below the threshold because of the pandemic response and due to reduced
staffing levels throughout County departments; and,
WHEREAS, some employees are now facing a loss of unused Annual Leave due to section
7.01 C. of the Personnel Policies and Procedures Manual; and,
WHEREAS, the Personnel Policy and Procedures Committee met on December 22, 2021 and
approved ongoing,recommended policy changes. ;
WHEREAS, this Resolution will reduce annual leave accruals this fiscal year at present dollar
values,thus reducing future liabilities.
NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, THAT:
1. Effective upon adoption of this resolution, and continuing through and until April
2, 2022, Monroe County Personnel Policies and Procedures Manual section 7.01 C. will
be revised to provide for a payout of accumulated annual leave in excess of 480 hours and shall
read as follows:
C. Annual leave may be used on a payday—to—payday basis as it is earned according to
scheduling requirements and may be accumulated up to 60 working days with a maximum
of 480 hours. Any time earned in excess of this amount as of April 1 this year(2022)will
be paid to the employee at their regular rate of pay. For example:

2. Effective April 2, 2022,the change described above will sunset, and the language of
Section 7.01 C of the Personnel Policies and Procedures Manual will revert to the following
language,unless the Board of County Commissioners takes further action in the future to modify
or waive the policy.
C. Annual leave may be used on a payday-to-payday basis as it is earned according
to scheduling requirements and may be accumulated up to 60 working days with a
maximum of 480 hours. Any time earned in excess of this amount of April 1 SI of each
year will be lost. Individual employees are responsible for monitoring their own leave
balance. For example:
