AGENDA ITEM WORDING: Presentation of "Employee of the Quarter" for the Fourth Quarter
of 2021 to Michelle Robinson, of Planning and Environmental Resources.
ITEM BACKGROUND:
This program was established to provide a means whereby the Monroe County Board of County
Commissioners may publicly acknowledge and monetarily reward the efforts of those County
employees who demonstrate an interest and dedication to a job performance above and beyond job
expectations.
PREVIOUS RELEVANT BOCC ACTION:
The Monroe County Board of County Commissioners and the County Administrator determined that
there was a need to recognize outstanding performance of Monroe County employees. Reference
(A) and previous actions established an Employee of the Month /Employee of the Year program. At
the August Personnel Policies and Procedures Committee meeting, it was voted to revise the current
award of a monthly award to a quarterly award. The Employee of the Year award will remain as it is
currently provided as part of this Administrative Instruction. The BOCC approved the changes at
the October 19, 2011 meeting.

Michelle has been the lone Biologist in Upper Keys since the County opened up after being closed for
COVID. She has worked long hours tirelessly to ensure that inspections are completed and permit review
keeps moving forward, in addition to maintaining an excellent level of community service. As many as 3
biologists worked in that office prior to COVID, so Michelle has been an all-star in keeping the work
flowing in Upper Keys all while maintaining her positive attitude.
In addition, the Biologist for the Code Compliance section recently left and Michelle has had to take on all
restoration inspections that used to be done by Code. More work piled onto Michelle that she is handling
with her normal positive attitude.
Michelle has always shown initiative, taking on tasks such as spearheading the effort to organize and
maintain the Grant of Conservation Easements (GOCEAs) required by the County. Michelle is known as
the keeper of the GOCEAS and created a database to organized and maintain those records.
Michelle is a true asset to the Environmental Resources section and the entire Building Department in the
Murray Nelson Building. We have recently hired additions to Planning and Environmental Resources
section that will help Michelle out in the Upper Keys, which I am sure she is pleased about!

In addition to the above, Michelle is notably courteous and professional with applicants and other
members of the public. I have received positive feedback regarding Michelle from multiple members of
the public, and have never received a complaint about her, which is a significant accomplishment for
