ITEM BACKGROUND: Monroe County achieved a Class 5 in the Community Rating System (CRS) under the National Flood Insurance Program (NFIP) effective October 1, 2017. Based on the work of Lori Lehr, CFM, Consultant, property owners having flood insurance through the NFIP are receiving a 25% discount on their annual premiums. On August 31, 2020, Ms. Lehr submitted an application to elevate Monroe County to a CRS Class 4 and move flood insurance discount to 30% annual on NFIP policies. On February 25, 2021, the County received notification that the documentation submitted would result in a CRS Class 3 and a 35% annual savings to NFIP policy holders. The savings will become effective April 1, 2022 on all NFIP policies renewing and on new policies on or after that date. To maintain the CRS Class 3, the County must have an ongoing process to maintain the CRS program. This includes addressing changes to the CRS program. Currently Ms. Lehr is working on maintaining and updating CRS related activities pursuant to the most recent changes put forth on January 1, 20 gathering data and documentation to prepare for the 2023 CRS audit. County staff has recently been made aware that FEMA will make a Community Assistance Visit (CAV) expected in 2022, the date has not yet been verified. Due to the progress the County has made with a Class 3 expected it is imperative that the CAV not result in any delays or issues related to this great accomplishment. September 16, 2015 - Amendment No. 1 clarified term of Agreement and compensation is on a fiscal year basis. October 19, 2016 - Amendment No. 2 expanded professional services to include eight (8) projects through October 19, 2018. 1. Program for Public Information (PPI); 2. CRS modification 2017 to Class 5; 3. CRS annual recertification 2017; 4. Floodplain CAV February 2017; 5. Project management of Repetitive Loss Area Analysis (RLAA) which is required for Class 4; 6. Project management of Stormwater Master Plan for CRS credit; 7. Project management of Drainage Maintenance Planning; and 8. CRS annual recertification 2018. Total two-year total cost $412,500. September 27, 2017 - Amendment No. 3 added Scope of Services for post-Hurricane Irma damage assessment at an hourly rate of $150 per hour. March 21, 2018 - Amendment No. 4 amended the Scope of Services by: eliminating Projects 1-4 from Amendment No. 2 due to their completion; renumbering Projects 5-8 (to 1-4) as follows -5 to 2, 6 to 3, 7 to 4, and 8 to 1; and adding Project 5. CRS annual recertification 2019 and Project 6. CRS Class 4 ISO verification visit. Total two-year total cost from March 21, 2018 to March 21, 2020 of $294,750.
