The reason I called is that the Duck Key Property Owners' Association would like 30 minutes on the agenda of the next Commission meeting on March 16 in Key Largo. We would like to present the case for repairing the breakwall on the south/east shore of Duck Key. The breakwall has been in place for many years, and significantly reinforced following the Georges hurricane in 1999. The recent hurricane Irma severely damaged the breakwall, exposing some 100 homes on Duck Key to direct wave impact when the next storm arrives. I have discussed this problem with David Rice and Rhonda Haag on several occasions, and Rhonda recommended that we ask for this time on the agenda to make our case to the Commissioners. I would appreciate your acknowledgement and confirmation of the agenda slot. Also would appreciate any advice you may have for us on how to prepare for the meeting and should we be submitting any documentation in advance. Many thanks. L-J G'0- A.--f- Duck Key Property Owners' sociation ivl` L�=L -OLD t-AN9VJ Request for Funding of the Repair to the Duck Key East nd South Breakwater Ocean Barrier q` R0r' S ��`Gtory:The initial barrier was created when the perimeter canals ere dug in the 1950/60s by the developer of J e, I the Indies Resort(now Hawks Cay Resort). Function:The barrier breakwater runs along the east and south oc an-facing shores of Duck Key and protects homes on the Yacht Club and Plantation Islands.The total number f properties protected is 88 on Yacht Club Island and 130 on Plantation Island.(Please see the attached Google map printouts.) Ownership:Waterfront properties originally included a segment of the breakwater opposite the main lots.Over the years,the conveyance of the breakwater segments during the property transfer process ceased,so today there are no registered owners except for the large segment at the east End owned by the Hawks Cay Resort. Major maintenance:After hurricane Georges in 1998,in 2000 the reakwater was raised five feet and reinforced with large boulders pinned to the cap rock with stainless rods.This work was funded by the Florida Department of Agriculture and was sponsored by the Duck Key Property Owners' Association. Damage from Irma:The breakwater was in great shape until hurricane Irma in 2017.The Irma surge lifted the boulders off the pins and pushed them into the canal or sucked th lm into the ocean.There are now large gaps where the rocks Have been displaced.The overall height of the barrier was reduced by two to three feet over about half of the breakwater,the worst impact being on the southeast shore.(Please see printouts of examples of the damage.) Cost to repair:The DKPOA had asked a local contractor,LPI,to as$ess the damage and estimate the cost to repair the breakwater to a pre-Irma level.The initial estimate,in 2018,was$2 million.Given recent cost escalations,we expect that today the repair would cost closer to$3 million. Resident support:Based on the annual DKPOA surveys of residents wishes,the breakwater repair ranks in the top 1/3 of the feedback received.This is consistent with the proporti 9 n of properties that benefit from the breakwater protection. Given the size of the potential repair bill,there has been no atte pt to raise funds privately.Based on past experience,it is difficult to raise large capital amounts through d nations.However,we anticipate that a special coastal resilience tax on the protected properties to pay down a and and to build a reserve for future maintenance would be acceptable. i Request:On behalf of the Duck Key residents,we respectfully as that the Commissioners to revise their current practice of not sponsoring repairs to waterfront protective stru ures,and budget for the repair to the breakwater. With rising ocean levels and the increased intensity of major sto ms,the strengthened breakwater will mitigate near-certain major damage to homes and infrastructure on the slands.Further,without the protection of such structures,the insurance industry may cease entirely providing Coverage for homes in this area thereby making the impacted properties unsellable,and dramatically decrease the Yalue and tax base as a result. Finally,the cost to Monroe County for addressing the aftermath of a major storm could also be significantly reduced. 1 We appreciate your consideration of this matter. Thank you.
