The data gathering, planning, design and associated services will provide the following: Coordinate with survey and geotechnical subconsultants. Perform a professional topographic survey of the commercial aviation apron area from the south side of Taxiway A, to the east edge of the apron to the west edge of the commercial apron as shown on Attachment A. The survey will consist of the following: o A 25 foot by 25 foot grid for the area to be surveyed. o Survey shots taken on pavement will have an accuracy of 0.01' and those on turf will be 0. 1'. o Grade breaks within the grid will be surveyed. o All major site features (i.e. structures, manholes, drainage structures, swales/ditches ponds concrete duct markers, lights, foundations, etc.) will be located. Ground elevation and top of feature elevation will be surveyed. o Location and elevation of geotechnical bore locations. o Survey information will be provided in Autodesk Land Desktop 2004 format. Survey information will be separated into multiple layers (i.e. drainage, pavement marking, building, major site features, contours elevations, point markers, descriptions, etc). Research record drawings for typical pavement sections, underground utilities and other points. Perform one (1) site walk through survey to locate and note any special site conditions that would affect construction techniques or materials. Also to field verify that all existing features in the field were picked up during the actual survey. Perform a geotechnical investigation to provide data for the taxiway pavement and building foundation design in general accordance with FAA AC 150/5320- 6D. The geotechnical investigation includes: o Six (6) SPT borings to a depth of 10'. o Six (6) asphalt cores, cut/patch. o Perform four (4) LBRJCBR's. o Provide soil classification, moisture content, grain size analysis and organic content test results on all samples obtained. Services for Article A will be provided under a lump sum basis. Based on the following items, several pavement section designs will be developed: • Geotechnical Investigation Results. • Airport Operations Records and Data. • Airport Operations Growth expected over the next 20 years. • FAA Pavement Design and Evaluation Standard (AC 150/5320-6E). • Airline Fleet Mix Analysis. • Impacts of Construction. • Local material costs. Following selection of several pavement design sections these alternatives will be evaluated to determine a ranking of pavement sections for use at the Key West International Airport Commercial Apron. These pavement sections and accompanying evaluation will be presented at a meeting with the Airport to determine the recommended Pavement Section Alternative. Services for Article B will be provided under a lump sum basis. Based on the information collected under Article A and the evaluation done under Article B, the 30%, documents design will be developed for all elements identified in this scope of work. • Provide Plans and Specifications for project that would rehabilitate the existing pavement on the commercial aviation apron from a flexible pavement to a rigid pavement section. • Develop a preliminary technical specification Table of Contents using the FAA's standard specifications for construction (i.e. P- 152 Excavation and Embankment, P-501 Portland Cement Concrete Pavement, etc.). • Prepare for and attend one (1) meeting at the Airport to discuss project progress and review the design submittals. • Prepare for and attend one (1) meeting at the Airport to discuss construction phasing with Airport Staff and Tenants. • Prepare and submit the pavement design in accordance with FAA Advisory Circular AC 150/5320-6E and will be based on a design aircraft having a dual wheel gear load of 150,000 lbs. The pavement design will include recommended methods of construction, recommended pavement design and the completed FAA Form 5 100-1. A full report will be completed and submitted to Monroe County, FAA and FDOT. Our experience, however, is that the utility companies will not mark privately owned utilities. We have included Ground Penetrating Radar (GPR) in our estimate to clear utilities at the boring locations. It is important to note that while the use of GPR will minimize the potential of striking utilities, it is not a 100% accurate. Therefore, private utilities will be the owner's/Airport's responsibility. We believe that significant coordination will likely be required to perform the field operations. As we understand, the all work will be conducted in the day time. It is our understanding that Jacobs or the Department of Aviation will provide an escort to the test locations. Upon completion of the field exploration, laboratory testing will be performed on selected samples.
