A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS ACCEPTING AND APPROVING THE FLORIDA DEPARTMENT
OF TRANSPORTATION ("FDOT") JOINT PARTICIPATION AGREEMENT ("JPA")
SUPPLEMENTAL AMENDMENT NO. 3 BEARING CSFA/CFDA NO. 20.205.
WHEREAS, the State of Florida through FDOT and the Board of County Commissioners
of Monroe County, Florida (the "County"), recognize the need for transportation planning
functions including but not limited to transportation concurrency review, traffic engineering
support, the County's biennial U.S.1 Arterial Time and Delay Study, the performance of
miscellaneous public transportation planning studies, utilization of consultants to provide for
transportation planning assistance required in connection with review of development
applications, and maintenance and updates to long-range transportation plans, the Monroe County
Comprehensive Plan, the Monroe County Code of Ordinances, and the Monroe County Land
Development Code, as necessary; and
WHEREAS, due to FDOT administrative updates and contract formats, FDOT has
requested that it and the County enter into a new JPA that shall fund the County's transportation
planning functions; and
WHEREAS, on May 22, 2019, JPA G1A71 was adopted and totaled $300,000; and
WHEREAS, on May 20, 2020, JPA G1A71 Supplemental Amendment No. 1 was adopted
and increased the agreement by $300,000, bringing the agreement total to $600,000; and
WHEREAS, on April 21, 2021, JPA G1A71 Supplemental Amendment No. 2 was adopted
and increased the agreement by $300,000, bringing the agreement total to $900,000; and
WHEREAS, Supplemental Amendment No. 3 will extend the contract deadline to June
30, 2024 and increase the agreement by $300,000 bringing the total contract to $1,200,000.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT:

Section 1. Recitals and le6slative intent. The foregoing recitals and statements of
legislative intent are true and correct and are hereby incorporated as if fully
stated herein; and
Section 2. The JPA Supplemental Amendment No. 3 before the Board of County
Commissioners of Monroe County, Florida, at its regular February 16,
2022, meeting, is hereby approved and accepted.

AMENDMENT NO. 3 TO THE JOINT PARTICIPATION AGREEMENT ("JPA") BY
AND BETWEEN THE FLORIDA DEPARTMENT OF TRANSPORTATION AND THE
MONROE COUNTY BOARD OF COUNTY COMMISSIONERS
This Amendment Three to Joint Participation Agreement G1A71, executed on June 10, 2019
("Agreement" or the "Contract") incorporated herein by reference, between Monroe County, Florida,
a political subdivision of the State of Florida ("MONROE COUNTY", the "COUNTY", or the
"MONROE COUNTY BOCC"), and the State of Florida Department of Transportation, a component
agency of the State of Florida ("FDOT" or the "DEPARTMENT"), programmed under Financial
Project Number 252228-1-14-09 (the "PROJECT"), is entered into this 15 day of
March .2022.
WITNESSETH:
WHEREAS, the Agreement was entered into by both parties pursuant to the approval of
the DEPARTMENT and of MONROE COUNTY pursuant to the latter's approval of Monroe
County BOCC Resolution No. 143-2019, adopted on May 22"d, 2019, in the total amount of Three
Hundred Thousand Dollars ($300,000.00); and
WHEREAS, Supplemental Amendment No. 1 to the Contract was entered into by both
parties pursuant to the approval of the DEPARTMENT and of the COUNTY pursuant to the latter's
approval of Monroe County BOCC Resolution No. 144-2020, adopted on May 201h, 2020, in the
total amount of Three Hundred Thousand Dollars ($300,000.00); and
WHEREAS, Supplemental Amendment No. 2 to the Contract was entered into by both
parties pursuant to the approval of the DEPARTMENT and of the COUNTY pursuant to the latter's
approval of Monroe County BOCC Resolution No. 163-2021, adopted on April 21", 2021, in the
total amount of Three Hundred Thousand Dollars ($300,000.00); and
WHEREAS, the above -referenced parties mutually find that it is necessary to increase the
total Contract amount by Three Hundred Thousand Dollars ($300,000.00) to provide additional
dollars needed for the PROJECT as identified in attached Exhibit "B", "Amended Financial
Summary", both of which are hereby incorporated as if fully stated herein; and
WHEREAS, the COUNTY will invoice the DEPARTMENT on a quarterly basis for
completed work. The COUNTY must submit the final invoice on this PROJECT to the
DEPARTMENT within one -hundred -and -twenty (120) days after the expiration of this Agreement.
NOW, THEREFORE, in consideration of the mutual covenants and agreements contained
herein, together with other good and valuable consideration, the adequacy, sufficiency, and receipt
of which are hereby expressly acknowledged, the parties declare as follows:
Section 1. The foregoing recitals are true and correct and are hereby incorporated as if fully
stated herein.
Section 2. The Agreement dated June 1 Oth, 2019, as amended, is hereby amended as follows:

• Financial Provisions shall be increased by an amount not to exceed Three Hundred
Thousand Dollars ($300,000.00). The contract shall not exceed One Million Two -Hundred
Thousand Dollars ($1,200,000.00).
• Exhibit "B" shall be supplemented by the increased amount of Three Hundred Thousand
Dollars ($300,000.00) in the attached Exhibit "B".
• Exhibit "C" shall be supplemented by incorporating the Resolution approving this
Amendment Three to Joint Participation Agreement between State of Florida Department
of Transportation and Monroe County in the attached Exhibit C.
• General Requirements shall be amended to extend the completion date of the PROJECT to
June 30, 2024.
All other terms and conditions of the Contract are in effect and remain unchanged.

SCOPE OF SERVICES
TASK 1: TRANSPORTATION PLANNING CONSULTANT SUPPORT
The purpose of this task is to provide funding assistance for the transportation
planning consultant to support the Monroe County Transportation Planning
program. This support will provide assistance for general transportation planning
and analysis activities. The activities will include short and long range transportation
planning, plan updates, planning studies, traffic operational analyses, data collection,
technical support, and review of development proposals. The activities may also
include bicycle and pedestrian planning and analysis, scenic highway planning,
coordination, and designation activities, and other activities necessary to support the
transportation planning program of Monroe County.
The Monroe County staff will administer the consultant contract, issue task work
orders, review consultant products and progress reports, prepare invoices for
submission to the Department, and participate in transportation planning, analysis,
and data collection activities as necessary.
TASK 2: TRANSPORTATION PLANNING STAFF ASSISTANCE
The purpose of this task is to provide funding assistance for the transportation
planning staff positions to support the Monroe County Transportation Planning
program. The transportation planning program will include short and long range
transportation planning, plan updates, planning studies, traffic operational
analyses, data collection, technical support, and review of development proposals.
The activities may also include bicycle and pedestrian planning and analysis,
scenic highway planning, coordination, and designation activities, and other
activities necessary to support the transportation planning program of Monroe
County. The transportation planning staff responsibilities will include all activities
necessary to carry out the Transportation Planning program of the County, such as
coordination and meeting with the Department on a quarterly basis and managing
the work activities of the consultant.
The transportation planning staff will provide a variety of administrative tasks
including, but not limited to the following: administer the consultant contract;
participate in the consultant selection process; oversee the transportation planning
consultant activities; issue task work orders; review consultant work products;
review consultant progress reports, and prepare quarterly progress reports for the
Department; meet with the Department's project manager quarterly; prepare invoices
for submission to the Department (in a Department approved format); and generally
manage the transportation planning program of the County.
