AGENDA ITEM WORDING: Approval to hire EE&G Environmental Services for Air Monitoring,
Sampling, Consulting, and Past-remediation verification during and after the Asbestos and Mold
removal at the Marathon Courthouse.
ITEM BACKGROUND: EE&G Environmental Services performed the initial asbestos and mold
analysis on December 14, 2011. They propose to continue their services with air monitoring,
consulting, sampling, post-remediation verification and final reporting, during and after the removal of
asbestos and mold by our General Contractor, Pedro Falcon Electrical Contractor's Inc. Project
Management attempted to acquire other proposals from south Florida environmental companies, but
was not successful, list quote requests is attached as backup to this item.
PREVIOUS RELEVANT BOCC ACTION: On January 19, 2012, the BOCC approved Change
Order No. 1 to Pedro Falcon Electrical Contractor's Inc. for emergency asbestos and mold removal at
the Monroe County Courthouse in Marathon.
CONTRACT/AGREEMENT CHANGES: Issue a Purchase Order to EE&G Environmental
Services in the amount of $14,600 which includes $1,450.00 for their initial emergency analysis on
December 14, 2011.
STAFF RECOMMENDATIONS: Approval as stated above.

EE&G Environmental Services, LLC (EE&G) is pleased to submit this proposal for the subject work.
EE&Gs Statement of Services and Fee are presented Below:
STATEMENT of SERVICES
EE&G will provide environmental air monitoring and consulting services to MBCC for the subject
project. The courtroom complex is currently undergoing renovation and sampling has indicated
friable asbestos ceiling treatment in most of the rooms. Abatement is planned by Sunrise Systems
in one phase in Spring 2012. See plans provided by MCBOCO.
Task 1— Emergency Sampling/Bid Assistance
At the request of Mr. Jerry Barnett, a Sr. EE&G Inspector performed emergency sampling on
December 14, 2011 and collected 27 bulk samples of suspect materials and analyzed at AAL a
NVLAP certified lab. Quantities were compiled and distributed to the general contractor/ abatement
contractor. Other duties included senior project management round trip transport from Miami takes.
Task 2 w fork in Progress Air Monitarin
An EE&G project manager will perform on -site air monitoring and project management while the
contractor is onsite preparing and removing ACM in Spring 2012. Air samples will be collected
before, during, and after removal of ACM. Air samples will be collected and analyzed using Phase
Contrast Microscopy (PCM) during abatement and TEM for Final clearances. EE&Gts duties shall
include the collection and analysis of PCM samples during each &-10 hour shift. Other duties
include in -office project management and periodic site visits by a senior project manager and/or
licensed asbestos consultant.

Additionally, EE&G will performs a post-remediation verification (PRV) following removal of the mold-
impacted materials. EE&D assures that all work areas where mold rernediation will be conducted-
will be ready for PRVs at the same time. Furthermore, EE&D assumes that the PRVs will be able to
be completed while onsite for the asbestos abatement. EE&G assumes that approximately 15
bioerosol samples will be collected for 48 hour turn around. Following successful completion of the
PRV process, EE&D will prepare a summary report explaining the results.
Task 3: c loseout_ Pa ckage
An EE&G senior project manager will compose a "Letter of Completion" as necessary to facilitate
completion of the project phases} and a final report based on the data collected during removal of
the ACM. The final report will include:
• A descriptive narrative of the abatement project.
• Technician, field notes & printed data sheets.
• Photographic documentation.
The report will be reviewed, signed, and sealed by a Florida licensed Asbestos Consultant. The fee
includes all administrative overhead costs for one original and four copies of the report.
