JUSTIFICATION: (use additional sheets, if necessary.)
Nomination criteria include;
0 Noteworthy performance above and beyond job expectations
o Mike has been working on development and implementation of the ADA
transition plan. Mike recognized that the budget impact of that plan was
substantial (over $5 million over the next five years). On his own initiative,
he looked for sources of funding that might be tapped as an altemative to
the general fund budget. In his research he discovered that an existing
Community Development Block Grant (CDBG) which was due to expire in
June 2012 included a provision that would allow its use for removal of
architectural barriers (i. e. ADA accessibility improvements). He had to
convince County management and experienced Housing Authority grant
managers that the reprogramming of the funds was possible. Because he
was persistent (and right), the grant managers were convinced to research
and ultimately implement the reprogramming in time to replace $600, 000
of general fund planned expenditure with grant funds that would otherwise
have been forfeit.

John O'Brien of Monroe County Housing Authority, who was managing the
CDBG program grants for the County

o Mike's work on this directly resulted in a $600, 000 reduction in the general
fund budget and ad valorem tax rate for FYI 2.
