AGENDA ITEM WORDING: Approval to add Lots 4 and 5, Block 1, Cudjoe Ocean Shores to the
Acquisition List as an affordable housing site in partnership with Habitat for Humanity of Key West
and Lower Florida Keys, Inc. and to add Lots 3 and 4, Block 3, Bay Point Amended Plat to the
Acquisition List as a site for public recreational facilities and potential affordable housing in
partnership with Monroe County.
ITEM BACKGROUND:
Lots 4 and 5, Block 1, Cudjoe Ocean Shores
!This property is a 13,535 square foot site at 22936 Overseas Highway on the ocean side
Cudjoe Key near mile marker 22.
!The property is currently being used for commercial storage and borders other commercial
storage uses and a Keys Energy Services substation.
!The property has received 4 affordable ROGO allocations and has an active permit to build
4 affordable units at the 120% of Area Median Income level.
!Habitat for Humanity of Key West and Lower Florida Keys has a contract to purchase the
property for $400,000, subject to 100% financing from the Land Authority.
!Under the proposed partnership with Habitat for Humanity:
o!Step 1: Land Authorit
o!Step 2: Habitat will build the 4 affordable units
o!Step 3: Habitat will transfer title to Monroe County and Monroe County will grant

a 99-year lease back to Habitat with the potential to have a 2 99 year term
o!Step 4: Habitat will sell the units, subject to the 99-year lease, to income qualified
buyers at the 80% of Area Median Income level

!This property is a 19,710 square foot site at the corner of Cross Way and West Circle
Drive on the ocean side of Saddlebunch Key near mile marker 14.

!The property is currently undeveloped and is located across the street from the Bay Point
Park.
!The Land Authority has a contract to purchase the property for $500,000.
!Under the proposed partnership with Monroe County:
o!Step 1: The Land Authority will purchase the property
o!Step 2: The Land Authority will transfer title to Monroe County subject to a Land
Use Restriction Agreement restricting use of the property to public recreational
facilities and potential affordable housing
o!Step 3: Monroe County will develop the property as part of Bay Point Park and
possibly with affordable workforce housing/employee housing.
!
ADVISORY COMMITTEE ACTION: On March 30, 2022 the Committee voted 3/0 to approve
adding these properties to the Acquisition List.
