Of those that responded to the survey, 100% reported that they will use the material in their job and 90% thought the training was excellent or good. Alicia participated in community resource development activities including developing state-wide indicators, district-level training and resources for Extension directors. Michelle and the Master Gardener Volunteers gave a planting demonstration workshop in collaboration with Habitat for Humanity of the Lower Keys at Moss Landing Residential Community in Cudjoe. Residents learned proper planting techniques to create a more resilient landscape. The 2022 Master Gardener Interns took a field trip up to the Miami-Dade Extension Office and the Tropical Research & Educational Center for continued training to better serve the residents of Monroe County. Participants learned about plant pathology, tropical fruit care and maintenance, and propagation techniques. The Florida Sea Grant Marine Extension Agent accomplished the following activities: Shelly taught students at College of the Florida Keys about sponge restoration, sargassum composting, and stony coral tissue loss disease as part of the marine policy seminar series and the US Dive Club, South Florida Chapter about sargassum. Shelly gave the bi- monthly updates to the Florida Coral Disease coordination teams about stony coral tissue loss disease communications. Shelly presented to the new Master Gardener course about volunteer opportunities. Sheet pile wall and concrete piles on east end of south side of bridge have been installed Contractor completed the sheet pile wall on the west end of the bridge and is working on installation of the concrete piles. FKEC removed the temporary electrical line from the bridge to clear the way for FKAA to perform final tie in of the sub aqueous water line. th . Twin Lakes-Key Largo SLR Roadway Pilot Project: FDEM - HMGP grant agreement No. 4337-312 –Staff submitted signed and sealed bid set plans, specifications, all permits; and a draft of 2019, 2020 and 2021 staff reimbursement hours to FDEM Sharepoint site, working on Phase 1 quarterly report and milestones report as part of reimbursement package for review by FDEM. Additional work to be added to scope on Eaton Street, due to FKAA need to replace waterline. County responsibility will be to fund half of roadway overlay on several blocks of Eaton Street; FKAA is responsible for overlay of lane where pipe will be replaced. Resurfacing of the County’s portion of Whitehead Street is tentatively set for April 11, 2022. Hurricane Irma No Name Key Bridge Repairs: Staff has reviewed and approved plans and specs and is preparing project manual to advertise for construction. Consultant working with permitting agency to determine if Corps permit can be extended or if a renewal permit will be to be obtained. Key Deer Boulevard Roadway Repairs: Design phase for construction is ongoing. Received ground penetrating radar data from the consultant. Crane Boulevard, Sugarloaf Shared Use Path In response to requests from residents for sidewalk on Crane Boulevard staff submitted a grant application to the FDOT Transportation Alternatives Program (TAP) for engineering design and permitting costs to fund the project. If awarded, funds would be programmed in the FDOT work program in FY 28 st Staff presented the project to FDOT staff on March 31; project was well received by TAP group. Building and Grounds Standardizations Knowledgebase: Standardizations have been compiled and documented over the past five years developing a more comprehensive basis of design and owner preferred requirements for new construction and repairs. Any organization is limited to two awards per cycle. The County has received the maximum allowable awards over the past three years. Capital/Grant Funded Studies or Construction Projects Bernstein Park Re-Sod/Turf – CAP: Parks and Beaches Director assessing final options to determine project as a sod replacement or an artificial turf installation. Big Pine Lower Keys Scenic Viewing Area/Swimming Hole – Construction approximately 71% complete. Bathroom construction is ongoing; roof completed, stucco siding completed, exterior painting completed. Safety ladder additional scope approved and will be completed within next few weeks. Sidewalks and landscaping to begin in early April. Big Pine Senior Meal Site – TBD: Location will be demolished after final items are relocated. Assessing options for long term solution. Blue Heron – Big Pine Senior Meal Temporary Relocation – CAP: Electrical upgrades permit for meal site functionality submitted to building department. Blue Heron – Pickleball Court Improvements – P&R: Job site walk completed on March 24, 2022, for court safety extension. Bids are due on April 8, 2022. Lots on Stock Island have been cleared of debris. Receiving a proposal for the programming and level 1 environmental assessments. East Martello Drainage & Parking Phase III - One bid was received on 2/23/2022 for more than currently available in grant funding. FEMA will start the Large Project Notification / Strategic Funds Management process to notify the US Congress of this pending award. Phase II award required before construction may begin. Harry Harris Park Resiliency Redesign – Resiliency Grant: Award notification received. The functions of this department are implemented by the following offices: The Planning Office is responsible for the administration of the adopted Monroe County Comprehensive Plan and Land Development Regulations. The Department processes amendments to the Comprehensive Plan and Land Development Regulations. Additionally, the department reviews development proposals for compliance with the Comprehensive Plan and Land Development Regulations, including community character, growth management provisions and environmental compliance. The Environmental Resources Office services include the review of applications for compliance with environmental regulations, such as: clearing limits, wetland delineation, landscaping, stormwater, land clearing and FEMA required review of potential endangered species impacts under the Permit Referral Process (PRP). The Environmental Restoration Office manages the County’s habitat restoration and improvement projects to enhance and preserve county-owned lands and partners with State and Federal agencies on maintaining conservation lands, specifically covering the removal of invasive exotic species and planting of native species. The Geographical Information Systems (GIS) Office develops, maintains, and disseminates geographic data and GIS resources to enhance county functions and provides resources making geographic data available to the public and preparing maps depicting various data. The Marine Resources Office provides a variety of services focusing on protection of the marine environment, the provision of maritime infrastructure, and the preservation of public water access, including: (1) vessel pump- out services are provided throughout unincorporated Monroe County; (2) the removal and disposal of derelict and abandoned vessels that have become an environmental or navigational hazard; and (3) working with FWC funded projects to replace regulatory buoys, channel markers, and other waterway management needs to improve recreational boating access and safety.
