associated with the replacement of 26regulatoryand informational buoysthroughout the waters of the
Florida Keys.This project will serve the needs of the boating community and result in improved boating
safety,protection of seagrass beds, and allow law enforcement personnel toproperlyenforce thesezones.
Monroe Countyqualifies forpriority consideration under s. 206.606, F.S., as it has a population under
100,000 and is a coastal county with a high level of boating-related activities from individuals residing in
other counties.

Pre-Award Costs:Pre-award costs occur prior to the Application being submitted. The Applicant may submit for
reimbursement of the costs of design and engineering costs (site surveys, working drawings, construction plans, cost
estimates, technical feasibility studies, etc.) and costs for tests, surveys, and application preparation required for
permitting as part of the grant Application.In order to be granted pre-award costs, the Applicant must provide an
explanation as to why it was necessary to incur these costs prior to the grant Application submission.

landside facilities such as restrooms, etc.

Additional Information
Two terminal markers were initially established in 1999 (Marker 1 and Marker 6). Marker 7 was
established, across from Marker 6 in 2000. Four mid-channel markers (as reminders for boats
going thru the creek) were later established using shallow water markers. The shallow water
markers kept getting pushed over. Later changed out the shallow water markers for buoys in
January of 2004.
Category 4 Hurricane Irma hit the Keys on Sept 10, 2018 causing damage to many waterway
markers in the Keys.
During next replacement, Markers 3 & 4 should be changed to standard sized buoys due to
shallow water depths.

Additional Information
Daybeacons 1 and 2 are USCG, the rest are ours. Records indicate that the entire channel was
USCG until around 1979 when the County took over and established more markers. There was a
lot of renumbering as additional markers were established between existing markers.
Daybeacons 14, 15, 16, 17 and 18 were established in 1983. The two blind bend markers were
established in 2000.
Markers on the oceanside are all full size. Markers on the bayside are all smaller size.
Blind Bend markers are currently buoys (they were shallow water markers in the past).

Additional Information
The five regulatory markers were initially buoys on a stick. Due to permitting issues with FWC,
and the bottom being soft and the markers falling over, these were changed to standard buoys in
June of 2011.
In 2014, found that these buoys were ocean spars with many sitting on bottom. Should be
changed back to standard size.
Category 4 Hurricane Irma hit the Keys on Sept 10, 2018 causing damage to many waterway
markers in the Keys.
In addition, all buoys have incorrect reference numbers (Permit 20-055 CFR 922.163) that need
fixed during next replacement.

Channel A was installed to mark the navigable channel running along Condo Row. Channel B
was installed to mark a channel leading from Channel A marker 1A to the new County Marina
(now the City of Marathon Marina). Several markers have regulatory signs mounted beneath the
lateral aid sign/s, as a reminder for boaters to go slow
If City takes ownership, give them the small 2B, 3B & 4B signs that we have in inventory since
they're the only small B markers we manage.
Channel A signs are STANDARD. Channel B signs are SMALL.

Miscellaneous
In August of 2005 we changed out the shallow water markers for standard buoys. Duke did the
job and it was his first attempt at installing buoys. He seemed to do ok.
January 2014 survey revealed that all buoys are partially submerged with no permit/ord numbers
visible. All replaced in March 2014.

buoy smashed end of March 2004 and replaced 5/17/04 (Mr. Dawson had put one
of his buoys on it); replaced with lit collared buoy on 1/18/05. Buoy went
missing in June (Dawson put a buoy on it again) and I replaced it 7/15/05;
missing Sept 05; replaced used buoy 10/12/05; replaced reg buoy with lateral aid
5/2/06; regulatory buoy discontinued May 2006. Piling struck on 7/4/15;
Replaced on 9/5/15.
Buoy 12 Replaced w/shallow water marker 12/2/99; marker broken off in Nov 00; replaced
marker with one from Sombrero 10/14/01; marker broken (on bottom); 9/4
replaced buoy system 5/9/03; buoy missing August 2003 and later replaced; buoy
missing Oct 05; installed DBN 4 on 5/2/06 to replace Buoy 12 but left Buoy 12 in
place until age-end of usefulness. buoy missing on 2/9/2015. Removed from
Buoy 13 Replaced w/shallow water marker 12/2/99; replaced buoy system 5/9/03; installed
new buoy in June 2017.
DBN 1 Hurricane Irma damaged both signs. Replaced in July 2018.
Additional Information:
Upgraded in 2000 to shallow water markers; Changed markers 10, 11 back to buoy in late 2000
due to excessive traffic constantly running over the markers at the approach channel to Dolphin
Marina.

The September 27 survey found three more shallow water markers broken off and lying on the
lar application. It
may be wise to go to a small size wood pile with signage.
Repaired and replaced all the downed markers in mid-October. After looking at the situation
with David Foster it looks like in the future may either want to go back to buoys or use the
schedule 80 so that boats can just bounce off.

May 2003- due to the Sanctuary buoys being in such non-conformity and DMR changing the
October 2005- after the last two hurricanes, numerous buoys are missing. John Dawson has
complained a lot and blames it on vandalism.
May 2006- due to problems keeping the entrance buoys on station we replaced with DBN's 1, 2
and 4. Put a reg sign under DBN 1.
September 14, 2006- we installed new ocean spar buoys at all buoy positions except #13 (too
shallow). This is a test site for the new buoys which sit significantly taller in the water.
On September 10, 2017 Hurricane Irma damaged markers throughout the Florida Keys.

I am writing to express my support for the grant application submitted by the Monroe
County Marine Resources Office to the Florida Boater Improvement Program. This
project contributes to improvements to waterway marking within the Florida Keys
National Marine Sanctuary (sanctuary or FKNMS).
Waterway markers are an important tool for managing the waterways of the Florida Keys
in order to reduce damage to shallow-water resources, improve navigation, and promote
boater safety. In particular, the FKNMS Management Plan has identified a strategy to
promote and enhance a coherent waterway management and marking system in order to
address these concerns (Section 3.4.3, Waterway Management Action Plan, FKNMS
Revised Management Plan, 2007).
Improvement to waterway markers will ensure continued protection and minimization of
impacts to submerged resources, provide appropriate boating access as well as safe
navigation throughout the sanctuary. Monroe County contributes this much-needed
service through implementation of their Channel Marker Master Plan and through
coordination with the sanctuary.
Therefore, we fully support Monroe County’s efforts to seek external funding to improve
waterway marking throughout the sanctuary. We hope that you will consider this project.
