AGENDA ITEM WORDING: Approval of an Agreement with Pedro Falcon Contractors, Inc. in
the amount of $714,631.00 for the Reduced Scope for Historic Monroe County Jail Museum
Buildout project. The project is funded by a TDC grant.
ITEM BACKGROUND: The County is in the process of converting the old Historic Monroe
County Jail located in Jackson Square into a public museum. Monroe County has received a $1.2
million TDC grant and a State of Florida, Division of Historical Resources (DHR) grantin the
amount of $247,275.00 for this project.
Project Management issued an RFP for multiple repairs, which included demolition and air quality
abatement of the building. Three (3) bids for the repairs were received in December 2019, and came
in higher than expected. Due to the fact that this project is entirely grant funded,Project
Management reduced the scope of work in order to reduce costs and was given BOCC approval to
re-advertise the project in multiple phases to hopefully reduce costs and increase contractor
responses.
A Request for Proposals for the final phase of the project was issued and four (4) bids were received
on March 17, 2022. Unfortunately, all bids received were higher than the remaining grant funding
available. Project Management reached out to the lowest bidder, Pedro Falcon Contractors, and
worked together with the project architect to reduce the scope of work to meet both minimum
building code standards and also fit within the remaining budget. This agreement is for the reduced
scope of work in order to get the museum open and running in order to generate income.

9/16/20 - BOCC approved contract with D.L. Porter Constructors for the Selective Demolition and
Mold, Lead, and Asbestos Abatement phase of the project.
10/21/20 BOCC approved a Second Amendment to the Task Order with Bender & Associates to
include asbestos, lead and mold abatement testing oversight during construction.
4/21/21 BOCC approved a contract with Marino Construction Group for the doors and windows
replacement phase of the project.
