AGENDA ITEM WORDING: Acceptance and approval of request from the Pigeon Key
Foundation, Inc. to seek grant funding for three projects on Pigeon Key that may meet the lease
agreement threshold of "significant modification or improvement". The three projects will be
moving forward over the next 12 months either through grant funding or with Pigeon Key
Foundation funding and are subject to review/approval/oversight by County staff as the Lessor. The
projects include: ADA upgrades, repair/replacement of sidewalks, and dock repair and
improvements.
ITEM BACKGROUND:
The County and Pigeon Key Foundation, Inc. entered into a lease agreement April 17, 2019, for the
Pigeon Key Foundation to maintain and promote Pigeon Key. The Foundation would like approval
to undertake three improvements. The Pigeon Key Foundation provides community and education
benefits and they administer research and other programs. The lease outlines very specific
guidelines for construction on the island.
The agreement also requires that the Pigeon Key Foundation notify the Board of its intent to pursue
projects that may meet the lease agreement threshold of "significant modification or improvement"
as identified in the lease agreement entered into April 17, 2019. The three projects will be moving
forward over the next 12 months, either through grant funding or with Pigeon Key Foundation
funding.
The projects include:
Addition of accessibility ramps to the section gang quarters,
and
Special Category Grant (Due June 1, 2022) that will also include rehabilitation to the
floor in the museum and two roof replacements. All projects will meet Secretary of the
go through SHPO review, as required by the restrictive covenants on the property. This
grant will be applied for by Pigeon Key Foundation. but requires a signed letter of
concurrence by the property owner - see attached.

Repair and replacement of sidewalks throughout property. In an effort to improve safety
and increase accessibility, the sidewalks will be repaired throughout the island. Currently,
there is no planned grant funding, as Pigeon Key Foundation will move forward with
funding the project.
Dock repair and improvements. This project will include both repair of rotting pilings as
well as improvements to enhance accessibility and safety. Pigeon Key Foundation will
move forward on engineering and design as well as permitting in preparation for a
proposed FWC grant application in January 2023. This application will be in partnership
with Monroe County as the eligible applicant.
Any modification or improvement to the island and/or its historical elements is subject to County
Staff review and approval at the following milestones:
Conceptual Design Plan.
50% Design Plans (if applicable).
Final Design Plans.
Final Project Acceptance.
Additionally, County Staff must also be provided and sign off on the following documentation:
Change Orders and/or field modifications.
Written documentation of review and concurrence from State Historic Preservation
Office (SHPO), Historic Preservation Committee (HPC), and any other required
governing entity as required by local, state, and federal requirements.
The Foundation is also requesting approval of the County Administrator or his designee to sign the
attached concurrence letter associated with the Department of State Special Category Grant (Due
June 1, 2022) as detailed above.
PREVIOUS RELEVANT BOCC ACTION:
4/17/2019 BOCC approved the lease with the Pigeon Key Foundation to terminate October 18,
2033, with an option to renew for an additional ten (10) years.

RE: Florida DOS Special Category Grant Program - Concurrence Letter
Dear Florida Historical Commission,
It is my pleasure to express support of the Pigeon Key National Historic District Preservation Project for the
Special Category grant program through the Florida Department of State as well as to provide consent for the
work to be completed by Pigeon Key Foundation, Inc. as part of this project proposal. I write on behalf of
Monroe County, the property owners of Pigeon Key. The permission to complete the project includes the
necessary and applicable easements or covenants as required by the grant administrators. The Pigeon Key
National Historic District Preservation Project on Pigeon Key will support the long-term preservation of this
important national historic asset.
Pigeon Key is a unique and cherished asset within the Florida Keys, state, and nation. The five-acre island is
designated a National Historic District and contains eight buildings, most of which remain from its earliest
t Railway. Today these buildings serve a variety
of purposes, ranging from housing for educational groups to administrative offices for the non-profit Pigeon Key
Foundation. The former Assistant Bridge Tender's House has been converted into a small museum featuring
artifacts and images from Pigeon Key's colorful past.
The Pigeon Key National Historic District Preservation Project includes three components: roof replacement on
enders building; and
House. This project will not only continue to maintain and preserve the historic integrity of the buildings for years
to come, but will also provide increased access to allow those with mobility challenges to experience the assets of
the island. With the re-opening of the historic 7-mile bridge, Pigeon Key is seeing increased visitation by both
locals and tourists. This project will support the overall mission to share these cultural and historical resources
with the public.
