The updated RCAP will be completed in June. Alicia co-taught the Climate Smart Floridians, Train-the-Trainer Program for 12 sustainability directors. This program teaches participants about the program and provides them with the knowledge, skills, and resources to offer the program in their community. Alicia participated in the Sea Grant Climate Work Action Group to develop goals, objectives, and directions for program development for the rest of the year. In the workshop, we worked on the rollout of the Handbook of Municipal Action on Climate Change. Alicia chaired the Public Issues Leadership Development Conference for 173 Extension agents and administrators in Washington D.C. The three-day conference explores the connection across the national Extension system and culminates in visits to legislators on Capitol Hill. The Environmental Horticulture Agent accomplished the following activities: The 2022 Master Gardener class concluded with 20 graduates that completed the 10- week course. The Master Gardener Interns will continue their learning through hands-on volunteer opportunities donating 75 hours each their first year of service. Michelle co-hosted a Plant It Proper Lunch-and-Learn with the City of Key West and Keys Energy Services prior to Keys Energy Services tree giveaway to help with proper planting techniques and improve survivability of native plants in the landscape. The Environmental Horticulture Program and Grimal Grove have partnered up to offer Buubdinfou;!DBE!2!Npouimz!Sfqpsu!!)DBE!Npouimz!Sfqpsu* weekly plant clinics at Grimal Grove. This partnership allows the community access to Grimal Grove to learn about tropical fruit production and maintenance, vegetable gardening in the Keys, and how to grow your own food. Master Gardener Volunteers are maintaining raised bed demonstration gardens to highlight heat-tolerant vegetables that cane be grow in our climate. 2 Qbdlfu!Qh/!3557 R/2/b The Florida Sea Grant Marine Extension Agent accomplished the following activities: Shelly has been teaching and planning a series of workshops for stony coral tissue loss disease communication professionals. This ongoing series has featured invited speakers Chris Corpus, the director of conservation at the Dallas Zoo, and Dee Weber with the National Mississippi River Museum and Aquarium. Our collective goals are to produce communication products that reach a national audience and foster support for Florida’s Coral Reef. Unfortunately, there is a documented long-spined sea urchin Diadema antillarum die-off that started in the US Virgin Islands and has now spread to Mexico, Jamaica, Dominica, and the Dutch East Indies. As the co-lead of the Florida Coral Disease Response communication team, we have been sharing information on these urchins since we already have a disease platform in place and work with all of the partners on the other stony coral tissue loss disease teams. Final phase of project will be final lift of asphalt, sod and pavement markings. EAC Amendment 5 and RS&H Amendment 1 for additional post design services during construction approved at April BOCC meeting. DEO - Environmental Requirements - Early Floodplain Notice published for end April comments. Next pending steps include Final Floodplain Notice, 8 Step Floodplain Review, Environmental Assessment Statutory Worksheet and Concurrent Notice - FONSI (finding of no significant impact) and Request for Release of Funds. Bid opening date was April 13,2022 with American Empire Builders as the lowest responsive bidder. Approval for contract with American Empire Builders for construction services set for th May 18 BOCC meeting. Card Sound Road Mill/resurface/restriping: Staff has requested that FDOT program SCOP grant funds in the amount of $2,419,722 (75% of construction phase estimate) in its work program in fiscal year 2023 to partially fund construction and CEI. Roadway design is ongoing; 90% plans are scheduled to be delivered in mid May for county and FDOT review and comment. Anticipate construction to start in late fall 2022. Card Sound Bridge Project Development & Environment Project: Staff met with FDOT Planning and Environmental staff to determine steps to begin PD&E phase for eventual replacement of Card Sound Bridge. FDOT requested the county perform a lifecycle cost analysis to support replacement of the bridge. Staff and county lobbyists submitted an appropriations request for a portion of the PD&E costs. Duval, Whitehead, and Front Street Roadway Improvement ILA w/ City of Key West: Utility work is ongoing. Additional work to be added to scope on Eaton Street, due to FKAA need to replace waterline. County responsibility will be to fund half of roadway overlay on several blocks of Eaton Street; FKAA is responsible for overlay of lane where pipe will be replaced. th Resurfacing of the County’s portion of Whitehead Street commenced April 27, 2022. Received ground penetrating radar data from the consultant. 9 Qbdlfu!Qh/!3564 R/2/b Crane Boulevard, Sugarloaf Shared Use Path: In response to requests from residents for sidewalk on Crane Boulevard staff submitted a grant application to the FDOT Transportation Alternatives Program (TAP) for engineering design and permitting costs to fund the project. If awarded, funds would be programmed in the FDOT work program in FY 28 st Staff presented the project to FDOT staff on March 31; project was well received by TAP group. FDOT will announce grant recipients within the next few months. Pedestrian Bridges and Ocean Bay Drive Bridge Inspection and Repair: A task order for inspection services for Monroe County’s two pedestrian bridges (not part of the FDOT inspection program) and for inspection and repair plans for the Ocean Bay Drive (roadway) bridge, which was damaged be a vehicle, is on the May agenda for approval. Statewide Stormwater Needs Analysis: Staff provided information to HDR Engineering, Inc. to assist with developing the state mandated stormwater needs analysis that is due to FDEP and Office of Economic and Demographic Research by July, 2022. Staff reviewed draft submittal and provided comments on County’s existing stormwater facilities and future stormwater needs. PROJECT MANAGEMENT Hurricane Irma Repairs: Following is a list of the remaining locations damaged by Hurricane Irma. Big Pine Key Community Park: Park Repairs Task order creation in progress for new flood panel design. Sheriff’s Residence Roof installed. Building and Grounds Standardizations Knowledgebase: Standardizations have been compiled and documented over the past five years developing a more comprehensive basis of design and owner preferred requirements for new construction and repairs. Higgs Beach Sand Re-nourishment -TDC: Mitigation activities will be coordinated with FKNMS / FWC, as well as the County Department of Marine Resources, following the end of lobster season. HMGP Generators – HMGP: Received notice of award and working towards a Phase 1 design agreement. HMGP Wind Retrofit –HMGP: Selection committee held 4/29/2022 resulting in a request to proceed with negotiations with Bender & Associates for design services on the May agenda.
