AGENDA ITEM WORDING: Approval to apply for an FDOT "Public Transit Service
Development Program" grant, FDOT Procedure Topic Number 725-030-005, providing funding to
determine whether a new or innovative technique or measure can be used to improve or expand
public transit services. Specifically, this $852,000 application would be for 50/50 funding for a
resident micro mobility solution to or from Stock Island into or out of Key West; and authorization
for the County Administrator to execute all necessary documents in connection with the application.
ITEM BACKGROUND:
Monroe County Board of County Commissioners is currently considering the feasibility of a micro
mobility solution for residents of Stock Island who work in Key West. The conversation is ongoing
in earnest. Staff will coordinate with KW Transit to evaluate whether a micro mobility solution
could not only increase mobility for Stock Island residents, but also complement the KW Transit
system in a way that reduces the overall number of trips on US1 in/out of KW at the busiest times of
day. Simultaneously, the FDOT Public Transit Service Development Program grant cycle has
thst
recently opened with an application deadline of June 20, 2022 with a funding date of July 1, 2023.
If the County determines it wishes to move forward with the Stock Island micro mobility solution,
the FDOT Public Transit Service Development Program grant would provide, if the application is
successful, 50% funding for up to three years.
Staff recommend applying for the cost estimate for a 24-hour service, such as provided by Freebie- a
primary provider of micro mobility solutions in South Florida. This estimate provides 3 Tesla
sedans operating 24 hours a day between Stock Island and Key West. Estimated at $852,000
months to find potential sources
If, as the Board continues to consider the Stock Island micro mobility solution in the coming months,

In October of 2021, the Board adopted the U.S.1 Transportation Masterplan (TMP), including
recommendations for improvements to remedy Level of Service issues and improve traffic flow, and
for multimodal improvements. The TMP includes the following objectives under Goal 1:
Goal 1 Create a balanced multimodal transportation system that provides options for and
promotes non-motorized travel along the US 1 corridor. This includes providing space and
infrastructure for all modes of transportation
Objective 1-3: Improve transit options for both commuters and tourists.
