AGENDA ITEM WORDING: Discussion and direction of various possible real estate transactions
with the City of Key West. County properties to be discussed are Higgs Beach Park and Bayshore
Manor. City properties to be discussed are the diesel plant at Truman Waterfront and the HAWK
missile site near the airport.
ITEM BACKGROUND: Several real estate transactions between the City of Key West and the
County have recently been raised. One proposal is for the City and County to swap the Higgs Beach
Park for the HAWK missile site near the airport. The former is a County owned and operated park
within the city and the latter is a City of Key West owned property contiguous with the Key West
International airport and which would receive environmental restoration as part of the airport
development.
Additionally, the City of Key West has proposed development of the diesel plant to include a senior
center with County assistance. Separately, the City of Key West has proposed using the former
Bayshore Manor assisted living facility as an interim location for the Keys Overnight Temporary
Shelter (KOTS) while its new shelte
transitional housing for former KOTS clients.
Staff will present its review to date of the various options for the properties and alternates.

Re:Supervisor of Elections’Office relocation to Bayshore Manor
I write in support of the Supervisor of Elections’request to moveher headquartersto
Bayshore Manor. As you may recall, I have representedthe Supervisor and the
Canvassing Board for over a dozen years. In that capacity, I have witnessed how the
current Supervisorand her predecessor haveconductedelections out of the current space
at the Lester Building in Jackson Square.Iam also mindful of the security requirements for
the voting equipment and computer serversutilized by the Supervisor.
In my view, theSupervisor’s current office space is inadequate to serve the election
administration needs of the County. This space deficiency is particularly noteworthy during
early voting when voters must exercise their right to a secret ballot in thesamenarrow
hallway that leads to the Clerk’s office for civil filings and marriage licenses. Additional

issues arise during close elections when added interest and recountsgenerate additional
visitors to her current headquarters.During one recent recount, the Canvassing Board
resorted to meeting outside toaccommodate the members of the media and public who
wished to view the proceedings. Thankfully, the weather cooperated.
Moreover, parking is always limited at Jackson Square. As you know, that complex also
hosts the main Courthouse, the Clerk, the Property Appraiser, the State Attorney’s Office,
and two County Commission offices in addition to the Supervisor of Election’s office.
Elections generate additional trips to Jackson Square, which exacerbates the parking and
traffic issuesthere.Early voting often overlaps with FantasyFest, which creates more
traffic. Given the increased interest in election administration following the 2020
presidential election, I anticipate more election related traffic in the future.

In short, Bayshore Manor would be an excellent choice for relocating the Supervisor. This
move would enable her to store all of her equipment under the same roof as her office. It
would also enable her to offer an improved early voting experiencefor County voters.

I recall at least seven (7) elections in recent years where recounts were required due to the closeness of the votes.
