AGENDA ITEM WORDING: Approval of Mayoral appointment of Donald Lanman to the
South Florida Workforce Investment Board of Miami -Dade and Monroe Counties for a two-year
term.
ITEM BACKGROUND: The South Florida Workforce Investment Board, chartered by the State of Florida,
is one of 24 regional Workforce Boards in Florida. It is the regional workforce development board representing
Miami -Dade and Monroe counties. Workforce Florida, Inc., and the Agency for Workforce Innovation oversee
all regional workforce boards in Florida, created in 2000 by the Florida Workforce Innovation Act, (FL Stat.
445). The SFWIB has local control and accountability for overseeing regional workforce programs. Funding
flows from federal Department of Labor to the State of Florida Department of Economic Opportunity and from
the state to the regional workforce boards. Local employment and support services are provided through the
One -Stop Centers. Monroe County currently has two full -service One -Stop Centers, located in Key Largo and
Key West. Funding cuts in recent years forced the closure of a third Monroe One -Stop Center in Marathon,
which served the Marathon/Middle Keys communities.
PREVIOUS RELEVANT BOCC ACTION: This appointment will replace Jackie Harder, who served on
the SFWIB from November 2006 through her resignation in August 2011. Ms. Harder's term ran through May
19, 2012, and as the term has fully expired without a new appointment to fulfill it, this will be a new full -term
appointment.
At April 18, 2012 BOCC meeting, the Board approved the Mayoral reappointment of Gregg Talbert to
the SFWIB. The Board approved the reappointment of the government agency Monroe County representative,
Edith Zewadski-Bricker of Community Services to the SFWIB on December 15, 2010.

Don's Business to Business and Consumer marketing communications expertise includes consulting
assignments in the financial services, banking, insurance, healthcare, fundraising, Internet, social
media and retail markets for firms including; Bank of America, HARP, Amex Life Assurance
Company, Fireman's Fund Insurance Company, Conseco Insurance Companies, Mid -West Savings
Bank, Hilton Hotels, Professional Convention Management Association, Allstate, and BankRate.com.
He is a recognized industry expert in the areas of strategic marketing communications, targeted
advertising, power public relations and fundraising. He is a speaker for marketing, trade and civic
associations on marketing communications, public relations, fundraising and new business
development strategies.
Don is a graduate of the University of Nevada with a BA in Journalism including postgraduate MBA
studies at St. Mary's College in California. Don is an American Veteran, serving as a Commissioned
Officer in the United States Army.

It is with regret that I tender my resignation from the South Florida Workforce
Investment Board. My last meeting will be Thursday, Aug. 18, 2011.
I have served on this board since 2005, and no longer have the time to represent
and promote Monroe County's interests on this 39-member board. As there are only
three members from the Keys, I urge you to appoint my replacement before the next
scheduled SFWIB meeting in October. Contact Executive Director Rick Beasley,

I have met some wonderful people through my affiliation with SFWIB. To a person,
they understand the significant differences between the needs of Miami -Dade and
Monroe employers, employees and the unemployed and are willing to listen to our
concerns and issues.
Whoever takes my place must keep in mind that Monroe County's contractual
arrangement with SFW requires the expenditure of 6.7% of its budget in the Keys.
This is not always easy to do, but it needs to be kept top of mind.
