ITEM BACKGROUND: The Monroe County Audit Selection Committee (Clerk & Comptroller Kevin Madok, Chair; Supervisor of Elections Joyce Griffin, Vice-Chair; Commissioner Craig Cates; Tax Collector Sam Steele; Property Appraiser Scott Russell; and Monroe County Sheriff Office's Administrative Chief Mike Rice) issued a request for proposals for auditing services pursuant to Section 218.391(3)(c), Florida Statutes. The Monroe County Audit Selection Committee requested proposals from interested audit firms for performing the annual external audits of Monroe County, the Constitutional Officers and the Monroe County Land Authority. The Committee received proposals from two firms: Cherry Bekaert LLP and RSM US LLP. The Selection Committee is required by F.S. 218.391(3)(e)to rank and recommend the proposals in order of preference. The RFP issued by the Committee stated: "The Audit Committee will use a point formula during this ranking process. Scores will be combined to arrive at a composite score for each firm." The Committee initially met on 5/9/2022 and subsequently reported to the BOCC, at the BOCC meeting held on 5/18/2022, that the committee members scored each of the two proposals with the exact same number of points (387 for each), and that two of the committee members ranked Cherry Bekaert as the 41 firm and two committee members ranked RSM as the 41 firm. However, two of the Committee members were absent. The BOCC directed the Committee to meet again to consider the proposals. The Committee met again on 6/13/2022, with all six Committee members present and new presentations by the two firms. This time, the result was that RSM received a total of 582 points from all committee members, and Cherry Bekaert received a total of 577 points. The Audit Selection Committee is requesting the BOCC's approval to authorize the County Attorney's office and a BOCC-designee to negotiate a fixed fee contract with the top ranked firm of RSM US LLP, in accordance with Section 218.391(4)(a), Florida Statutes. If for any reason the County is unable to reach agreement with RSM, the Committee requests approval to negotiate an agreement with Cherry Bekaert. When Monroe County last sought audit services in 2017, the County Clerk and the County Attorney worked together to negotiate the contract. It is recommended that the same team again be designated to negotiate the contract as required by s. 218.391(4)(a), Florida Statutes.
