Further to our comments resolution meeting held on October 1$, 2012 it was agreed that Limerock Bearing Ratio (LBR) tests be conducted within the limits of the project to determine if the existing material an -site has sufficient strength to avoid the need for limerock stabilization of the subgrade. In the event that line ro k stabilization can be eliminated from this project through testing and analyses as proposed within this scope of works, the County could potentially realize significant cost savings in subgrade stabilization costs, maintenance of traffic costs, and existing asphalt restoration costs. (EAC)., provide a fee proposal to undertake material testing related to the design of five-foot (5') wide bicycle lanes located within eight -foot (8') wide roadway shoulders along CR 905 from Ocean Reef, south to the intersection with US 1 (approximately 10.5 mi.) in Key Largo, Monroe County, Florida. Accordingly, the following project tasks are required to undertake the requisite professional engineering services for the project are described as follows: TASK 1: GEoTECHNICAL ENGINEERING AND MATERIAL TESTING Task 1.1 Project Management and Coordination EAC will provide Project Management and Coordination Services that will comprise of contract administration, preparation of invoices, coordination of sub consultant's work, and monitoring the progress of the works associated with this proposal. Task 1.2 — Li rock Bearing Ratio L i Test FIII - 14- Includes laboratory testing by a certified FDOT/ACI Aggregate Technician, sample preparation, Gradation, Testing, and a typed report with LBR graph and moisture curve. Task 1. -- Sieve Analysis (Gradation) ABTA C-1 3, FDOT, F-AA F-1 1 T-- Includes; Includes laboratory testing by a certified FDOTAI Aggregate Technician, sample preparation, sieve analysis testing and a typed report. Task 1. T- Qualified Sampler & Equipment Provide the services of a CTQP FD T Qualified Sampler to obtain aggregate samples for laboratory testing. Logs of sampling hours and activities will be documented in a report. Provide the services of a qualified heavy equipment operator to dig out samples out approximately forty- four locations along a 10.5 mile strip. Task 1. — Recommendation Report Provide a report summarizing all test results. Provide specific recommendations on whether the -foot bike path and the --foot shoulder as shown on the typical section can be constructed with or without the need for 1 2-inch stabilization and that the material to depth of 20-inches below existing grade meets a minimum of LBR- o for entire limits of the project. In addition, the recommendations will include any specific subgrade and site preparations that may be required by the contractor, if any. Report will be signed and sealed by a Florida registered Professional Engineer_ Task 1.6— incorporation of Test Result in construction Documents Based on the results of the above, EAC will incorporate the recommendations within the Construction Documents. FEE PROPOSAL ASSUMPTIONS AND EXCLUSIONS The aforementioned scope of services assumes that- 1 - No Electrical Engineering Design Services are included in this proposal. 2. No Post Design Services are included in this proposal 3. Fees related to permit applications, permit variances, etc, will be provided by the County. Y . No light of Way takes are required. . The County will provide A-Builts where available for utilities within the project limits that are owned and maintained by the County. . Utilities shown on the plans will be limited to those identified through Sunshine State One Call of Florida and those which have been provided via As-BuiltAs-Builts from Monroe County. 7. Bike Lanes will be designed to match existing pavement structure provided there is no damage or failure to the existing pavement. COMPENSATION Prime Consultant Compensation will be based on a time and materials is basis with net to exceed amounts for the tasks. The Consultant shall provide an estimate of anticipated construction costs and construction schedule. 2.8 As needed, the Engineer will provide clarification and answers to questions from prospective bidders during the construction bid process. Answers will be provided in a timely manner in order to facilitate bidding. 3.0 CONSTRUCTION DOCUMENTS PHASE REQUIREMENTS To satisfactorily perform the Construction Docurrients phase requirement, the Engineer must complete the tasks set fortis in horns 3.1 through 3.4. .1 Construction Plans — This nit of, at a minimum, Key Shoot, Summary o Pay Items and Quantities, Drainage Map, Project Layout, Plan and Profile sheets, Typical Sections, Detail sheets, General dotes, Traffic Control Plan. Comprehensive, abbreviated methods} materials and systems descriptions in tune with the drawings will be developed as necessary with Technical Special Provisions. 3.3 Schedules — Prepare an estimate of the Construction Time. 3.4 Estimate of Construction Cost — Estimate of anticipated cost in accordance with the Construction Documents. 4pO CONSTRUCTION COST Contemporaneously with the submission of the Design, the Consultant shall submit to the County in writing its final estimate of the contractor's anticipated bid price for constructing the Project. The report will contain at a minimum, SPT Borings (8 feet deep), soil cIssifcat ion, sail stratification, siI testing to ensure that the proposed site is free from aggressive soils, plastic soils and chemicals, a determination of measured groundwater levels, normal seasonal high groundwater levels, etc. The SPT borings shall be located as follows: 1) from Ocean Reef to appro cl te�y I mile south of the intersection with Card Sound Road (2.6 miles = 15 borings), the borings shall per performed at 1, 0 ` int al (staggered about the roadway), 2) from a point approximately I mile south of the intersection with Card Sound Road to a point approximately 1.9 miles north of the interseGtion with US I (approx., 6.15 miles = 34 borings), the borings shall be performed at 1, ' intervals (staggered about the roadway s and for the final 1.9 mil (From the intersection with US I nMh), no borings shalt b performed under this contract. It is understood that the County shall provide boring test results for this segment. The geotechnical scope of work will also include 10 soil percolation tests, and M double ring infiltr m t r tests for determining the surrounding soil's ability to absorb storm water runoff. This will be used to assess drainage impacts due to ft addition of impervious surfaces (bicycle lanes). Upon the substantial completion of this task ` sk` the developed geotechnical investigation report (and recommendations) will be provided as a deliverable to the County for review purposes. Upon the review, the County shall provide comments a necessary which may be incorporated as updates to the report. Task 1. — Utility Coordination EAC shall contact all existing utility owners, as identified by Sunshine State One Cali of Florida SS F based on the project limits. EAC will request copies ofas-built inforrnation related to facilities located vath'M the project limits. Task 1, — Preliminary Environmentall Assessment EAC, through its sub consultant Consulting Engineering & Science, Inc., shall conduct a field review of the project limits to verify the field survey and topography for potential wetland impacts. This task only includes the delineation of wetlands to be impacted by the proposed bike lanes. This review shall be coordinated with USAGE and SHMID. This task will provide EAC with a summary of findings, documenting observations and potential concerns that must b considered during engineering design, Task 1.8 — [Data Collection & Review EAC shall coordinate with applicable Monr o County departments and divisions to obtain all records of infrastructure works including but riot limited to existing plans, As -Guilts, record drawings, studies, reports and any pertinent data that may impact or facilitate the proposed design services. This may include, but not be limited to roadways, drainage systems, traffic signals, etc. TASK : DESIGN DEVELOPMENT % PHASE) This work ii) include the engineering design analyses and preliminary plans necessary for the proposed bicycle lanes along CR 905. All design work shall be in compliance with the Florida Department of Transportation F T Standards, MUTC , Florida Green book. Monroe Counter Engineering Standards (whore applicableapplic;able and available), Florida Administrative Code and all other requirements identified in the Task Order. It is anticipated that the County MH provide EAC with one set of consolidated comments regarding the 0% design devel'opment documents. EAC will schedule a comment resolution meeting with the County, as necessary, to ensure that the latent of the comments is cleky understood. It is anticipated that prior to the commencement of the 1 % Deliverable Phase, all comments are resolved for incorporation into the final construction documents. The full time Resident Project Representative I Pr will act on the County's behalf to manage the construction operations on a daily basis. In addition, the i Pl 's responsibilities shall primarily include the following: Attend meetings; both formal and informal . between the EAC team, County staff and the successful contractor. Those meetings will occur in-orrnally on a weekly basis, and formally on a biweekly basis. They vAl serge as forums to discuss any scheduie and or cost concerns: as tc resolve problems before they become critical. The contractor will be required to submit a detailed schedule to the RPR at the pre- constructOn meefing. This schedule will he reviewed and approved by the RPR and Monroe County Engineering. This schedule will be updated in by weeny basis. The RPR will be responsible for reviewing the cunt ctoCs schedule to confirm accuracy of the work activities completed. Analysis of the contractor schedule will be on the basis of planned versus actual costs for the month and contract to date. A consolidated contact progress report will be developed The RPR will continuously review the contactor's porforrn nce, report stags, check for variance or delays and recommend work around and adjustment that can be iriti t d to get the contractor back on schedule and or within budget. Quality control during construction will be the responsibility of the contractor. EAC's staff Support the Counter by requiring the contractor to develop and sub6t an acceptable quality control program prior to commencement of construction. This program will describe, In detail; the confactor's quality control; organization, procedures, documentation and processes for each phase of the work; -for which the contractor to ensure coimpliance with the approved qua I ity control plan. The RPR will inspect both work in progress and completed work on a daily basis.
