ITEM BACKGROUND: The Lara's mobile home sustained damage from Hurricane Wilma and they do not have the resources to bring the house to code. The City of Key West CDBG Countywide Disaster Recovery Program has awarded Mr. & Mrs. Lara $91,500 for the replacement of their mobile home. Mr. and Mrs, Lara met the program income eligibility requirements and the replacement of trailers is allowable under the CDBG program. A CDBO defelTed payment loan will be recorded against the property for any amount of Recaptured CDBG funds expended in the favor of Monroe County. WHEREAS, The Monroe County Housing Authority is the County's program administrator for the County's recaptured funds from prior Community Development Block Grant Programs with the State of Florida; and WHEREAS, Hurricane Wilma damage to the subject property has caused a serious health and safety risk to Mr. and Mrs. Lara which requires immediate attention. Manuel Castillo, Sr., Executive Director Monroe County Housing Authority FROM: Deanna Lloyd, Program Coordinator Meridian Community Services Group SUBJECT: Request for Additional Funding DATE: March 28, 2008 This request is made on behalf of the very low income, elderly, handicapped household of Thomas and Concepcipn Lara, C-l1 9th Ave., Key West, Florida. Mr. Lara retired from Civil Service after a career as a civilian supply clerk on the military base. Mrs. Lara retired from the Key West hospitality industry. The wind and rain from Hurricane Wilma revealed catastrophic leaks in their 1968 mobile home. Mrs. Lara's daughter contacted our office after noticing an ad soliciting applications in the local paper and submitted an application on behalf of her parents for disaster recovery assistance through the CDBG - City of Key West County-Wide Disaster Recovery Program. The Laras have met the program requirements and have entered into a contract for the replacement of their mobile home. The CDBG - City of Key West County-Wide Disaster Recovery Program is the only government program available to homeowners that reside in mobile homes. The program does not authorize the renovation of a mobile home manufactured prior to 1995. Hence, the scope of work calls for the replacement of the trailer and due to current code requirements, the trailer has to be elevated to at least one foot above base flood elevation. Mrs. Lara's physical condition also dictates the construction of a handicapped ramp. The CDBG - Disaster Recovery program will provide up to $91,500 of fimding to this household (based on its composition) as authorized by the Community Development Block Grant Program Disaster Recovery Housing Assistance Plan for the City of Key West. It is likely that Mr. and Mrs. Lara will need the entire amount. F or this reason, additional funds need to be identified to cover the costs of elevating the mobile home and constructing the handicapped ramp. It is anticipated that the amount of funds required to cover those costs would be an amount not to exceed $10,000. These improvements are those that will be required during the construction process and/or required by the Monroe County Building Department. Please contact this office if any additional information or documentation is required. It is my understanding, that if approved, the money would be paid directly to the contractor.
