ITEM BACKGROUND: Ms. Kathleen Rich's home sustained damage from Hurricane
Wilma and she did not have the resources to bring the house to code. Ms. Rich received emergency SHIP
fund ing to repair structural elements while Habitat for Humanity provided cleanup services and
emergency repairs. The City of Key West CDBG Countywide Disaster Recovel)' Program has awarded
Ms. Rich $90,000 for necessary health and safety repairs to her home to comply with code enforcement
requirements. Ms. Rich is income eligible and the repairs are allowable under the CDBG program. A
CDBG deferred payment loan will be recorded against the property for any amount of Recaptured CDBG
funds expended in the favor of Monroe County.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA AUTHORIZING THE EXPENDITURE OF
RECAPTURED COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
FUNDS IN AN AMOUNT NOT TO EXCEED $10,000 TO KATHLEEN RICH,
29830 POND LANE, BIG PINE KEY, FLORIDA FOR HEALTH AND SAFETY
PROPERTY IMPROVEMENTS.
WHEREAS, The Monroe County Housing Authority is the County's program
administrator for the County's recaptured funds from prior Community Development Block
Grant Programs with the State of Florida; and
WHEREAS, Hurricane Wilma damage to the subject property has caused a serious
health and safety risk to Ms. Rich which requires immediate attention.
NOW THEREFORE BE IT RESOLVED, by the Board of County Commissioners of
Monroe County, Florida, that Monroe County hereby:
Authorizes the expenditure by the Monroe County Housing Authority offunding in
an amount not to exceed $10,000 from Fund #100-1005-530340 recaptured under
previous Monroe County Community Development Block Grant Programs for
reimbursement/payment for approved costs for health and safety property improvements
to the property o{Ms. Kathleen Rich, a very low income, elderly, handicapped household

Florida at a regular meeting of said Board held on this day of April, 2008.

SUBJECT: Request for Additional Funding

This request is made on behalf of the elderly, very low income, handicapped
household of Kathleen Rich, 29830 Pond Lane, Big Pine Key, Florida. Ms.
Rich applied for disaster recovery assistance through the CDBG - City of Key
West County-Wide Disaster Recovery Program. During the review process, I
became aware of the fact that Monroe County Code Enforcement cited Ms.
Rich for an unsafe structure in September 2006. In November of that year, Ms.
Rich applied for financial assistance through the Monroe County SHIP
program and was fully funded to make certain structural repairs. Following the
completion of those repairs, Ms. Rich submitted an application to the CDBO -
Disaster Recovery Program. Ms. Rich has complied with all the CDBG
program requirements and is currently under contract.
The scope of work for Ms. Rich's home includes exterior repairs to the rear
and front porch decks, replacement of the wheel chair ran1p, plus interior
repairs to include plumbing and electrical improvements. The contractor
(procured utilizing the CDBO Federal and State procurement process)
submitted a permit application to the Monroe County Building Department and
was notified that certain additional repairs had to be undertaken to comply with
current code requirements.
The CDBO - Disaster Recovery program provides up to $90,000 of fLmding
and it is anticipated that Ms. Rich will need the entire amount. F or this reason,
additional funds need to be identified. Currently, with change orders, the
repair costs total $94,452.12. The amount of funds that would be required to
cover additional change orders and (un)anticipated additional costs would be
an amount not to exceed $10,000. These improvements are those that will be
required during the construction process and/or required by the Monroe County
Building Department. In the interim, Ms. Rich will continue to appear before
the Monroe County Code Enforcement Magistrate.
Please contact this office if any additional information or documentation is
required. It is my understanding, that if approved, the money would be paid
directly to the contractor.
