A RESOLUTION BY THE MONROE COUNTY BOARD OF
COMMISSIONERS IN SUPPORT OF THE MONROE COUNTY
DISTRICT SCHOOLS REQUEST FOR STATE ASSISTANCE IN
THE RECOVERY PROCESS FROM THREE PRESIDENTIAL
DECLARATIONS OF NATURAL DISASTERS IN 1998
Whereas, The Monroe County District Schools serve children and adults
throughout Monroe County, and
Whereas, the Monroe County District Schools have endured damages to
the physical plant facilities expected to exceed $10,000,000.00 and
Whereas, the Monroe County District Schools are currently anticipating a
loss of students in the neighborhood of between 350-400 students as compared
to their Legislatively approved student enrollment estimate for the 1998-99
school year, and
Whereas, this loss of students translates into the potential loss of between
$1,500,000 to $2,500,000 from the current years operating budget, and
Whereas, no school district is in a position to maintain services and
maintain recovery efforts from natural disasters such as the "Ground Hog Day"
tornadoes in February, Hurricane Georges in September and Tropical Storm
Mitch in November of 1998.
Now therefore, be it resolved by the Board of County Commissioners of
Monroe County, Florida that the elected leadership of the State of Florida to
establish a template of services that allows for:
1. A "hold-harmless" provision to the level of full-time equivalent (FTE)
students authorized by the Legislative estimating conference in the
year of a qualifying disaster(s);
2. State relief in terms of front money that covers the "gaps" created from:
a. Insurance deductibles
b. Insurance depreciation
c. Items not covered by FEMA 3:
d. Other demonstrated losses such as instructional materials:an~
overtime personnel costs required of recovery efforts. ~~~
