FOR LIFECYCLE COST ANALYSIS OF REPAIR AND REPLACEMENT ALTERNATIVES FOR CARD SOUND BRIDGE STRUCTURE #904990 In accordance with the Continuing Contract for On Call Professional Engineering Services made and entered on the 16th day of February, 2022 between Monroe County hereinafter referred to as the "County" and Kisinger Campo &Associates, Corp., hereinafter referred to as "Consultant" where professional services are allowed if construction costs do not exceed $4,000,000 or study costs do not exceed $500,000. All terms and conditions of the referenced Contract for On Call Professional Engineering Services apply to the Task Order, unless the Task Order modifies an Article of the Agreement of which will be specifically referenced in this Task Order and the modification shall be precisely described. This Task Order is effective on the 15th Day of June, 2022 and shall expire 120 days after Notice to Proceed. Article II Scope of Basic Services, Paragraph 2.1 is amended as follows: The scope of services will consist of performing a Iifecycle analysis of the cost of repair versus the cost to replace Card Sound High Level Bridge structure #904990 in accordance with the U.S. Department of Transportation Lifecycle Cost Analysis Primer dated August, 2002, which is the methodology recommended by the Federal Highway Association (FHWA). Details of the scope of services are outlined below and included in the Consultant's proposal that is attached to this task order as Attachment A. This task will consist of a Life Cycle Cost Analysis (LCCA) for the Card Sound High Level Bridge, CR 905A over Card Sound (Bridge No. 904990). The analysis method will be based on the US Department of Transportation Life Cycle Cost Analysis Primer dated August 2002. A detailed description of the LCCA is described below. Task 1—Life Cycle Cost Analysis Report KCA will perform a review of available existing information for Bridge No. 904990 including the existing bridge plans, bridge inspection reports and previous rehabilitation projects completed for Bridge No. 904990. KCA will gather sufficient information for the development of the Rehabilitation Alternative and a Replacement Alternative to be considered in the LCCA report. A LCCA Report will be developed which will compare the Life Cycle Cost of two alternatives, a Rehabilitation Alternative and a Replacement Alternative. The report shall discuss the details of the estimated costs for each alternative and present the data in a clear and concise manner through tables and graphics, as necessary. Task 2—Rehabilitation Alternative Development KCA will identify the bridge deficiencies requiring rehabilitation based on the Bridge Inspection Reports and previous rehabilitation plans. The LCCA Replacement Alternative shall be utilized for the Life Cycle Cost Analysis only and should not be interpreted as a replacement concept recommendation. The LCCA Replacement Alternative will be developed in consideration of an alternative that will yield an equivalent level of service and benefit to users as the existing bridge. The LCCA Replacement Alternative shall be utilized to develop replacement quantities and a replacement cost estimate. For additional scope details, see the attached Staff Hour Estimation Forms. We have estimated the level of effort required for all engineering services described above. Our total estimated lump sum fee amounts to $52,784.00. This fee includes all KCA efforts, coordination, QA/QC and supervision. The fee estimate is based on hourly rates which include our overhead.
