IT BACKGROUND: This revision is to expand library prograrns to allow author book signings
to include sales of the author's book and for the collection of optional class Supply fees. It is based on
similar policies at many Florida public libraries. The revision was approved by the Library Advisory
Board at their October 2011,2 meeting.
PREVIOUS RELEVANT BOCC ACTION:
Various parts of the Library Policy have been reviewed, revised and approved since the 1990 BOCC
resolution instituting tile official policies of the Monroe County Public Library.

Current language:
All programs must be free of charge and open to the public as space permits. No collections
may be taken or sales made. Library facilities shall not be used for personal or private profit,
aggrandizement, or advertising.
Proposed language:
All programs must be free of charge and open to the public as space permits. No collections
may be taken or sales made. Written exceptions may be submitted to the Director of Libraries
in advance for sales during author book signings, public performances or exhibits, or for non-
profit agencies or groups to cover costs incurred for class supplies or speaker fees. Library
facilities shall not be used for personal or private profit, aggrandizement, or advertising.
Explanation:
This revision has been prompted by recent closings of many of our community bookstores. The
Library is positioned as the primary place for readers and authors to meet and interact and
book sales and signings are expected for such events. Similarly, the Libraries have not been able
to host hands-on arts and crafts events due to the prohibition on allowing instructors to collect
class supply fees.
The added language was extrapolated from other Florida public library policies.
