Use Planning Services
SCOPE OF WORK
Jacobs will provide data collection and land use planning services for eleven(11)new
hangars, new access taxiways, new vehicular access road and new parking at the Florida
Keys Marathon Airport(MTH). A sketch of the project area in included as Attachment A.
These data gathering, and planning, associated services will provide the following:
Article A—Data Collection
• Coordinate with survey and geotechnical subconsultants.
• Perform a topographic survey of proposed Hangar area from the north side of
Taxiway A, east of Runway 25, south to the existing service road as shown on
Attachment A. The survey will consist of the following:
o A 17.5 foot by 50 foot grid for the taxiway pavement and a 50 foot by 50
foot grid for turf area shall be surveyed.
o Survey shots taken on pavement will have an accuracy of 0.01' and those
on turf will be 0.1'.
o Grade breaks within the grid will be surveyed.
o All major site features (i.e. structures, manholes, drainage structures,
swales/ditches ponds concrete duct markers, lights, foundations, etc.) will
be located. Ground elevation and top of feature elevation will be surveyed.
o Location and elevation of geotechnical bore locations.
o Survey information will be provided in Autodesk Land Desktop 2004
format. Survey information will be separated into multiple layers (i.e.
drainage,pavement marking,building, major site features, contours
elevations,point markers, descriptions, etc).
• Research record drawings for underground utilities.
• Perform two (2) site walk through survey to locate and note any special site
conditions that would affect construction techniques or materials. Also to field
verify that all existing features in the field were picked up during the actual
survey.
• Perform a geotechnical investigation to provide data for the taxiway pavement
and building foundation design in general accordance with FAA AC 150/5320-
6D. The geotechnical investigation includes:
o Four SPT borings to a depth of 25'
o Four SPT borings to a depth of 10'.
o Two asphalt cores, cut/patch.
o Perform two (2) LBR/CBR's.
o Perform one (1)Allowable Soil Bearing Capacity.

Conduct all preliminary investigations relative to development of the proposed
project with all applicable regulatory agencies having permitting and approval
authority on this project. Determine the extent and scope of proposed
improvements as they relate to each Agencies design criteria. Including but not
necessarily limited to the following Agencies:
o Municipal Engineering Department
o Municipal Community Development/Planning,and Zoning Departments
o Fire Rescue Department having jurisdiction
o Local Water Control/Management District
o County Engineering—Off-Site
o County Traffic Engineering
o County Environmental Protection Department
o County Health Department(State of Florida HRS)
o Florida Department of Environmental Protection
o Florida Department of Transportation
o South Florida Water Management District
o Florida Fish & Wildlife Commission
o United States Army Corp of Engineers
o United States Environmental Protection Department
o United States Department of Agriculture-Natural Resources
• Research to water Management permit record to determine the ERP
requirements for the proposed development.
o Setup pre-application meeting with SFWMD to review previous permit
record and review boundaries and criteria for the Hangar project.
o Determine boundaries and requirements of FDOT US I drainage pond.
o Evaluate existing drainage wells that may need to be relocated and
determine extent of"off-site" (beyond Hangar Project Area) that needs to
be modified to accommodate the Hangar development.
o Determine the criteria for existing drainage well closure, if required.
• Perform a wildlife and environmental survey to determine if any wildlife species
are within the project area.
Services for Article A will be provided under a lump sum basis.

Article B—Project Land Planning Services.
To enable the county to construct these hangars, approval of the project must be obtained
from Monroe County. Tasks to be undertaken include:
0 Provide Planning Services as required to gain approval for this project through
Monroe County Conditional Use Application which includes:
o Prepare Conditional Use Minor Deviation application including all
required documents.
® Prepare Flood Variance application.
o Presentation of project at County meetings to include
Conceptual/Progress meetings(s)with County staff and Board of County
Commissioners (BOCC) as required by the Land Development
Regulations (assumed 5 meetings).
® Prepare Conceptual Landscape Planting Plan as required for conditional
use application.
o Provide Conceptual level design drawings to support the application.
o Evaluate the square footage of existing buildings within MTH property
line.
o Evaluate the square footage of existing permeable and impermeable areas
within MTH property line.
If a Major Deviation is required, a supplementary agreement will be required to complete
the project.
Services for Article B will be provided under a lump sum basis.

Services not included in our scope of work include,but are not limited to, the following:

Design:

any contaminated site criteria that needs to be considered in the
design.
o Wetland Survey/determination

As requested,Tierra South Florida, Inc. ( F) is pleased to submit this proposal for the above-
referenced project. The proposal is based on e-mail from Jacobs dated June 4, 2012 and follow
p discussions.
PROPOSED SCOPE OF WORK
All work performed by TF will be in general accordance with Advisory Circular AC 150/5320-
6 . Geotechnical Investigation Services will include four (4) Standard Penetration Test (SPT)
borings to a depth of 25 feet, four (4) SPT borings to a depth of 10 feet, and two (2) asphalt
cores. The cores and borings will be performed at the approximate locations provided or
approved by Jacobs;
The following laboratory testing will be performed on selected samples:
Moisture Content test(ASTM D2216) 2 tests
Grain size analysis (AT 22) 2 tests
Organic Content tests(AASHTO T-19 )—2 tests
C (ASTM D13)—2 tests
Borings and test locations will be located in the field by Jacobs. It is our understanding that
elevations at boring locations will also be provided by Jacobs.

Prior to drilling at the project site, TSF will notify the local utility companies and request that
underground utilities be marked. Our experience, however, is that the utility companies will not
mark privately owned utilities. We have included Ground Penetrating Radar (GPR) in our
estimate to clear utilities at the boring locations. It is important to note that while the use of GPR
will minimize the potential of striking utilities, it is not a 100% accurate. Therefore, private
utilities will be the owner's/Airport's responsibility. We believe that significant coordination will
likely be required to perform the field operations. As we understand, the all work will be
conducted in the day time. It is our understanding that Jacobs or the Department of Aviation will
provide an escort to the test locations.
Upon completion of the field exploration, laboratory testing will be performed on selected
samples.
A geotechnical engineer will evaluate the results of all drilling and laboratory testing. A report
will be issued that contains the exploration data, laboratory data, depth to ground water, a
discussion of the site and subsurface conditions, and foundation recommendations for the
proposed hangars.
ESTIMATED FEES
It is proposed that the fee for the performance of the services outlined above is determined on a
unit price basis in accordance with the attached Fee Schedule and that the work be performed
pursuant to TSF's General Conditions enclosed herewith and incorporated into this proposal. On
the basis of the proposed quantities, it is estimated that the total fee will be approximately
$11,600.00.
Our estimate covers the work needed to present our findings and recommendations in a formal
report. Not included are reviews of foundation drawings, preparation of construction
specifications, special conferences and any other work requested after submittal of our report.
Boring, sampling, and testing requirements are a function of the subsurface conditions
encountered. Therefore, the estimated fee previously indicated is approximate, and
compensation for the exploration will be based on the actual work and tests performed. We will
endeavor to keep the exploration cost at a minima m consistent with good engineering practice.

SCHEDULE AND AUTHORIZATION
TSF will proceed with the work after receipt of a signed copy of this proposal. With our present
schedule, we can commence work within several days of project approval (weather permitting)
and fieldwork will take about 2 to 3 days to complete. The written report can be submitted
within three weeks after completion of the field exploration, depending on the extent of the
laboratory-testing program. Verbal preliminary recommendations can be made to appropriate
parties prior to submittal of the written report.

In accord with your request, the following proposal for professional land surveying services is
submitted for your consideration.
Topop-aphic Sin-vey
The purpose of this topographic survey is to support the design of proposed hangars and
supporting facilities in the area from the north side of Taxiway A, east of Runway 25 and south
to the existing service road as shown on Attachment A, The survey shall be comprised of the
following:
• A 17.5 foot by 50 foot grid for the taxiway pavement and a 50 foot by 50 foot grid for the
turf area shall be surveyed.
• Survey shots taken on pavement will have an accuracy of 0.01' and those on turf will be
0.11.
• Grade breaks within the grid will be surveyed.
• All major site features (i.e. structures, manholes, drainage structures, sales/ditches,
ponds, concrete duct markers, lights, foundations, etc.) will be located. Ground elevation
and top of feature elevation will be surveyed.

• Location and elevation of geotechnical bore locations, with a maximum of ten positions,
• Survey information will be provided in Autodesk Land Desktop 2004 format. Survey
information will be separated into multiple layers (i.e. drainage, pavement marking,
building,major site features, contours, elevations, point markers,descriptions, etc.).
Cost
The cost to perform the above services will be a lump sum fee of $6,916 which includes
mobilization and demobilization.
General Conditions:
