Chairman Kim Wigington called the meeting to order at 9:24 AM. Present and answering roll call, in addition to Chairman Wigington, were Commissioner Heather Carruthers, Commissioner Sylvia Murphy, Commissioner George Neugent, and Mayor David Rice. Also in attendance were Executive Director Mark Rosch, Office Manager Kimberly Nystrom, Counsel Larry Erskine, and members of the press and public. The first item on the agenda was approval of the minutes for the meetings held on September 5, 2012; September 10, 2012; September 13, 2012; and September 21, 2012. A motion was made by Commissioner Murphy and seconded by Commissioner Neugent to approve the minutes as submitted. There being no objections, the motion carried (5/0). The next item was approval of contracts to purchase the following properties for conservation: a) Block 3, Lots 2 and 3, Largo City, Key Largo at a total cost of$32,827.50; b) Lots AK, AL, BK, and 3/61 interest in parcel marked reserved, Wickfield Acres, Big Pine Key at a total cost of$36,850.50; c) Block 6, Lots 11 and 12, Palm Villa, Big Pine Key at a total cost of$11,525.90; and d) Block 15, Lot 6, Port Pine Heights First Addition, Big Pine Key at a total cost of$25,787.25. A motion was made by Mayor Rice and seconded by Commissioner Murphy to approve the contracts to purchase each of the above properties. There being no objections, the motion carried (5/0).
