ITEM BACKGROUND: See attached. The MS Bike Ride has been an annual event for the last 26
years. The South Florida Chapter of the National MS Society is reqluesting the use of the park for
overnight camping as a cost free afternative for volunteers and participants who need it. MCC 18 1
prohibits the use of the park between I 1:00pin and 7:00arn. The BOCC may waive this section of the
County Code on an event by event basis. The normal hours for the park are 7:00ani-9:00prn.
They will provide pot-table shower & bathroom flicilities in the designated camping area. They
propose to set up Friday afternoon. Details of the schedule are attached. Mr. Coote will be present
with further details
PREVIOUS RELEVANT BOCCACTION: In previous years the County,has waived.all fees for use
of County facilities including tolls on Card Sound Road.

Purpose:
• The YMCA of Key Largo is in close proximity to our Overnight/Dayl Finish (Key Largo Resorts,
99701 Overseas Hwy)
• This will allow for convenient and expedited transportation to and from the Overnight Stop
The MS Society will utilize the Southeast corner of the park to host 150 campers. The setup will
include bathrooms facilities such as:

• Portable Toilets
Our timeframe will be as follows:
• Friday April 19th 4pm to Saturday 5:30am
• Saturday April 20th 10:30arn to Sunday April 21st at 9:30am
The National Multiple Sclerosis Society, South Florida Chapter agrees to provide Florida

The National Multiple Sclerosis Society (MS Society) was founded in 1946 and mobilizes people and
resources to drive research for a cure and addresses the challenges of everyone affected by MS, In
support of its mission, the Society continues to surpass the efforts of any other MS organization worldwide.
The MS Society supports cutting-edge research, offers comprehensive services to its clients, provides
professional education programs and advocates change on behalf of those affected by M . The South
Florida Chapter, formed in 1954, provides programs and services to more than 7,000 individuals with MS
and their families in 10 counties and furthers MS research to improve treatment, determine the cause and
uncover a cure. The programs department strives to enable people with IVIS to maintain their maximum
level of physical and emotional health through physical therapy, specifically designed exercise programs,
equipment, support groups,educational programs and individual emotional support.
Well �ro IraMs: Exercise can help individuals with MS in developing and strengthening those
muscles that continue to have adequate nerve conduction and maintaining those that do not. One can
learn ways of walking and moving that compensate somewhat for the neurological changes caused by MS.
MS Society partners with different wellness providers that offer specially designed physical therapy, tai-chi,
yoga, and aquatics to persons with MS.
�jo �Grou �sSelf-help groups bring people together who share a common life experience for support,
education, and mutual aid. Benefits of participating in a self-help group include: Learning new information
and strategies for confronting problems; finding support from others; the opportunity to help others; and
feeling empowered and more self-confident in coping with challenges, There are 19 groups actively
meeting throughout the 10 counties.

Family aypport. MS is a disease affecting the whole family. This is why the South Florida Chapter offers
many different programs that support parents, friends, spouses, and children of people with MS. Our
programs provide them with opportunities to network socially with other families, as well as, gain substantial
knowledge and education about the disease.
Financial Assistance: The MS Society empowers people with MS to reclaim a quality of life and live as
independently as possible by advocating for funding, greater access to healthcare, and insurance and
disability rights. Crisis financial assistance is provided to clients who encounter a financial emergency.
Funds are provided for utilities, housing, medication, and other necessities. Durable medical equipment is
also loaned or purchased for those without resources. This vital assistance often prevents homelessness
or other threats to basic needs.
Loan Closets: We partner with several medical supply Companies throughout the counties to accept
donations and provide equipment to MS clients such as walkers, canes, power wheelchairs, scooters, etc,
at no charge.

Unless otherwise provided by ordinance, all county parks and beaches in the unincorporated
areas of the county, except Harry Harris Park, Tavernier, Florida, shall be closed during the hours
of 11:00 p.m. to 7:00 a.m. No person shall enter or remain at any such park or beach during those
hours. The prohibition of this section may be waived by the board of county commissioners on a per
-event basis.
