A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS APPROVING THE RESERVATION OF ONE (1)
MODERATE -INCOME AFFORDABLE HOUSING ROGO
ALLOCATION, PURSUANT TO MONROE COUNTY CODE SECTION
138-24(B)(4), FOR THE CONSTRUCTION OF ONE AFFORDABLE
HOUSING DWELLING UNIT ON PROPERTY AT THE CORNER OF
CROSS WAY AND WEST CIRCLE DRIVE ON THE OCEAN SIDE OF
SADDLEBUNCH KEY, MM 14, LOTS 3 AND 4, BLOCK 3, BAY POINT
AMENDED PLAT, HAVING PROPERTY IDENTIFICATION
NUMBERS 00160160-000000 AND 00160170-000000, UNTIL JUNE 15,
2027 FOR BUILDING PERMIT ISSUANCE.
WHEREAS, the State of Florida and all local governments in the Florida Keys (each subject to
Area of Critical State Concern mandates relating to housing affordability) recognize the need for
affordable housing throughout the state and particularly in the Florida Keys where developable land for
housing is extremely limited and expensive; and
WHEREAS, the challenge of providing affordable housing opportunities in the Florida Keys is
one requiring sensible and responsive use of residential unit allocations, including implementation of
long-term preservation mechanisms; and
WHEREAS, due consideration should be given to relevant factors such as the capacity for
allocation recipients to promptly transform allocation awards/reservations into finished and occupied
affordable/workforce housing units; and
WHEREAS, Section 138-24(b)(4) of the Monroe County Land Development Code allows the
BOCC to authorize reservations for "Specific affordable or employee housing programs sponsored by
the county pursuant to procedures and guidelines as may be established from time to time by the BOCC;"
and
WHEREAS, Monroe County has formally established the Monroe County Employee Housing
Rental Program for residential units owned by the Monroe County BOCC which are rented to Monroe
County employees at reasonable rental rates; and
WHEREAS, the Monroe County Comprehensive Plan Land Authority (MCLA) has purchased
the subject property on Saddlebunch Key for the purposes of public recreational facilities and potentially
for affordable workforce housing/employee housing; and
WHEREAS, prior to project initiation, the MCLA will transfer title of the property to the Monroe
County BOCC; and
I WHEREAS, the reservation of affordable housing allocations for the anticipated project does not
2 exempt the project from applicable requirements of the Monroe County Land Development Regulations,
3 Building Code and other regulatory requirements; and

5 WHEREAS, Monroe County shall obtain all required approvals from the Planning &
6 Environmental Resources Department for the project; and

8 WHEREAS, Monroe County shall obtain permits for the affordable housing dwelling units by
9 June 15, 2027; if the permit for the reserved ROGO allocation housing unit is not issued by that time, the
10 allocation will revert to the County;

12 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
13 COMMISSIONERS OF MONROE COUNTY, FLORIDA:

15 Section 1: The foregoing recitals are true and correct and are hereby incorporated as if fully
16 set forth herein.

18 Section 2: ' The Monroe County Planning Department shall reserve one moderate income
19 category affordable ROGO allocation, for the project located at the comer of Cross Way and West Circle
20 Drive on the ocean side of Saddlebunch Key, MM 14, Lots 3 and 4, Block 3, Bay Point Amended Plat,
21 having Property Identification Numbers 00160160-000000 and 00160170-000000 until June 15, 2027.

23 Section 3: The County must obtain the building permits for the affordable housing unit on or
24 before June 15, 2027.

26 Section 4: The County shall comply with all Monroe County requirements, all applicable
27 Building Code requirements, and any other oversight agencies.

29 Section 5: The Planning and Building Department Staff is hereby authorized to process
30 expeditiously permit related applications for the above referenced project when received.
