Assumptions Used and Basis for This Proposal
Feher Environmental Consulting, Inc. (FEC) had previously provided
environmental consulting services to Key West International Airport
(EYW/Airport) related to the RSA wetlands mitigation project, including
construction site reviews. FEC has reviewed copies of the U.S. Army Corps of
Engineers (ACOE) and the South Florida Water Management District
(SFWMD/District) permits and developed the attached Wetlands Mitigation
Monitoring Overview. Said Overview provided the basis for developing this
Scope of Services.
Objective
To assist the Airport in meeting the mitigation monitoring and maintenance
requirements of the above referenced permits.
SCOPE OF SERVICES
TASK 1: TIME -ZERO AND BASELINE MONITORING (Nov — Dec 2011)
FEC will develop a monitoring plan to meet the baseline/time-zero requirements
of the ACOE and the SFWMD permits. This will include establishing monitoring
transects and plots for quantitative monitoring of the created/planted wetland
areas. Subsequently, FEC will prepare and submit the required monitoring
reports to the ACOE and the SFWMD.

TASK 2: WETLANDS MONITORING (FOUR QUARTERLY IN 2012)
FEC will conduct four (4) quarterly monitoring events designed to meet the
ACOE requirements, and one (1) annual monitoring event designed to meet the
requirements of the SFWMD. This will include quantitative monitoring of the
created wetlands, and qualitative monitoring of the enhancement areas.
Representative photographs will be taken from the same photo station during
each monitoring event.
TASK 3: MAINTENANCE OF THE MITIGATION AREAS
As a minimum, maintenance will be required on a quarterly basis.
FEC will develop a Maintenance Plan to meet the requirements of the ACOE and
the SFWMD. Subsequently, FEC will assist EYW in selecting a qualified
maintenance contractor and will review the contractor's efforts in the field to
assure compliance with required permit conditions.
TASK 4: MEETINGS, COORDINATION, AND MISC. TASKS
FEC will coordinate with the permitting agencies and attend up to two (2)
meetings with the permitting agencies to review the site during the Year 1
monitoring period. This Task is also intended to cover minor unforeseen tasks
that may be required during the Year 1 monitoring period.
SCHEDULE
FEC is in a position to start the Work following receipt of an executed Purchase
Service Order (PSO) and a Notice to Proceed (NTP) from Monroe County.
Following NTP a detailed Schedule will be developed in coordination with Airport
staff. All Work is scheduled to be completed by the end of Fiscal Year 2012.
COMPENSATION
Compensation to FEC shall be LUMP SUM in the amount of NINETY NINE
THOUSAND AND EIGHT HUNDRED DOLLARS ($99,800.00) as shown on
Attachment - B, Proposed Man-hour and Fee Estimate.

Description of Services to be Provided: Consultant will develop and conduct a
wetlands monitoring program for the mitigation wetlands created as part of the Runway
Safety Area Project. Scope of Services is outlined in Attachment — A, Proposal to
Provide Professional Environmental Consulting Services.
Deliverables: Deliverables for each Task are outlined in Attachment — A, Proposal to
Provide Professional Environmental Consulting Services.
Payment: Payment to Consultant shall be based on the agreed upon Lump Sum
Compensation in the amount of NINETY NINE THOUSAND AND EIGHT HUNDRED
DOLLARS ($99,800.00) as outlined in Attachment — B, Proposed Man-hour and Fee
Estimate. Progress payments shall be made to Consultant periodically based on invoices
submitted by the Consultant to the County. Such progress payments shall correspond to
the total amount of the agreed upon Lump Sum Compensation for the applicable services
times the change in percent complete of the services for the invoice period as estimated
by the Consultant and approved by the County. Payment for services shall be in their
entirety following completion of all Tasks associated with this Project.

Days to Complete: All Work is scheduled to be completed by the end of Fiscal Year
2012. Following approval of this PSO and the issuance of a Notice -to -Proceed,
