(FEC) October 28, 2011 Assumptions Used and Basis for This Proposal Feher Environmental Consulting, Inc. (FEC) had previously provided environmental consulting services to Key West International Airport (EYW/Airport) related to the RSA wetlands mitigation project, including construction site reviews. FEC has reviewed copies of the U.S. Army Corps of Engineers (ACOE) and the South Florida Water Management District (SFWMD/District) permits and developed the attached Wetlands Mitigation Monitoring Overview. Said Overview provided the basis for developing this Scope of Services. Objective To assist the Airport in meeting the mitigation monitoring and maintenance requirements of the above referenced permits. SCOPE OF SERVICES TASK 1: TIME -ZERO AND BASELINE MONITORING (Nov — Dec 2011) FEC will develop a monitoring plan to meet the baseline/time-zero requirements of the ACOE and the SFWMD permits.
