AGENDA ITEM WORDING: Approval to close a portion of Dolphin Road and
Porpoise Boulevard, Porpoise Point, Sec. 3, PB 5, Page 117, Big Coppitt Key, to prohibit
vehicular access.
ITEM BACKGROUND: A request was received from the County's Code Compliance
Office and Monroe County Sheriffs Office to close a portion of these roads due to illegal
dumping and misuse of the property.
PREVIOUS RELEVANT BOCC ACTION: None
CONTRACT/AGREEMENT CHANGES: n/a
STAFF RECOMMENDATION: Approval as stated above, and to place a barrier at the
intersection of Dolphin Road and Porpoise Boulevard at Lot 25 and at US 1 right of way
line approximately 515 feet northwest of the first barrier.

My first recommendation would be to place -the barricades in the location delineated by the red line, thereby
eliminating access via the paved road and the dirt path (Lots 25 and 26). However, if this is not feasible then my second
recommendation would be to place the barricades between the end of the paved portion of the road and the beginning
*f the dirt jortion of the road. I have not addressed the access jroint located ne% r
?nd some limited vegetation appears to discourage access, However, I would defer to Deputy Dowling's suggestions if
?ny regarding this possible access location.

The Code Compliance Department and the Monroe County Sheriff's Office are attempting to remove abandoned vehicles,
abandoned trailers, abandoned vessels, and debris resulting from illegal dumping/disposal from an area at the end of Porpoise
Blvd. on Big Coppitt Key. Illegal dumping and improper disposal of vessels in this area are ongoing problems which cost the
property owners and the county thousands of dollars. In an attempt to curtail the illegal activity Monroe County Sheriffs
Deputy Matthew Dowling has proposed the installation of barricades near the end of Porpoise Blvd. that would prevent
vehicular access to the area. I am in support of such an effort and would maintain that it would curtail illegal dumping, but
would not infringe upon the rights of property owners, who bear the brunt of Code Compliance citations and the cost of debris
removal.
I have attached recent photographs of the area including Monroe County's right of way which portray debris piles, and
abandoned vessels and vehicles. If you require additional information- please do not hesitate to contact me.
