ITEM BACKGROUND: This item approves entering into negotiations with the vendors in rank order for the Canal 259 culvert installation project on Big Pine Key. It also approves waiving an irregularity in the response submitted by LPS Contracting. LPS did not submit financial statements with their response, as specified in the Request for Proposals. Because LPS in known to the County and has the qualifications and experience to perform the work, the selection committee proposes to waive the irregularity. On February 3, 2022, the County issued the first Request for Proposals seeking a vendor to construct a water quality improvement project in the form of a culvert on Canal 4259 in Big Pine Key, between Granada Avenue and Minorca Drive. On March 10, 2022, the County Purchasing Department received and opened one response to the Request for Proposals for the above-referenced project. The estimate of the work is $380,000. The proposal price for the sole response was $1,405,463.00. The County determined that in light of grant funding constraints, it was in the County's best interest to reject the sole proposal and readvertise the solicitation. On April 26, 2022, The County reissued the Request for Proposals. On June 28, 2022 the County Purchasing Department received and opened two responses to the Request for Proposals ("RFP") for the project, both above the estimate. The selection committee met on July 27 in a public selection committee meeting to review, discuss and rank proposals based on the criteria listed in the RFP, including price. The final ranking is as follows: Packet Pg. 2929 P.6 RESPONDENT RANK PROPOSAL AMOUNT Mike Haack Excavating 2 $1,236,807.44 LPS Utilities d/b/a LPS Contracting 1 $ 980,000.00 This construction work is funded by U.S. Treasury "RESTORE" Grant 1 RDCGR170099-01-00.
