PUBLIC HEARING AGENDA ITEM WORDING: A Public Hearing to consider Approval of Resolution adopting the final Residential Solid Waste Collection, Disposal and Recycling non ad valorem special assessment rates for fiscal year 2022/2023. ITEM BACKGROUND: The annual residential non-ad valorem special assessment for fiscal year 2022/20222is set at$446.00 per household unit, an increase of$33.00/year. The total rate is comprised of a residential collection portion of$215.20; a residential disposal portion of$173.10, and the residential recycle portion of$57.70. This proposed increase in the special assessment rate is needed to; 1) offset the extraordinary rate increases for the Franchisee; 2) offset the Consumer Price Index (CPI) increase adjustments to the Franchisees and disposal contractors (by contract the CPI adjustment is capped at 2.5%); 3) Support collection and haul-out cost for the increase of illegal dumping; 4)to ensure the fund balance remains healthy. The Board adopted Resolution 157-2022 adopting the tentative rates for FY23 at its May 18, 2022 meeting. The o maximum rate of assessment that can be imposed in the fiscal year commencing October 1, 2022 and future fiscal years shall be $446.00 per residential dwelling unit.
