AGENDA ITEM WORDING:
Approval of a resolution by the Monroe County Board of County Commissioners amending the Building
Department Fee Schedule for: shutter permits, permit investigations, for closing open or expired permits
and re-opening permits on a per discipline charge, the Florida Permit Surcharge Program and
eliminating over-the-counter permit fees.
ITEM BACKGROUND:
This amendment addresses several fee clarifications in the Building Fee Schedule. Section 1 has been
amended to include reference that all applicable fees are subject to the Florida Permit Surcharge as per
F.S. 553.721 and F.S. 468.631. This surcharge is not new. Item A-6 has removed the fee for "over-the-
counter"permit applications and added a permit application fee for shutters following the recent change
in the Monroe County Code Chapter 6-100(a) approved on July 17, 2013 removing shutters as
exemptions from work requiring permits. Section K-10 now reflects that the minimum charge to re-
open a permit applies to each discipline on the permit. Section K-14 has been changed to outline the
revised process for permit investigations and differentiates between requests that are related to closing
open/expired permits on a real-estate parcel, and requests that are not related to closing open/expired
permits.

17 WHEREAS, the Monroe County Board of County Commissioners wishes to provide the
18 citizens of the County with the best possible service in the most cost effective and reasonable manner;
19 and

21 WHEREAS,the Board finds that it is in the best interests of the public to charge the true cost
22 for such services, thereby placing the burden of such costs directly upon those parties deriving the
23 benefit from such services; and
24
25 WHEREAS, the updated fee schedule prepared by the Growth Management Director for
26 providing these services includes the estimated direct costs and reasonable indirect costs of services;
27 and does reflect the true cost of providing the services to the person(s) requesting the Building
28 Department services; and

30 WHEREAS, the Board concurs with the conclusions and findings of the Growth
31 Management Director,

INVESTIGATION REQUEST
Overview:
Investigation requests for all OPEN/EXPIRED permits on RE#to determine what needs to be done to
have the permits closed.
NO Request form is required If it is determined inspections are complete/PASSED and permit just needs
to be closed with no Investigation fee and no re-open fee per discipline. (Section K14a)
A "REAL ESTATE NUMBER OPEN PERMIT INVESTIGATION REQUEST" form (new form attached)
must be completed/submitted and initial $54 fee collected from customer when it is determined there is no
record of passed inspections or missing final inspections on a permit. In this instance, on case by case
basis:
• Plans Examiners and/or inspectors will be consulted, as well as Building Official to determine what
is required of permit in order to final and close the permit.
• If more than 1 hour spent— includes any plans reviewer/inspector/ BO time—on entire
investigation of parcel permits, additional $50 per hour or fraction thereof will be charged. (Section
K14ai,ii)
• For Each Individual permit requiring reopening, review and or inspection
