Page I of 1 Exhibit A Key West International Airport (EYW) Monroe County, Florida Trash Dumpster Enclosure Pad Scope of Work PROJECT DESCRIPTION The proposed project is to construct a Trash Dumpster Enclosure pad east of Stickney Lane within the approximate footprint of an existing building. The enclosure will be used to contain 2-3 dumpsters and provide access for trash collection vehicles. This project within this Scope of Work consists of design, South Florida Water Management permitting, contractor coordination and construction phase services associated with the construction of the trash dumpster enclosure (see Figure 1). Project components include demolition of an existing building, relocation of existing electrical service currently located on the building to be demolished, new concrete trash dumpster pad and three concrete walls to enclose the facility. Coordination with local electrical officials will occur to ensure relocated electrical service meets all applicable code requirements. Figure 1 rr� IR, 1 ram: I 1 1 1 1 1 l 1 r ,>d/ // ///i Ire // Key West International Airport Additional Fuel Tank Containment Pad McFarland Johnson Design—Scope of Services PSO 2022-02 SCOPE OF WORK The CONSULTANT (McFarland-Johnson, Inc.) will provide the following professional services under this scope of work as related to the above-described project: topographic/physical features survey, geotechnical investigation, preliminary and final design, specifications, contractor coordination, opinion of probable construction cost and construction phase services. The project will be completed by Monroe County(COUNTY). The COUNTY shall be responsible for the final decisions regarding programming,costs,and plan details. 1. Administration/Project Management The following items of work shall be completed under the Administration/Project Management task: A. Coordination with the AIRPORT staff and utility company personnel regarding owned and/or operated facilities that may be impacted by the project. B. New topographical survey and geotechnical investigation within the project limits. C. Submission of construction documents and a building permit application to the COUNTY, allowing the contractor to obtain a building permit upon contract award. D. Virtually attend up to two (2) meetings with the AIRPORT and/or Monroe County planning and building department representatives to facilitate coordination and project reviews. 2. Preliminary Design(50%) A. Submit Site Plan Approval Application including conceptual typical sections and plans of the Trash Dumpster Enclosure Pad to the COUNTY for preliminary review. B. Based upon the Conceptual Design the CONSULTANT will further develop the conceptual Trash Dumpster Enclosure Pad layout,typical sections, profile,drainage, and grading. C. Prepare preliminary plans and details based upon site plan submission requirements from Monroe County Building Department and information gathered to date. Prepare a Draft Stormwater Pollution Prevention Plan and submit to AIRPORT and COUNTY for review/approval. E. Prepare preliminary set of specifications (project manual). FDOT specifications will be utilized for all work. When special specifications are required,they will be prepared in the same format as the other technical specifications and will be assigned an individual identifier that distinguishes them from the standard specifications. F. Prepare a Preliminary Engineer's Opinion of Probable Costs for each major element in the project. This estimate will be compared to the AIRPOORT's budget to determine if portions of the bid plans should be revised/modified to bring the project within the current budget. G. Submit preliminary plans and specifications to the COUNTY AND AIRPORT for review. H. Meet with AIRPORT staff to discuss review comments from the AIRPORT and other local government departments and boards. 3. Final Design(100%) A. Submit a 95%set of plans and specifications to the AIRPORT for review. B. After receipt of 95% set review comments from the AIRPORT, complete the drawings and specifications for contractor coordination. C. Prepare final quantity take-offs from the various design documents, by type of material and FDOT Specification identifier. An updated opinion of probable construction costs will be generated and compared with the available budget for the project. D. Prepare a construction package to reflect the specific requirements of the COUNTY. E. Obtain permits, as required, to allow construction of the project. At this time, the anticipated permits required for this project are as follows: • Site Plan approval from the COUNTY for the proposed improvements to the site. • Stormwater Pollution Prevention Plan approvals from the COUNTY, FDEP and SFWMD as appropriate. F. Attend a final project meeting with AIRPORT staff to review the final construction documents and determine the project bidding schedule. 4. Environmental Permit Coordination and Preparation A. It is anticipated that the project site will be exempt from a SFWMD permit based on exemption criteria 62-330.51 (4)c, F.A.C. Minor Roadway Safety Construction. Alteration, Maintenance and Operation. A Prepare and submit SFWMD permit application. DESIGN ASSUMPTIONS The following assumptions form the basis of this scope of work. (TSF) is pleased to submit this proposal for the above- referenced project. Based on information provided by McFarland-Johnson, proposed construction will consist of dumpster pad, with block walls with foundations into the limestone to prevent overturning. PROPOSED SCOPE OF WORK Our scope of work will consist of: • Two (2) Standard Penetration Test(SPT)borings to a depth of 25 feet. • Laboratory Testing of soil samples recovered from SPTs. • A report will be issued that contains the exploration data, geotechnical recommendations for foundation design, and a discussion of some construction considerations. Prior to drilling at the project site, TSF will notify the local utility companies and request that underground utilities be marked. Our experience, however, is that the utility companies will not mark privately owned utilities. Locating utilities on the air side will be the clients/Airport's responsibility. Our proposal assumes that utility lines on the air side will need be located in the field by others prior to mobilization of the drill rig. TSF will recommend a utility line locating service upon request. We believe that significant coordination will likely be required to perform the field operations. The following is the list of existing Quality Levels for the diverse utility mapping tasks possible under this discipline: Quality Level D—Typically referred to as the research and consultation of the diverse sources of records and maps and reporting them to the project owner or Engineer. Quality Level C — This level adds the survey of the assets based on the above ground evidence. This includes the location of poles, manholes, hydrants, etc, graphically represented in the context of existing records. Quality Level B—This level adds to the record research and land survey, the designation of underground assets by means of diverse forms of induction, including but not limited to sound and electromagnetic induction, around penetrating radar, etcetera. Quality Level A — This level of survey adds the physical uncovering of assets for verification by various means including but not limited to hand excavation, vacuum excavation and others.This level provides the highest level of accuracy and is the most expensive modality of utility surveys The present task is proposed to Quality Level B accuracy. The result of the subsurface survey findings will be included in the project deliverables. Client to provide all historic information on site assets. Limitations and Disclaimer — Subsurface Utility Surveys (SUS/SUE) bring a significant benefit to asset owners, contractors and other entities in the manner they point out existing underground assets to be conserved. SUS/SUE activities rely on the interpretation of an instrument generated signal in order to designate an asset. Signals are affected by soils type, humidity, contamination and the proximity of other assets to the subject and locations with the effect of degrading the accuracy of the asset position. While it has been established that quality level D, C and B SUS/SUE studies render a return to investment ratio better than 10 to 1, there is no substitute to non- destructive excavation to accurately determine the location and depth of underground assets.
