This is funded by American Rescue Plan funds. ITEM BACKGROUND: The County had intended to include this project in the HMGP Wind Retrofits project, but there are 36 windows that need immediate repair. It will be over one year before any construction work can occur as part of the Wind Retrofit project, so this specific need will be addressed now with American Rescue funds. All other items originally in the scope of the HMGP Wind Retrofit project will remain, and they will be addressed at that point. Per request of FEMA, the windows are required to be designed for a 200mph wind load. The window openings will have to be carefully inspected and documented, and may have to be temporarily removed. We have retained our longtime consultant Atlantic Engineering, Inc for structural design work on the building. We have included the cost of this work in our fee proposal. We have added an additional 10% to their cost for coordination of their work. -119 U) All exterior work is required to be in compliance with City of Key West Building Department and all other requirements of the 2020 Florida Building Code. All permitting will be through the City of Key West. This project is being performed at the same time as a new County-wide building hardening project. Per o request of Monroe County, the windows are required to be designed for a 200mph+wind load. We will perform research to locate detention center windows with Miami-Dade NOA or Florida Building Code certifications. U To summarize,we will utilize the following consultants to provide full architectural services through a construction for the new office space. The proposed project is the assessment and replacement of a series of windows on 0 the above referenced building in Key West,Florida. The windows involved are at the first-floor level(first elevated U) floor)along the west wall of Zone A of the Detention Center. It is our understanding, that thirty-six(36)windows od (twelve groups of three windows each)will require assessment and replacement. Atlantic Engineering Services of Jacksonville (AES)was provided a partial plan showing the windows in question, IM and photographs which illustrate the conditions of at least two(2)of the windows showing significant corrosion _ and damage to the exterior elements of the frames. The services to be provided by AES shall be: -119 1) Review existing documents that may be available including, but not limited to, construction drawings, specifications, agreements, and change orders. The use of a BIM approach to project design requires you and AES to spend more time developing a greater level _ of project information than would be conventional in the early design phases with a traditional approach. AES reserves the right to change the portion of our total fee allocated to each individual phase of the project, and you agree to abide by AES's proposed changes so long as the total project fee remains unchanged. If a request to provide BIM,especially at a Level of Development greater than LOD 300,is made after submission of this proposal, you also agree that any substantial changes to the level of structural detail or substantial increase in the effort required to model the structure may therefore entitle AES to additional total project fee to address increased modeling efforts. 0 Additional services include, but are not limited to,the following: • Making site visits to observe the work of Contractors during the Construction Administration Phase of the work. • Making revisions to the drawings, specifications, or other documents after approval of t9= information from the Architect. E • Providing for the design of reinforcement or repairs to existing structures because of discovered conditions where existing structure to remain is found to be non-compliant with applicable building codes. • Providing redesign services for Contractor's proposed design modifications or for Contractor's LO U proposed substitutions for materials or structural systems. • Preparation of component and/or cladding loading drawings. I totally understand why we are doing it, but the purchasing policy requires it. The reason has to be from the list in section 4.C.5. I have cut and pasted it for reference. In talking to Joe, it looks like we might can use b) highlighted below. Your note to Kevin should reference that this was pulled from the original scope and the selection process was conducted where Bender ranked highest. Let me know if you have questions or need assistance. The order of rotation may be changed by the County Administrator, or an Assistant County Administrator, upon written request by the Department documenting—any one of the following reasons: a) If the next ranked contractor is not available within the time required by the County for an upcoming project, the contract may be awarded to the next contractor in rotation who is available; or b) If a project requires a particular skill set or expertise which, in the discretion of the County Administrator or his designee, is more suitable to a contractor who is not next ranked in the order of rotation, the County Administrator may award the project regardless of rank order; or c) If the next ranked contractor has been awarded and is currently working on other County projects, the contract may be awarded to the next contractor in rotation who is not currently engaged or working on other County projects. d) In case of emergency, the County is not required to follow the order of rotation in order to accomplish the necessities of the situation. For purposes of this policy, emergency shall be defined as in the Monroe County Code at Section 2-347 (k) (1). e) When a contractor is not awarded a contract due to the reasons stated herein, that contractor shall be given the next project in rotation for which he is available and possesses the requisite expertise.
