ITEM BACKGROUND: This item approves entering into negotiations with the vendors in rank order for the Canal 259 culvert installation project on Big Pine Key, the County's first RESTORE funded project. This was the second solicitation issued for this project, as the County received only one proposal for $1.4 Million for the first solicitation, well over the $371,107 estimate. On May 6, 2022 the County issued the second solicitation. Approval is requested to negotiate with the vendors in rank order to lower the price. The scope of work necessary to achieve the expected benefits is the installation of two submerged culvert boxes extending 40 linear feet. This project will enable the County to deliver the expected benefits as the County and impacted communities have planned for and anticipated. This construction work is funded by U.S. Treasury "RESTORE" Grant 1 RDCGR170099-01-00. A culvert is a proven restoration technique that was vetted during the canal demonstration projects and is anticipated to improve the water quality in Canal 259. No N members of the public attended. Review of Proposals: Rhonda Haag introduced the meeting and rules of the selection committee process and introduced the members. However, qualifications and experience details a� lacking in the proposal. Technical proposal was brief. Cost was the lower of the two proposals. Financial statements were missing. One county form was not signed Scrutinized Business Form. No cover page a� or letter. Proposal not properly organized. 0 Did not submit the financial statements. Six week order time on culvert order. Provided a schedule of > 0 10.5 weeks. Greg Corning has worked with LPS in Marathon's canal restoration program. They did t. canal 257 in Sombrero and installed a culvert on Sunrise Drive. On page 10 the proposal mentions Canal 257 and Canal 256. They performed well and had positive engagement with the residents. Mike Haack Excavating: Had slightly more details it their proposal. Did not provide a schedule. Cost was the highest. The proposals was slightly better organized and detailed. Some staffing information 0 provided. The technical proposal was limited in content. Forms were submitted, as were the financial a� statements. U Public Comment: No members of the public were present. The members deliberated a final time, completed their score sheets, and announced their scores and final a ranking took place. LPS was the highest ranked vendor.
