AGENDA ITEM WORDING: Approval to enter into negotiations with the vendors in rank order
for the culvert installation water quality improvement project on Canal 4259 in Big Pine Key, funded
by U.S. Treasury "RESTORE" Grant 1 RDCGR170099-00.
ITEM BACKGROUND: This item approves entering into negotiations with the vendors in rank
order for the Canal 259 culvert installation project on Big Pine Key, the County's first RESTORE
funded project.
This was the second solicitation issued for this project, as the County received only one proposal for
$1.4 Million for the first solicitation, well over the $371,107 estimate. On May 6, 2022 the County
issued the second solicitation. On June 15, 2022 the County received two proposals to the second
solicitation as follows:
Respondent Bid Bond Bid Amount
Mike Haack Excavating, Inc. 5% $1,236,807.44
LPS Utilities d/b/a LPS Contracting 5% $ 980,000.00
The selection committee met in a public meeting on July 27, 2022 and ranked the proposals in the

The highest ranked proposal of $980,000 is 264% over the engineer's construction estimate of
$371,107. Approval is requested to negotiate with the vendors in rank order to lower the price.
The scope of work necessary to achieve the expected benefits is the installation of two submerged
culvert boxes extending 40 linear feet. This project will enable the County to deliver the expected
benefits as the County and impacted communities have planned for and anticipated.
This construction work is funded by U.S. Treasury "RESTORE" Grant 1 RDCGR170099-01-00. A
culvert is a proven restoration technique that was vetted during the canal demonstration projects and
is anticipated to improve the water quality in Canal 259.
PREVIOUS RELEVANT BOCC ACTION:
