PROJECT BACKGROUND
Previous work completed on the Customs and Border Protection Facility included implementation
of a new internal layout of the building to accommodate an expansion and improved functionality
of the current CBP facilities.
"Construction- Phase 2" renovation of the west half of the building has recently been completed.
Bidding documents for"Construction—Phase 3", which includes renovation of the east half of the
building, have also been completed. Bidding is currently on-hold due to anticipated changes in
scope related to the Terminal Expansion project.
The Terminal Expansion project will require a corridor connection to the CBP building. The
location and configuration of this physical connection between the Concourse and CBP building
will impact the planned location of the new BHS and queuing areas. As a result, the internal
layout of the CBP facility will need to be revised to adjust the airside access point, location of
Baggage Handling System(BHS)equipment, and configuration of queuing and processing areas.
In addition, the location of the aircraft sterile box will need to be moved and evaluated.
The work in this supplemental consist of Architectural/Engineering Design Services for
preparation of conceptual layout and phasing plans, which take into consideration the previously
completed Phase 3 design, while accommodating the new scope changes.The conceptual layout
and phasing plans will then be presented to CBP for review and approval.
Description of Base Design Services:
Base design services for the project include:
• Collection and review of current 30% design documents for the Terminal Expansion
project. Confirm location and configuration of corridor connection to CBP facility.
• Evaluation of code compliance, life safety and building construction approach for the new
Terminal Expansion and associated corridor connection to understand potential impacts
for the CBP building.
• Attend Virtual Workshop with Terminal Expansion A/E team to coordinate approach and
determine project impacts, phasing, constructability, and limitations imposed by the
adjacent project.
• Advise and coordinate with the Terminal Expansion A/E team on items needing revision.
Items include:

• Impacts on occupancy designations and occupancy counts for the new Concourse
/International gate area.
o Rated wall and floor separations required between buildings. Assessment of need
to include fire doors between buildings.
o Potential relocation of planned Concourse egress stairs.
o Evaluation of vertical circulation requirements for GA arrivals to the second floor
of the CBP facility, such as elevators, ramps, and stairs.
o Evaluation of finish floor elevations to coordinate sloped floor to allow for sterile
circulation corridor between buildings
o Coordination of BHS design for the CBP project with designated BHS and tug
circulation routes planned for the Concourse building
• Coordinate with BHS consultant on revised BHS system routing options, space
requirements, and options for claim device. Coordinate with structural engineer on any
structural modifications in floor or wall to provide new bag belt entry into building.
Incorporate layout from BHS consultant into revised plans.
• Review site issues based on CBP considerations for the aircraft sterile box location,
pedestrian routes from aircraft to building, line of sight from CBP to sterile box and aircraft
ramp, etc.
• Review proposed plans with CBP and Airport. Make revisions as required to document
approved direction from stakeholders. Anticipates up to (2) 1-hour meetings each.
Deliverables
Project Deliverables include:
• Conceptual level composite first floor and second floor plans showing both the new
Concourse and the "final buildout" plan for the CBP Building.
• Life Safety Plan indicating occupancy counts, egress counts and routes, rated walls and
rated separations such as fire doors.
• Phasing diagrams for the future CBP phases. Phases to be evaluated and planned based
on expected ROM construction cost, coordination with Concourse project schedules, and
CBP and Airport needs.
Assumptions
• The client will provide copies of 30% plans or other similar drawings that are available for
the Terminal Building Expansion.
• No bidding or construction phase services are associated with this supplemental. Any
revisions to the"Construction— Phase 3" bid documents will be negotiated later.
• No site visits are included.
