Region W/CM Services Group i..eader Approved as to form and legall sufficiency: Monroe County Attorneys Office Page I of'I Task Order EOC-2022-01 Exhibit A —Scope of Work Monroe County - The Florida Keys Marathon International Airport Non-Aeronautical Use Building / Emergency Operations Center Construction Support and Part Time RPR Services SCOPE OF WORK Jacobs Project Management Co. (Jacobs) will provide construction administration and resident project representative (RPR) services in support of Monroe County's new Emergency Operations Center located at the Florida Keys Marathon International Airport (MTH). These services will provide the following: ASSUMPTIONS 1. Services are based on an anticipated duration of 18 months of construction in the field. In the event the construction duration exceeds the duration listed above, Jacobs reserves the right to revise our proposal. 2. Jacobs will invoice on a percent complete, including expenses, to compensate the level of effort required for each assignment. 3. All as-built drawings will be provided to Jacobs in electronic (pdf) format for review and concurrence of the as-built conditions of the security fence. 4. Jacobs does not have control over or charge of and shall not be responsiblefor construction means, methods, techniques, sequences or procedures of construction or for safety precautions and programs in connection with the work, since these are solely the CONTRACTOR'S responsibility under the contract for construction. 5. RPR services will be on a part time basis. This scope of work and associated fees will be based on the following assumptions defining the frequency the RPR will visit the site: • Starting no earlier than when the County issues NTP to the Contractor, and during the establishment of the Contractor's staging area and work site it is assumed the RPR, one person, will be onsite full time during this work. It is assumed this start- up work will take no more than 4 weeks. The associated fee is based on five working days per week and 8 hours per day (a maximum of 160 staff hours for this first month of start-up). • For budgeting purposes, it is assumed the RPR will visit the site once per week for approximately 5 hours per visit for an average of 20 hours per month for months 2 through 17 plus 40 hours for the final or 18th month. • It is assumed the final inspection will be included as part of the schedule and hours allotted in the above items. The fee to provide construction administration services to facilitate coordination between the Airport, the FAA, FDOT, and the County will assume up to 10 hours per month for a duration of 18 months for a total of 180 hours. 7. Construction administration services do not include travel nor site visits. All site visits will be performed by the RPR. 8. This scope of services and pricing is provided based upon and shall be performed under base agreement "Master Agreement for Professional Services". The Master Agreement for Professional Services is between Monroe County Florida and Jacobs Project Management Co. with an execution date of February 16, 2022 (together the base agreement Master Agreement for Professional Services and any amendments thereto are defined as the "Agreement"). Notwithstanding anything to the contrary contained or referenced in this Scope of Services, the terms and conditions of the Agreement shall govern all staff augmentation under this Scope of Services. 9. Jacobs is aware that funding for the project is being provided by the following three (3) grants. Jacobs is bound by and shall at all times comply with the terms and conditions of the following grant agreements including any modifications thereto, copies of which have been provided to Jacobs: • State of Florida Department of Transportation, Public Transportation Grant Agreement G1009 • State of Florida, Division of Emergency Management, State-Funded Grant Agreement 19-SP-1011-54-01-237 • State of Florida, Division of Emergency Management, Federally-Funded Subaward and Grant Agreement No. H0847, Project Number 4337-066-A Jacobs is also bound by all state, federal and local laws and regulations, and will hold Florida Division of Emergency Management, FEMA, FDOT and Monroe County harmless against all claims of whatever nature arising out of Jacobs' performance of work under the Task Order, to the extent allowed and required by law. ARTICLE D —CONSTRUCTION ADMINISTRATION SERVICES 1. Attend the pre-construction meeting via conference/teleconference. 2. Provide and facilitate coordination between the Airport, the FAA, FDOT, and the County as needed. 3. Review storm water drainage design to ensure compatibility with current and future airport drainage improvement projects as well as conformance with any storm water permits held by the Airport. The County has prepared a storm water management plan for the EOC site and has received a storm water permit from SWFMD. 4. Review temporary and permanent security fencing shop drawings and submittals. 5. Update the Airport Layout Plan upon completion of the Emergency Operations Center. Deliverables: Page 2 of 5 • Attendance at the pre-construction meeting (remote/teleconference). • Initiate and facilitate communication between the County and the Airport, FAA and FDOT to assure compliance with agency requirements. • Written response to reviews and RFIs regarding the storm water drainage construction including compliance with the SWFMD stormwater permit and any existing stormwater drainage on Airport property. • Written response summarizing review of security fencing shop drawings and submittals. Review of both temporary construction fencing and final fencing. • Digital updates to the latest Airport Layout Plan following completion of the EOC building. Services for Article D will be provided under a lump sum basis billed monthly on a percent complete basis. AMENDMENT TO ARTICLE E - RESIDENT PROJECT REPRESENTATIVE (RPR) 1. Attend pre-construction conference. 2. Provide part time RPR services for the following work elements associated with the project: • Overall site plan as it relates to drainage improvements and coordination with current and future airport drainage improvement projects. • Temporary and Permanent fencing as it relates to the Contractor's stagingarea, work site, and final installation for the new Emergency Operations Center. 3. The RPR for this project shall have field experience in the type of work to be performed and be fully qualified to make interpretations. 4. When on site the RPR shall serve as liaison between the Airport, the FAA, FDOT, andthe County. 5. While onsite the RPR shall check construction activities to ensure compliance with the plansand specifications and such activities are compatible with the operations occurring at The Florida Keys Marathon International Airport and if necessary, assist in coordinating the Airport's Hurricane plan with the County. The RPR will inform the County of any work, which is in non- compliance, in a timely manner. 6. The RPR will attend the final inspection. 7. The RPR will prepare site visit reports at the conclusion of each visit along with the final inspection. These site visit reports will be provided to the County and the Airport. Deliverables: • Attendance at the Pre-Construction conference. • Full-time, temporary on-site presence of a qualified RPR for up to 160 staff hours during the first month of project startup. • Part-time, on-site presence of a qualified RPR visiting an average of 20 hours per month (4 visits per month at 5 hours per visit). • Submit written documentation of all site visits, including relevant observations and inspections undertaken as on-site RPR. Page 3 of 5 • Submit all notifications of potential non-compliance issues to the County in a timely manner. • Attendance (in-person) at the final inspection. Submit inspection report regarding any Airport, FAA or FDOT concerns. Services for Article E will be provided under a lump sum basis billed monthly on a percent complete basis.
