Until finalized and accepted by the FAA, no additional properties beyond KWBTS will be eligible for the NIP. More information will be available on these potentially eligible properties later in 2022. Phase 1 NIP Implementation Plan and Completion Status FY 2015-16 PSO 1 (Completed) In the first year of the NIP Phase 1 implementation, the THC consultant team completed all primary eligibility tasks including- - Property Surveys — KWBTS Buildings A, B, C and 4 SF homes - Acoustical Test Plan - KWBTS Buildings A, B, C and 4 SF homes - Eligibility Noise Testing - KWBTS Buildings A, B, C and 3 SF homes - NIP Eligibility Determination - KWBTS Buildings A, B, C and 3 SF homes In April 2016, because of eligibility noise testing, a total of two hundred nine (209) Phase 1 properties were deemed eligible to participate in the Key West NIP including KWBTS Building A (65 condominium units), KWBTS Building B (65 condominium units), KWBTS Building C (76 condominium units), 2827 Venetian Drive, 2929 Venetian Drive, and 1717 Jamaica Drive. Due to the funding level required to complete the design and construction process for all 209 eligible NIP Phase 1 properties, it was decided to divide the NIP implementation into several fiscal years as described below. In addition, since airport noise insulation projects are rare and unique, there are a limited number of firms and individuals who possess the high level of experience required to manage a noise insulation program. KWBTS FINAL PHASE (PSO 8) — Unique Construction Tasks As a result of the above KWBTS FINAL PHASE project composition for the 18 condominium units, the construction management tasks and responsibilities will increase for both the Consultant and Page 2 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) Contractor. (The first five (5) KWBTS NIP projects were restricted to design and construction activities in only one (1) building at a time.) The following is a summary of additional required tasks: New Contractor Tasks - Mobilization & construction will be required at all three KWBTS Buildings A, B & C - Scaffolding will be required at all three KWBTS Buildings A, B & C - Exterior asbestos abatement will be required in all 6 KWBTS Building A units. - Interior asbestos abatement will be required in 9 units in Buildings A, B & C. - Sequencing requirements in KWBTS Buildings A, B & C will increase NIP PSO 8 Background Information Uniqueness of Noise Insulation Program (NIP) Management Requirements Given the specialization of the noise insulation program management process and budget development, it is more difficult for an outside party to review annual noise insulation Professional Services Authorization (PSO) budgets compared to a traditional airport airside / landside project. Given the unique project demands, THC has formed a team of senior staff individuals, each with a high level of NIP experience. Steve Vecchi, THC Project Manager 32 years NIP experience Alan Hass, L&B Acoustical Engineer 32 years NIP experience Richard Sun, Sun Group Principal Architect 24 years NIP experience Eric Seavey, L&B Senior Consultant 23 years NIP experience Heather Faubert, THC Assistant Project Manager 23 years NIP experience Dale Griffin, THC Construction Manager 17 years NIP experience David Jones, P.E., Jones & Conde Principal Engineer 27 years NIP experience In addition, many of the NIP processes are much different than the processes used in typical airport planning, design and environmental projects. Unlike a typical airside/landside project, a NIP involves making extensive modifications to private property, requiring unique architectural design documents, a high level of property owner interaction, and numerous legal documents and liability controls. As shown above, the THC team consists of mostly senior staff with higher hourly rates. Over the many years of NIP program management experience, THC has learned that it is better to have a smaller team of highly experienced, senior staff than a large team of staff with limited NIP experience. This team composition strategy has resulted in a much higher program success throughout the U.S. with less errors, design issues, contractor failures, and sponsor liability issues. Property Owner Challenges Most KWBTS property owners do not reside in Key West on a full-time basis, which will require much more time for communicating and coordinating with property owners to prepare the final bid documents. PSO 8A & 8C tasks will require the coordination of thirteen (13) single-family property owners and PSO 8 will require the coordination of eighteen (18) KWBTS property owners (6 Building A, 8 Building B, 4 Building C) in addition to numerous tenants. Tasks will include all property owner Page 3 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) communication (letters, emails, phone calls, conference calls), property owner scheduling, individual meetings with property owners to finalize proposed acoustical modifications, and processing of required legal documents. Since many Key West property owners only live in Key West for a limited number of months, these tasks will require a much higher number of consultant hours to accomplish. Simultaneous Processes During the PSO 8 budget year, there will be many independent tasks occurring simultaneously during the October 2022 to September 2023 period that will include: (1) Project Management, (2) Property Owner Pre-Construction Tasks, (3) Contractor Pre-Construction Tasks, (4) Asbestos Pre- Construction Tasks (5) Daily Construction Management, (6) Post-Construction Acoustical Testing, and (7) Construction Close-out. KWBTS Building Complications During construction of the NIP Building B Pilot Project in 2018, the NIP Management Team uncovered many hidden building conditions that increased the degree of challenge to the design and construction processes. The KWBTS buildings are concrete buildings with window and door rough openings that are all different sizes and out of square. Given these existing conditions, a much greater level of work is required to prepare all rough openings for the proper installation of the acoustic windows and doors. The installation of the Ductless AC system and ERV unit is much more difficult than expected due to interference with structural braces, plumbing pipes, non-compliant wiring and can lighting. The Consultant anticipates continual challenges and building obstacles during the construction of the 18 condominium units in the KWBTS FINAL PHASE construction project, in addition to asbestos abatement tasks in each condominium which impact all window & door installations, PTAC removal, through-wall drilling and the cutting of interior gypsum board. Construction Management Staffing The KWBTS FINAL PHASE construction will be performed for a total of 18 KWBTS condominiums in Buildings A, B and C, where all units will be completed within potentially a five (5) month calendar period. The work in the 18 units will be scheduled after the award of the KWBTS FINAL PHASE construction contract. Depending on the contractor's final approved construction schedule, up to six (6) condominium units will be opened by the contractor simultaneously and will need to be managed simultaneously. PSO 8 will represent an increase in construction activity, contractor sequencing and construction management tasks in all 3 KWBTS buildings due to new required asbestos abatement tasks in all condominium units, given the presence of <1% and 2-5% asbestos containing materials (ACM) in the building exterior stucco and some interior gypsum board joint compound. To provide proper oversight and to ensure that all work is being performed in conformance with NIP design documents, two (2) full time, on-site professional construction management staff will be required consisting of a Construction Manager (CM) and Asbestos Abatement Senior Supervisor. PSO 8 Budget Challenges: Task 3 — Contractor Pre-Construction Tasks, Task 4 — Asbestos Abatement Pre-Construction Tasks, and Task 5 — Daily Construction Management On March 31, 2022, the NIP Management Team held the Pre-Bid Conference for the KWBTS Final Phase construction project. Three (3) general contractors attended the meeting (DEC Contracting Group, Strong Tower, and A&P Contracting) with their selected asbestos abatement subcontractor Page 4 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) representatives (Cross Environmental, Southeast Abatement Services, and Environmental Control Industries). Although DEC Contracting Group was awarded the past four (4) KWBTS contracts (KWBTS Building B —Floors 3-6, Building C, Building A — Phase 1 and Building A — Phase 2) during the 2019-2022 time period, there is a very strong possibility that a new general contractor and asbestos abatement contractor could submit the lowest responsible/ responsive bid, as both Strong Tower and A & P Contracting are large, experienced construction companies with the ability to provide all the required KWBTS Final Phase construction project requirements. In the event that a new general contractor / asbestos abatement contractor is awarded the KWBTS Final Phase construction contract, the NIP Management Team's PSO 8 Tasks 3, 4, and 5 will need to include additional management hours due to the "learning curve" of a new general contractor / asbestos abatement contractor who will not be familiar with unique NIP processes and procedures. For the general contractor these include drug testing process, security badging, product submittals, FL product approvals, construction schedule development, KWBTS mobilization, KWBTS building characteristics, City of Key West permitting process, construction reporting requirements, installation drawings, ERV installation requirements, punch-list procedures, payment processing, development of NIP warranty manuals, change orders and project closeout requirements. In addition, the general contractor's asbestos abatement sub-contractor will also require additional oversight from the NIP Management Team for all asbestos abatement tasks to include the design of exterior containments, exterior asbestos abatement procedures, safety barricading, interior and exterior air monitoring requirements and protection procedures for KWBTS occupants. Accordingly, the PSO 8 budget includes additional hours for the NIP Management Team to include Project Manager, Assistant Project Manager, Construction Manager, Principal Architect, Principal Mechanical/ Electrical Engineer, GBTS Environmental Principal and GBTS Project Manager to allow for the additional management and oversight of a new general contractor / asbestos abatement contractor. Consultant Team Overview The PSO 8 Scope of Services will require an array of tasks to be completed by THC and their sub- consultants (the "Consultant"). The THC Director of Acoustical Services will act as the Project Manager of the THC Consultant Team and will provide all daily project management responsibilities throughout the 12-month period and will report directly to the Key West International Airport's Noise Program Coordinator. The THC Project Manager will be supported by an Assistant Project Manager from the THC Atlanta headquarters office. The Consultant Team is composed of the following disciplines. • THC, Inc. -The Program Manager, THC, Inc. (THC)will provide overall program management services and support to the Airport Noise Program Coordinator, as necessary. THC will provide database services and project scheduling, along with interaction with all participating property owners and tenants. The Director of Acoustical Services ($275.00)will act as Project Manager and will have overall responsibility for all daily project tasks and activities. THC will also utilize the services of an Assistant Project Manager ($150.00) for both management and administrative support from the Atlanta headquarters office. The Construction Manager Page 5 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) ($155.00) will provide full-time construction management services on-site during the entire Building A (Phase 2) 5-month construction period. • The Sun Group. Inc. — The local Principal Architect, The Sun Group, Inc., will provide all required architectural services for this project. The Sun Group, Inc. will be responsible for developing all proposed acoustical modification documents for each property, reviewing draft acoustical modification documents with each property owner, developing final construction drawings and acoustical modification documents for each property, preparing the bid package, leading the pre-bid conference, attending all contractor outreach sessions and workshops where necessary, tabulating the bids for construction services, and making the final award recommendation to THC. The Sun Group, Inc. will utilize the services of the Principal Architect ($225.00), Senior Architect ($190.00), and Architectural Drafter ($110.00). The Sun Group is based in Palm Beach County, FL. • Jones & Conde, LLC - The local Principal Engineer, Jones & Conde, LLC, will provide all required mechanical and electrical design support to the Sun Group, Inc. Jones & Conde, LLC will be responsible for developing the mechanical/electrical scope of work for each property, assisting The Sun Group, Inc. by reviewing the draft acoustical modification documents with each property owner, developing final mechanical/electrical construction drawings and documents for each property, assisting The Sun Group, Inc. in the preparation of the bid package, and attending the pre-bid conference. Jones & Conde, LLC will utilize the services of the Principal Engineer ($175), Senior Engineer ($145), and Engineering Drafter ($85). Jones & Conde is based in Palm Beach County, FL. • Landrum & Brown, Inc. - The Acoustical Consultant, L&B will provide all required pre- modification noise analysis and will utilize an Acoustical Engineer ($295) based in Asheville, NC; and Senior Consultant ($230) based in Irvine, CA. • Gallagher Bassett Technical Services—The Environmental Consultant, GBTS, will provide all services associated with the development of the Asbestos Work Procedures for each condominium and NIP Volume 3 —Asbestos Abatement Specification. They will also provide executive on-site observation on a full-time basis throughout the KWBTS FINAL PHASE construction, to ensure the Contractor's asbestos handling methods and procedures in all condominiums meet OSHA requirements and the Asbestos Scope of Work. GBTS will utilize the services of the GBTS Principal ($225), Asbestos Abatement Project Manager($175), On- site Asbestos Abatement Manager ($125), Administrative Assistant ($50). GBTS is based in Tampa, FL. Page 6 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) PSO 8 SCOPE OF WORK PSO 8 — Scope of Work Tasks The following sections will provide a detailed review of all required consultant tasks for the NIP PSO 8 — Construction Management and Administration for Construction of KWBTS FINAL PHASE (18 units) which include the following seven (7) key tasks: Task 1 Project Management Task 2 Property Owner Pre-Construction Tasks Task 3 Contractor Pre-Construction Tasks Task 4 Asbestos Abatement Pre-Construction Tasks Task 5 Daily Construction Management Task 6 Post-Construction Acoustical Testing and Analysis Task 7 Construction Closeout Line-Item Administrative Fee for PSO 8 Subconsultants TASK 1 PROJECT MANAGEMENT October 1, 2022— September 30, 2023 The Consultant (Project Manager, Assistant Project Manager) will perform the following general project management tasks for PSO 8 during a twelve (12) month period (October 1, 2022 through September 30, 2023), in coordination with the Airport Noise Program Coordinator: 1.1 Daily Property Owner Communication The Consultant will be responsible for all general communication requirements with NIP participating property owners, Property Managers, Property Management Companies, City of Key West, Monroe County, FAA, product manufacturers and general contractors related to the Construction Management Administration for KWBTS FINAL PHASE (18 units). This communication will occur before, during, and after the actual construction process. 1.2 Daily Management of Subconsultants The Consultant will be responsible for the daily management of all sub-consultants in their completion of all project tasks related to Construction Management Administration for the KWBTS FINAL PHASE (18 units). This process includes all phone / conference call / email communication and review of their task implementation plan and all document deliverables. Page 7 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) 1.3 Weekly Progress Calls and NIP Update Meetings The Consultant will participate in weekly coordination / progress telephone conference calls with KWIA's Airport Noise Program Coordinator for PSO 8 tasks. The calls will be hosted by KWIA's Airport Noise Program Coordinator, and the FAA ADO will be invited to participate in these calls. KWIA's Airport Noise Program Coordinator will provide the Consultant with the call-in number and conference code and will dial-in as the leader. In addition, the Consultant will conduct up to two (2) KWBTS NIP Update Meetings on an as-need basis for KWBTS property owners to present information on the status of the project. A 900 ft2 meeting room (enough to accommodate 45 chairs with rows of tables facing the front of the room so each person has a space for writing) will be rented for each meeting. The Consultant will be responsible for notifying all owners by email/mail about the meeting. The Consultant will prepare a slideshow presentation updating owners of the project status. 1.4 Management of Property Files The Consultant will provide the management of the 18 KWBTS participating property files for all KWBTS Building A, B and C participants. Property files include copies of all letters, emails, phone calls, legal documents, proposed acoustical modification documents and schedules. This will occur before, during, and after the actual construction process. 1.5 Preparation of Monthly Project Invoicing The Consultant will set up the PSO 8 project in the corporate financial system, as required by corporate policy to manage the project. The Consultant will prepare and review all sub-consultant work agreements. The Consultant will coordinate and review all sub-consultant invoices received. Upon review and approval, the Consultant will prepare monthly PSO 8 invoices to submit to Monroe County. Upon payment from the County, the Consultant shall prepare and make payments to sub- consultants that submitted a monthly invoice. 1.6 Develop 2023-24 Budget and Scope (PSO 9) The Consultant will develop the KWIA NIP 2023-24 Consultant budget and scope of work narrative for PSO 9 which will include identification, site surveys, noise eligibility testing, hazardous materials testing, prioritization, design, preparation of bid documents, and bidding for properties deemed potentially eligible by the NEM Update. The Consultant will coordinate and review all sub-consultant budgets and coordinate with the Airport Noise Program Coordinator regarding the FAA pre- application and grant application processes. Task 1 Reimbursable Expenses Notes: For Task 1, expenses include document production, duplication, shipping, letters, certified mailings, postage, and rental of a meeting room for up to two (2) KWBTS NIP Update Meetings. Travel expenses include up to two (2) 2-night trips for the Project Manager and Assistant Project Manager to conduct KWBTS NIP Update Meetings. Page 8 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) TASK 2 PROPERTY OWNER PRE-CONSTRUCTION TASKS In preparation for the Construction of 18 properties in KWBTS FINAL PHASE, the Consultant (Project Manager, Assistant Project Manager) will be required to complete several Property Owner Pre-Construction Tasks to include: 2.1 Property Owner Pre-Construction Communication The Consultant (Project Manager, Assistant Project Manager) will provide all necessary communication to the 18 property owners in the KWBTS FINAL PHASE including phone calls, letters and responding to questions, In addition, the Consultant will prepare a virtual NIP Construction Orientation Presentation for the 18 participating property owners and their tenants which will provide a complete review of all NIP construction processes and procedures, anticipated schedules, safety requirements and property owner responsibilities during the 5-month construction process. The Consultant will then schedule and conduct the virtual Property Owner Construction Orientation Session. 2.2 Preparation of Designated Furniture Storage Space Sketches The Consultant (Project Manager, Assistant Project Manager)will schedule and conduct a 30-minute visit at each of the 18 KWBTS FINAL PHASE condominiums to assess their existing furniture and assist the Property Owner in the determination of "excessive" furniture that must be removed from their condominium prior to the start of NIP construction. During this site visit, the Consultant will also provide a review of all property owner furniture moving responsibilities and communicate helpful tips to simplify this process. After this brief inspection, the Consultant will develop a unique Designated Furniture Storage Space Sketch for each of the 18 KWBTS FINAL PHASE condominium units which will reflect the spaces available for furniture storage, based on their unique proposed NIP scope of work. This scaled drawing will also show the "clear areas" required for the contractor the proper access to perform their NIP work. The Consultant will distribute the complete Designated Furniture Storage Space Sketches to each of the 18 property owners. 2.3 Management of Property Owner Construction Documents and Files The Consultant (Project Manager, Assistant Project Manager, Construction Manager, Principal Architect, Principal Engineer) will be responsible for the daily management of all property owner construction documents including all design documents, legal documents, construction schedule assignments throughout a 9-month period. Task 2 Reimbursable Expenses Notes: For Task 2, expenses include document production, duplication, shipping, letters, and postage. Travel expenses include: one (1) 3-night trip for the Project Manager and Assistant Project Manager to conduct the Storage Space walk-throughs. TASK 3 CONTRACTOR PRE-CONSTRUCTION TASKS Task 3 will occur over a 4-month period, in preparation for the construction of the 18 participating condominiums in KWBTS FINAL PHASE. The Consultant (Project Manager, Assistant Project Manager, Construction Manager, Principal Architect, Principal Engineer, and Gallagher Bassett Page 9 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) Technical Services) will be required to complete several Contractor Pre-Construction Tasks to include: 3.1 General Contractor Communication & Tasks The Consultant (Project Manager, Construction Manager) will be responsible for communication during the pre-construction time period with all construction parties to include General Contractor, subcontractors, product manufacturers, KWBTS Management, City of Key West and Monroe County to manage and direct the construction mobilization process. The Consultant (Project Manager) will also develop a Contractor Deficiency Notice that will define the construction site deficiency areas that could be utilized by the Construction Manager if contractor performance failures occur during the construction period. Areas of contractor deficiency will include failure relating to project specifications, window/door installations, contract completion time requirements, worker safety and project safety plan, property owner communication, and/or subcontractor payments. Each specified deficiency area will be assigned points which,when tallied, could lead to disqualification to participate in future NIP construction projects. 3.2 General Contractor Security Badging & Drug Testing After submission by the awarded contractor, the Consultant (Assistant Project Manager) will confirm that the Contractor has received and reviewed all Criminal background reports for all Contractor staff to include employees, 1099 workers, subcontractors and suppliers. In addition, the Consultant will review and approve all 12-Panel Drug Testing reports for all Contractor staff to include employees, 1099 workers, subcontractors and suppliers. After confirmation that the Contractor has received and reviewed all Criminal Background and 12-Panel Drug Test Reports, the Consultant will create and issue NIP Construction site ID badges for all Contractor staff to include employees, 1099 workers, subcontractors and suppliers. 3.3 Review Product Submittals & Final Construction Schedule The Consultant (Project Manager, Construction Manager, Principal Architect, Principal Engineer)will review all Contractor Submittals for windows, prime entry doors, sliding patio doors, electrical equipment, mechanical equipment, construction materials, scaffolding, and vertical lifts that may be required. The Consultant will also review and approve the Contractor's final proposed construction schedule for KWBTS FINAL PHASE project. 3.4 Conduct Final Measurement Inspections The Consultant (Assistant Project Manager, Construction Manager, Principal Architect, Principal Engineer) will conduct Final Measurement Walk-Through Inspections with the Contractor and Product Manufacturers in all 18 participating condominiums. This 30-minute visit at each condominium will include final measurements of all windows and doors, review of the ERV&ductless AC installation process, review of asbestos abatement containment and staging plan, verification of property owner "pre-work" requirements and verification of finishes, colors and styles. A conformed set of drawings including the bid drawings, updated to include all changes made by addendum during the bid process and all awarded alternates will be prepared. Hard-copies and PDF files intended for use during construction will be signed and stamped by the Principal Architect. Page 10 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) 3.5 Conduct Pre-Construction Conference The Consultant (Project Manager, Assistant Project Manager, Construction Manager, Principal Architect, and Principal Engineer)will schedule and conduct a Pre-Construction Conference with the Contractor, subcontractors, and suppliers to review the construction of the 18 participating condominiums, discussing contractor requirements, sequencing plans, construction schedule, asbestos abatement requirements, safety requirements and construction staging plans. In addition, the Pre-Construction Conference will include project goals, property owner communication plan, review of acoustical scope of work, submittal requirements, scheduling and phasing of trades, workmanship requirements, progress payments, asbestos remediation unit prices, and final closeout documentation requirements. 3.6 On-site Management of Contractor Mobilization The Consultant (Construction Manager) will be on-site for the entire three (3) week period prior to the start of construction to manage the contractor mobilization process. This will include numerous tasks including placement of all on-site equipment (material con-ex storage units, tool trailers, waste dumpsters, generator, portable toilets, office trailer, etc.), power tap hookup, delivery/placement/setup of all required scaffolding and hydraulic lift, and delivery coordination and scheduling. The Consultant will conduct a review of all on-site window and door products and conduct inspections of all proposed scaffolding and lift sites and placement to ensure compliance with specification requirements. During this entire time period, the Consultant will work closely with KWBTS Management Staff in the coordination of all deliveries, temporary and permanent parking space coordination, scaffolding placement, hydraulic lift placement, property owner issues and concerns from the KWBTS Board of Directors. 3.7 Coordination of City of Key West Permitting Process. The Consultant (Principal Architect, Principal Engineer, Construction Manager) will provide to the Contractor two sets of signed and sealed final design drawings for each of the 18 KWBTS FINAL PHASE condominium units to assist in obtaining building permits from the City of Key West Building Department. The Consultant will respond in writing to any comments issued by the City of Key West Building Department during its plan review. Task 3 Reimbursable Expense Notes: Expenses include document production, duplication, shipping, letters, postage and contractor ID badge production. Travel expenses include: one (1) 4-night trip for the Assistant Project Manager, Construction Manager, Principal Architect, and Principal Engineer to conduct the Final Measurement Inspections, one (1) 2-night trip for the Principal Architect to conduct the Pre-Construction Conference. Expenses for the Construction Manager to be on site for during the entire contractor mobilization process are included in Task 5. TASK 4 ASBESTOS ABATEMENT PRE-CONSTRUCTION TASKS In preparation for the Construction of 18 condominiums in KWBTS FINAL PHASE, the Consultant (Project Manager, Assistant Project Manager, Gallagher Bassett Technical Services)will be required to complete several Asbestos Abatement Pre-Construction Tasks during a four (4) month period to include: Page 11 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) 4.1 Review Asbestos Abatement Requirements with Contractor The Consultant (Project Manager, Gallagher Bassett Technical Services) will review the KWBTS FINAL PHASE asbestos abatement tasks to be performed by the on-site Asbestos Abatement Manager during the abatement in each of the 18 units. In addition, the Consultant will review and approve the General Contractor's required worker asbestos abatement training and certifications, as well as proposed interior and exterior enclosure plans, as required by the KWBTS FINAL PHASE asbestos abatement specification. 4.2 Asbestos Abatement Contractor Security Badging & Drug Testing After submission by the awarded contractor, the Consultant (Project Manager Assistant Project Manager) will confirm that the Contractor's Asbestos Abatement subcontractor has received and reviewed all criminal background reports for all Contractor staff to include employees, 1099 workers, subcontractors and suppliers. In addition, the Consultant will review and approve all 12-Panel Drug Testing reports for all Asbestos Abatement staff to include employees, 1099 workers, subcontractors and suppliers. After confirmation that the Contractor has received and reviewed all Criminal Background and 12-Panel Drug Test Reports, the Consultant will create and issue NIP Construction site ID badges for all Asbestos Abatement staff to include employees and 1099 workers. 4.3 Confirmation of On-Site Asbestos Abatement Requirements Before the KWBTS FINAL PHASE construction begins (in conjunction with the Pre-Construction Conference), the Consultant (Gallagher Bassett Technical Services) will conduct a site visit with the General Contractor to confirm containment design, safety equipment, protective clothing, site barriers, air monitoring, final clearance procedure and asbestos disposal plans. Task 4 Reimbursable Expenses Notes: For Task 4, expenses include costs for contractor ID badge production and one (1) 3-night trip for Gallagher Bassett Technical Services. TASK 5 DAILY CONSTRUCTION MANAGEMENT TASKS During the Construction of 18 condominiums in KWBTS FINAL PHASE, the Consultant (Project Manager, Assistant Project Manager, Construction Manager, Principal Architect, Principal Engineer, Gallagher Bassett Technical Services) will be required to complete several Daily Construction Management Tasks during a 20-week construction period. The Notice to Proceed (NTP) for construction is scheduled for January 24, 2023. The General Contractor has 140 calendar days to complete construction. Construction is scheduled for January 24 through May 29, 2023. Construction will take place Monday through Sunday. These tasks will include the following: 5.1 On-Site Construction Manager— Fulltime Daily Tasks (20 weeks, Mon through Sun) Throughout the entire 20-week construction period, the Consultant (Construction Manager) will provide daily construction observation services and conduct field inspections to help ensure quality control. The Consultant (Construction Manager, Principal Architect, and Principal Engineer) will review and approve shop drawings, review and approve materials and products, and assist in the administration and completion of all necessary change orders. Daily site visit tasks include review and processing of all submittals and shop drawings, review of materials before they are installed to Page 12 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) ensure that they comply with the approved submittals, review of work covered by shop drawings to ensure that it complies with the Contract Documents, coordinate with the Contractor to ensure that all appropriate building permits have been secured, observe the work in progress to verify that it meets the requirements and intent of the Contract Documents, issue Deficiency Points, review of all work to ensure all safety practices are in place and ensure that the Contractor is adhering to the written safety plan. The Consultant will review and monitor the Contractor's assigned safety procedures (as determined by the Contractor's assigned Construction Safety Manager) daily to ensure conformance with the approved Construction Safety & Phasing Plan. In addition, the Consultant will provide daily observation of all scaffolding and vertical lift activity to ensure strict conformance with the Construction Safety & Phasing Plan. The Consultant will also act as a safety escort for all non- participating Property Owners when the construction activity on any of the floors impedes with their ability to access their condominium. During the entire construction period, the Consultant will establish and maintain files and records of all pertinent documents including submittals, shop drawings, Request for Information (RFI), Request for Change Order (RFCO), Change Order (CO), addenda, meeting minutes and reports. The Consultant will conduct Substantial Completion Inspections at all 18 KWBTS FINAL PHASE condominiums and will prepare punch lists at the appropriate time for each property. The Consultant will distribute the punch lists to the General Contractor for execution, verify that punch list items are complete, and then verify the General Contractor's final invoice for payment for completed units. The Consultant will conduct Final Completion Inspections upon completion of all outstanding punch list items for all 18 KWBTS FINAL PHASE condominiums, which will include verification that all items identified on the punch list have been addressed, that all work has been performed in accordance with the Contract Documents and Specifications, and that the work meets project standards for workmanship and quality. The Consultant will prepare a Certificate of Final Completion for each unit which will be signed by an authorized representative of the Contractor, Program Manager, and Sponsor's Representative. The Consultant will be responsible for the weekly preparation and administration of all construction documents to include daily site reports, photographs, change orders, contractor invoices, punch- lists, substantial completion certificates and final completion certificates. The Consultant will gather product information from the General Contractor and their suppliers for all warranted products installed in each unit and will be included in the Property Owner's Warranty Book. Warranty Books with product information and "As-Built" drawings will be prepared for distribution to Property owners. 5.2 On-Site Asbestos Abatement Manager— Fulltime Daily Tasks (20 weeks, Mon through Fri) Throughout the entire 5-month construction period, the Consultant (Gallaher Bassett Technical Services, Project Manager) will be responsible for managing the asbestos abatement process on a daily/weekly basis. Before the initiation of the asbestos abatement process in each condominium, the Consultant will provide a visual inspection of the secured work area, worker safety suits and respirators, HEPA Vacuum and HEPA air filter location and initial readings, interior and exterior enclosure construction, and gypsum board wall / ceiling cut areas. throughout the entire asbestos Page 13 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) abatement process, the Consultant will conduct a visual inspection of all abatement activity and ambient air monitoring inside and outside of unit during abatement activities. Upon completion of the asbestos abatement process in each condominium unit, the Consultant will provide a visual inspection of interior / exterior enclosure deconstruction, worker decontamination, asbestos waste collection, final clearance air monitoring, public building access clearance and final clearance in each unit for the entry of any General Contractor non-abatement staff. During the construction period, the Consultant's GBTS Principal and the Project Manager will provide support and oversight of the on- site Asbestos Abatement Manager. As a part of these oversight responsibilities, the GBTS Principal will include four(4) on-site trips. 5.3 Weekly Team Construction Support and Site Visits Throughout the entire 5-month construction period, the Consultant (Project Manager, Assistant Project Manager, Construction Manager, Principal Architect, Principal Engineer, Gallagher Bassett Technical Services) will be responsible for performing several tasks on a daily basis to provide management oversight of the construction of the 18 KWBTS FINAL PHASE condominiums. Before the initiation of construction, the Consultant will the review construction shop drawings and submittals, respond to City of Key West permit comments, issue revised S&S construction permit drawings, attend the Pre-Construction Meeting, perform contractor training session and initial construction startup assistance to the Construction Manager. During the construction period, the Consultant will provide daily updates and coordination with Construction Manager (minimum of 4 hours/week), review and respond to Construction Manager and Contractor Request for Information (RFI's) and Change Orders. The Consultant will attend weekly construction progress meetings both in person and via telephone and attend bi-weekly on-site inspections. The weekly construction progress meetings will help to notify the General Contractor of any part of the work in progress that does not conform to approved submittals, shop drawings, or Contract Documents, and will include review and evaluation of Contractor's suggestions for modifications to the Contract Documents, review of Contractor's Request for Information (RFI), and update issued Deficiency Points. The Consultant (Construction Manager, Principal Architect, Principal Engineer) will perform frequent in-progress inspections to ensure the products being installed are following approved detail drawings and Florida Product Approvals, as well as operating properly before moving to the next stage of finish out. Punch list inspections will be performed to notate any deficiencies that need to be addressed before final inspection. Final inspection will be performed with the General Contractor and the City of Key West inspectors. Final closeout documents will be generated for each completed unit. Any issues noted by Owner after the unit has been turned over will be addressed with the Owner and the General Contractor. The Consultant (Construction Manager) will generate a daily log of work in-progress to be shared with the NIP Management Team and the General Contractor on a weekly basis. Monthly progress conference calls will be held with the Management Team and the General Contractor. The Consultant (Construction Manager) will coordinate with the NIP Management Team to develop solutions to unforeseen conditions that may arise with window & door openings, ceiling obstructions, electrical and mechanical upgrades and will also provide all required daily communication as required with the 18 participating property owners with respect to schedules, work progress, and the scheduling of substantial and final inspections. Page 14 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) 5.4 Contractor Payment Processing The Consultant (Project Manager, Assistant Project Manager, Construction Manager) will perform general project-related coordination related to the preparation of monthly invoices, progress reports, and schedule updates. The Consultant will review applications for payment from the General Contractor to ensure that they agree with the work done and materials received. All closeout documentation for the final payment application and job closure (including any change orders), will be compiled, reviewed, and forwarded to the NIP Management Team for approval. Task 5 Reimbursable Expenses Notes: Task 5 will occur over a 20-week period. Expenses include document production, duplication, shipping, letters, and postage. Expenses for the on-site Construction Manager include all reimbursable costs for full-time living in Key West for the 24-week construction period (including pre-construction and post- construction periods), including 5 weekend trips back home to San Antonio, TX. Expenses for the on-site Asbestos Abatement Manager include all reimbursable costs for full- time living in Key West for the 20-week construction period, including 7 weekend trips back home to Tampa, FL. Travel expenses for the Assistant Project Manager include three (3) 3-night trips, for the Principal Architect include ten (10) 2-night trips, for the Principal Engineer include three (3) 3- night trips, and for the Gallagher Bassett Technical Services Principal include four(4) 2-night trips. TASK 6 POST-CONSTRUCTION ACOUSTICAL TESTING AND ANALYSIS At the completion of construction of the 18 condominiums in KWBTS FINAL PHASE, the Consultant (Project Manager, Assistant Project Manager, Landrum & Brown Acoustical Engineer and Senior Consultant) will be required to complete several Contractor Post-Construction Acoustical Testing and Analysis Tasks to include: 6.1 Property Owner Communication and Scheduling Prior to conducting the Post-Construction Acoustical Testing, the Consultant (Assistant Project Manager) will conduct all required communication, coordination and scheduling for the KWBTS FINAL PHASE condominiums owners. 6.2 Conduct Post-Construction Acoustical Testing The Consultant (Assistant Project Manager, L& B Acoustical Engineer, and L&B Senior Consultant) will conduct Post-Construction Acoustical Testing at each of the KWBTS FINAL PHASE condominiums. The Consultant will perform post-construction acoustical testing on the units to measure the noise level reduction (NLR) in representative rooms. The post-modification acoustical measurements will be used to verify the noise level reduction achieved by the acoustical modifications. The noise level reduction (NLR) measurements essentially consist of placing a Page 15 of 18 Key West International Airport Noise Insulation Program (NIP) (FY 2022-23) loudspeaker outside each condominium unit that will be measured. The electrical signal of an artificial noise source is fed through the amplification/loudspeaker system and is filtered to simulate aircraft noise. The Consultant (Landrum & Brown Acoustical Engineer and Senior Consultant) will measure the average interior sound level within the room and the sound level directly outside each exterior element (i.e., doors, windows, and walls). 6.3 Data Analysis of Acoustical Measurements The Consultant (Project Manager, L&B Acoustical Engineer and Senior Consultant) will provide a complete laboratory analysis of all collected acoustical measurements from each of the condominiums, including external source spectrum analysis, noise modeling analysis, interior DNL and a noise level reduction (NLR) resulting from the addition of NIP acoustical modifications. Pre- modification measurements will be compared with post-modification measurements to document the achieved increase in NLR, and as a check on quality control. This data will verify that the acoustic modification treatments provided a minimum 5-decibel reduction. An overall NLR will be mathematically computed based on the measured test data and the acoustical conditions of each room. All tests will be conducted in accordance with ASTM Designation E966"Standard Guide for Field Measurement of Airborne Sound Insulation of Building Fagades and Fagade Elements. 6.4 Prepare Report of Findings Based on a detailed analysis of all collected acoustical measurements, the Consultant (Project Manager, L&B Acoustical Engineer and Senior Consultant) will prepare a technical memorandum summarizing the NLRs and interior DNLs achieved as a result of the NIP acoustic modifications. The results will be published in a Final Acoustical Test Report. Task 6 Reimbursable Expenses Notes: For Task 6, expenses include one (1) 2-night trip for the Assistant Project Manager, L&B Acoustical Engineer, and L&B Senior Consultant to conduct post-construction acoustical testing for the KWBTS FINAL PHASE condominiums. TASK 7 CONSTRUCTION CLOSE-OUT TASK The Consultant (Project Manager, Assistant Project Manager, Construction Manager) will provide KWBTS FINAL PHASE construction close-out tasks to include: 7.1 Site De-Mobilization The Consultant (Construction Manager) will manage de-mobilization of the Contractor during a two (2) week period on site, immediately after the completion of all construction, including the removal of all materials, tools, scaffolding, vertical lifts and construction trailers. 7.2 Processing of Construction Closeout Documents The Consultant (Project Manager, Assistant Project Manager, Construction Manager) will process and file on-site construction closeout documents. Task 7 Reimbursable Expense Notes: For Task 7, expenses include document production, duplication, shipping, letters, and postage. Expenses for the on-site Construction Manager for full-time living in Key West during the 2-week post-construction de-mobilization were included in Task 5. PSO 8 LINE-ITEM ADMINISTRATIVE FEE FOR PSO 8 SUBCONSULTANTS In the management of all PSO 8 contract subconsultants (The Sun Group, Jones & Conde, Landrum & Brown, and Gallagher Bassett Technical Services), the Consultant provides many tasks for all subconsultants to include verification of certificate of insurance, subconsultant contract preparation, processing of monthly subconsultant invoices, issuance of monthly subconsultant payments, preparation of monthly client invoicing, preparation of monthly billing narrative and preparation of monthly DBE reports for the client, all of which include information provided by the subconsultants.
