This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 16, 2022 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.

This scope of services is an amendment to PSO 12/15-B1.The 15t Request for Additional
Information(RAI)from South Florida Water Management District(SFWMD)was sent to Jacobs on
September 151h,2022.The SFWMD requested an Ownership and Encumbrance report for the
mitigation area for the EYW Commercial Apron Expansion and Mitigation project.The off-site
mitigation area includes Crawl Key.
This scope of services includes an Ownership and Encumbrances report prepared by O'Neal and
the hours associated with responding to the RAI from SFWMD.The Ownership and Encumbrances
report will be for the following parcels:
1. Parcel ID for Area 1 at Crawl Key:00099560-000000
2. Parcel ID for Area 2 at Crawl Key:00099560-000100
Refer to Attachment A for the location of the above parcels.
GE4ERAL SCOPE,
Amendment 1 of the Commercial Apron Expansion and Mitigation Construction Support and RPR
Services project includes the following element:
1. Coordination with subconsultants,SFWMD,and Monroe County.
2. Preparation of the Ownership and Encumbrance report.
3. Respond to the SFWMD RAI No. 1.

1. This project will be funded with state, local,and FAA monies.
2. Jacobs will coordinate with Birkitt Environmental Services,O'Neal Surveying and Mapping,
and SFWMD on obtaining best available data.
3. This proposal does n9l include submittal of design documents,cost estimates,or technical
specifications.
4. This project d9g5 not include financial feasibility analyses,benefit-cost analyses,return on
investment nor payback period estimations.
5. Jacobs will reasonably rely upon the accuracy,and completeness of the information/data
provided by the Client or other third parties.
ARTICLE F—PROPERTY OWNERSHIP AND ENCUMBRANCES REPORT
1. Coordinate with subconsultants,SFWMD,and Monroe County.
2. Research Public Records of Monroe County,Florida for 2 parcels listed herein.These services
will be completed by O'Neal Surveying and Mapping.
3. Provide an Ownership and Encumbrance Report for the 2 parcels.

4. Develop a response for each encountered easement within the proposed mitigation area for
the SFWMD RAI No. 1.
5. Develop exhibits with the mitigation area and easement areas for the SFWMD RAI No. 1,
Services for Article F will be provided under a lump sum basis.

PART I SCOPE OF SERVICES
OSM will research the following Tax ID's to provide an Ownership and Encumbrances Report
for each. These reports will include searching the chain of title back at least 50 years, in the
Public Records of Monroe County, Florida. Docs from the Monroe County Property Appraisers
attached for each Tax ID.

PART II DELIVERABLES
OSM will submit 2 signed paper copies of each Report and a digital copy (.pdf file) of each
signed Report to be provided via digital copy. A (digital PLIY/.pdf format)file of all supporting
documents recovered in this search of the Public Records of Monroe County, Florida will be
provided also.
Work not specified in the above SCOPE OF SERVICES will not be performed without your prior
knowledge and approval.
