AGENDA ITEM WORDING: Approval to accept the donation of Tier 1 property for conservation
—Block 1, Lots 1-16 and 18-21 and Block 4, Lots 1-7, Hibiscus Park on Key Largo near mile marker
101 from KRZ LLC.
ITEM BACKGROUND: This acquisition is proposed to protect the natural environment. The
property owner is proposing to donate the property to the Land Authority as a means of settling an
outstanding Code Compliance case.
The subject property consists of 27 lots totaling 3.6 acres at the east end of Hibiscus Lane on the bay
side of Key Largo near mile marker 101.
The property attributes are:
• Tier designation: Tier 1 —Natural Area.
• Zoning designation: Native Area(NA).
• Vegetation: Mangroves, exotics, buttonwood, and disturbed land.
• Sea Level Rise: The Southeast Florida Regional Climate Change Compact sea level rise
projection for the period from 2000 to 2070 is 21 to 54 inches. In the event of a 12-inch
increase in sea level, estimates provided by the South Florida Water Management District
indicate approximately two-thirds of this property will have a 25.1% to 100% probability of
being inundated.
• Acquisition List qualification: The property qualifies because it is Tier 1.
• Florida Forever Boundary: This property is inside the Florida Forever boundary.

• Transferrable Development Rights (TDRs): 0.3 TDRs.
• ROGO Dedication Points: 40.5 points.
A portion of the property was illegally cleared and is the subject of a Code Compliance case. The
property owner is offering to donate the entire property to the Land Authority in exchange for the
County waiving the outstanding Code Compliance fines and fees. The Land Authority's estimated
closing costs for this transaction are listed in the agenda documentation.
ADVISORY COMMITTEE ACTION: On October 5, 2022 the Committee voted 4/0 to
recommend accepting the donation this property.
