• Alicia participated in training agents from OF and FAMU in the Community Voices, 1�
Informed Choices (CIVIC)program. She helped agents become proficient in facilitation 0
and deliberative dialogue.
• Alicia spoke to two senior groups about sales tax holidays and budgeting. The dramatic 21
rise in the cost of groceries, medication, and other living expenses has made our senior
population very concerned about stretching their dollars. 2
• Alicia held two online classes to help parents and students fill out the FAFSA. T_
• Alicia spoke twice on the radio about hurricane safety and phone apps that can help <
residents store important documents, connect with neighbors and track tropical systems.
The Environmental Horticulture Agent accomplished the following activities:
• Michelle is working with Ocean Reef community on landscape education for their
residents and community-wide Florida Friendly Landscaping recognition. Ocean Reef
would be part of a pilot program, and the first community in Florida, to achieve such a
recognition.
• Michelle is assisting the Monroe County Parks Department assessing damage to trees in
from Hurricane Ian.
• A Green Industries Best Management Practices training was held to educate on fertilizer
best practices for landscapers, municipal staff, and others doing for-hire fertilization. 6
participants attended the training in Monroe County. Another training will be scheduled
for February.

The Florida Sea Grant Marine Extension Agent accomplished the following activities:
• Shelly was the inaugural speaker for the OF/IFAS Florida Master Naturalist mentoring
series to 24 attendees. This video was produced as a training video for Florida Master
Naturalist instructors who plan to teach the sponge habitat restoration module within the
Marine Habitat Restoration special topics course. Sponges are essential for healthy
ecosystems because they continuously filter large volumes of water while feeding on
phytoplankton, viruses, and bacteria.
• During the Reef Futures conference at Ocean Reef, Shelly presented during "Media
Training: how to develop,pitch, and place your story in local and major media" about the
importance of sponges as "invisible fences"that provide water quality benefits for coral
reefs to 17 attendees. Unfortunately, the session I was co-leading, "Coral
Communication: Building a Community of Practice"was cancelled due to Hurricane Ian.
We are planning a new virtual format for the 100+registrants to create a coral 0
conservation communication working group through the Coral Restoration Consortium. 0
• Shelly was invited to Harbor Branch Oceanographic Institute by Dr. Shirley Pomponi.
Shelly was able to use their very high-tech microscopes to identify sponge gametes from CL
sheepswool sponges. None of the loggerhead sponges showed signs of reproduction yet. W
This is one of the objectives of the EPA South Florida Geographic Initiative grant for 21
sponge restoration aquaculture.
• Shelly was on Morning Magazine to talk about the NOAA proposal to list Queen Conch 2
as threatened under the Endangered Species Act. Queen Conch are already protected in <
the Florida Keys and all recreational harvest has been prohibited since 1986. The U
commercial fishery has been closed since 1975. NOAA Fisheries is looking for public �
comment on the Federal Register until November 7, 2022 (link:

threatened-wildlife-and-plants-proposed-rule-to-list-the-queen-conch-as-threatened)

PLANNING AND ENVIRONMENTAL RESOURCES DEPARTMENT
The goal of the Monroe County Planning and Environmental Resources Department is to foster sustainable,
quality development in the county while conserving and promoting stewardship of the county's fragile
environment and the unique character of its diverse island communities.
The functions of this department are implemented by the following offices:
The Planning Office is responsible for the administration of the adopted Monroe County Comprehensive Plan
and Land Development Regulations. The Department processes amendments to the Comprehensive Plan and
Land Development Regulations. Additionally, the department reviews development proposals for compliance
with the Comprehensive Plan and Land Development Regulations, including community character, growth
management provisions and environmental compliance.

The Environmental Resources Office services include the review of applications for compliance with
environmental regulations, such as: clearing limits, wetland delineation, landscaping, stormwater, land clearing

and FEMA required review of potential endangered species impacts under the Permit Referral Process (PRP).

The Environmental Restoration Office manages the County's habitat restoration and improvement projects to g
enhance and preserve county-owned lands and partners with State and Federal agencies on maintaining 20
conservation lands, specifically covering the removal of invasive exotic species and planting of native species. <

The Geographical Information Systems (GIS) Office develops, maintains, and disseminates geographic data 0

The Marine Resources Office provides a variety of services focusing on protection of the marine environment
the provision of maritime infrastructure, and the preservation of public water access, including: (1)vessel pump-
out services are provided throughout unincorporated Monroe County; (2)the removal and disposal of derelict and U
abandoned vessels that have become an environmental or navigational hazard; and(3)working with FWC funded
projects to replace regulatory buoys, channel markers, and other waterway management needs to improve E

offices closed effective March 23, 2020 in response to the COVID-19 pandemic. Limited applications were
accepted after that date. Effective April 27, 2020, the only applications not accepted: initial vacation rentals &
vacation rental exemptions, public assembly permits, alcoholic beverage permits, and dog in restaurant permits.
All applications accepted as of June 1, 2020. Offices fully reopened on April 12, 2021.

timeframe in 2021 ($463,477.00). However, 86 of these vessels were grant-funded through the FWC Derelict
Vessel Removal Grant Program which represents a cost savings of$513,43 1.00 to the County (or 91%of total
expenditures) in the past twelve-month period. These costs are included in the table above. An additional
vessel was removed in August funded through an Interlocal Agreement with the Village of Islamorada for
$297,843.
