AGENDA ITEM WORDING: Resolution approving submission of a road adaptation grant
application for the Flagler Avenue project area in the amount of $54,899,410.09 with a 25% match
in the amount of $13,724,852.50 for the Building Resilient Infrastructure and Communities (BRIO)
grant as part of the FEMA Grant Application Assistance Program; and authorize slight modifications
to the amounts if needed during the grant application preparation period.
ITEM BACKGROUND: This resolution approves the submission of a grant application selected
from the Monroe County Roadway Vulnerability Analysis and Capital Plan project list for the
FEMA Building Resilient Infrastructure and Communities (BRIO) program, authorizing the Flagler
Avenue road adaptation project in the amount of $54,899,410.09 with a required 25% match of
$13,724,852.50. It will be submitted to DEP by November 14, 2022 and to FEMA by January 27,
2023. A signed copy of the resolution will be submitted as part of the application. Flagler Avenue is
a County-maintained roadway located within the city limits of Key West.
Background: A resolution in support of three other road adaptation grant applications with match
under the Resilient Florida program was approved at the August 17, 2022 BOCC meeting.

Building Resilient Infrastructure and Communities (BRIO) supports states, local communities, tribes
and territories as they undertake hazard mitigation projects, reducing the risks they face from
disasters and natural hazards.
PREVIOUS RELEVANT BOCC ACTION:
July 21, 2021: Discussion and direction in the formulation of a grant application strategy for the
"Resilient Florida" grant funds this year.
August 18, 2021: Approval of the proposed grant applications for the "Resilient Florida" grant
program.

maintained roads and related services, for additional services for grant preparation of the Flagler

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY TO APPROVE THE GRANT APPLICATION AND
AUTHORIZE THE COUNTY ADMINISTRATOR TO SUBMIT SUCH
APPLICATION THROUGH THE FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION FOR THE BUILDING RESILIENT
INFRASTRUCTURE AND COMMUNITIES (BRIO) GRANT AS PART OF
THE FEMA GRANT APPLICATION ASSISTANCE PROGRAM;
PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
WHEREAS,the COUNTY recognizes the need for immediate, coordinated,and visionary action to address
the impacts of a changing climate and ensure the COUNTY provides for resilience for its more than 300
miles of roads infrastructure; and 0

WHEREAS, the recommendation for a Roads Adaptation Plan is Green Keys item 2-14, which specifies
that the County shall conduct a County-wide roads analysis to identify near-term roads subject to inundation
risk, including nuisance flooding, and that include related green infrastructure where appropriate; and W

WHEREAS, such analysis was completed and a Roads Vulnerability Analysis and Capital Plan for County- a
maintained roads was developed; and

WHEREAS, the Flagler Avenue road adaptation project is project area 59-B under the Plan; and

WHEREAS, FEMA has a program that supports local communities as they undertake hazard mitigation

WHEREAS, the Monroe County Board of County Commissioners seeks to apply for a road adaptation
grant for its Flagler Avenue road adaptation project area located within the city limits of Key West; and
