Roman, per our discussion about the County sending comments to the Marine Sanctuary on its proposed Management Plan, you suggested I express my opinion to the BOCC via the Sounding Board. A. 0 0 U) 0 0 LO c� Packet Pg.4975 T.2.b would like to address the relationship of the County with the Florida Keys National Marine Sanctuary. I have not spoken to anyone at the Sanctuary about my comments and I am solely expressing my opinions. Last month the Superintendent of the Sanctuary, Sarah Fangmen, spoke to you about the proposed Draft Rulemaking and Management Plan. She commented on various elements of these documents and emphasizes that the public is being asked to comment on these documents to improve the Sanctuary. As a person who has attended many of the Sanctuary Advisory Committee (or SAC) meetings and the BOCC meetings, it has appeared to me that the Sanctuary and the County have many identical goals for our surrounding waters but appear to be mostly acting in parallel universes. Yes, the BOCC has one of its members sit on the SAC and there are "high level" discussions about areas of common interest, but a close working relationship doesn't appear to be occurring. Let me illustrate my concern. It is my understanding the County has no plans to comment on the proposed Sanctuary documents. While it is certainly understandable the County might be hesitant to comment on the draft rules, I'm surprised that the County is planning to be silent on the Draft Management Plan which specifically addresses three areas addressed by the Superintendent: water quality, mooring buoys, and derelict boats. Three areas that the County has and is deeply involved. E Does not the County want to more closely work with the Sanctuary to U improve our common goals by being a member of the SAC Buoy U Committee, Marine Debris Working Group, the Water Quality Protection Program? Also, one of the activities listed in the Draft Management Plan (Activity 5.3.5) states: Strengthen partnerships and coordinating with Monroe County and individual Keys municipalities to further sanctuary resource protection through the individual mandates and authorities of these jurisdictions. Is it wise to ignore the outreach by the Sanctuary to strengthen its relationship to the County by ignoring this statement? All comments submitted on the proposed draft rule and management Plan are reviewed by dozens of federal and state agencies and officials. If the County does not comment on these and other issues, rather than Packet Pg.4976 T.2.b appearing to be an interested and engaged partner with the Sanctuary, one might wonder about the deafening silence on the County's part. know how committed each and every one of you are to the Sanctuary, as well as the staff. Maybe it is time to exhibit this commitment by having a "hand and glove" relationship with the Sanctuary by being more involved by commenting on the Draft Management Plan, seeking membership of county staff on SAC working committees, and participating in other ways to improve both ours and the Sanctuary's goals. am not trying to downgrade or belittle the activities the County and staff have done in the past in working with the Sanctuary. Rather I am encouraging a broadening of the County's relationship with the Sanctuary to address emerging issues and reduce threats by being more engaged as partners and stewards of our waters. must thank the County for all its work today, and over the years, for all its efforts to protect our waters but the time has come to strengthen its ties with the Sanctuary by taking that extra step that is now needed to work to halt the decline and improve our waters. 0 E E 0 U U E Packet Pg.4977
