AGENDA ITEM WORDING: Approval of a Resolution Approving an Emergency Road
Restriction on a Portion of the Magnolia Street Right-of-Way in Key Largo.
ITEM BACKGROUND: The Engineering Services Department("Department")Director, the
Supervisor of the Department's Upper Keys Roads and Bridges Office, and the Land Steward share
the joint view that an emergency road restriction, as authorized by MCC Section 19-8(d)(1), on a
terminal portion of the Magnolia Street right-of-way in Key Largo is necessary to prevent illegal
landclearing and dumping on and in the areas of said portion around the northwest corner of Lot 4
and the southwest corner of Lot 1, Ocean Acres, according to the plat thereof, as recorded in Plat
Book 1, Page 188, of the Official Records of Monroe County, and running easterly through the
end(s) of the right-of-way. Of the four immediately contiguous Tier I properties, the BOCC owns
three (Nos. 1, 4, and 5 shown on the below MCPA and GIS aerials) and the State (FDEP) owns the
fourth (the western half of No. 2 shown on the below MCPA/GIS aerials). The attached Resolution
approves an access restriction using signage, boulders, concrete barriers, and/or fencing.
