ITEM BACKGROUND: : On Monday 8/15/2022 a portion or Runway 9 pavement was damaged after takeoff of an E-175 aircraft. It appears the jet blast dislodged the top layer of asphalt pavement, approximately 2"-3" thick from the runway. Prior to the 8/15/2022 damage, Airport operations and maintenance had noted other pavement distress on the runway 27 approach end. Maintenance repaired the pavement with FAA approved material immediately upon discovering the distresses. In addition to the immediate pavement repairs, the Airport enlisted Jacobs Project Management to assess the reason for the distresses. It appears that the top lift of pavement did not have a sufficient bond to the next layer of asphalt. A plan was developed to mill out the top lift of pavement(2"-3" thick) and replace it in one work shift. The Airport solicited three quotes to repair the pavement and then realized the work would be in excess of$50,000.00 which requires competitive solicitations. As the recommended repair was being prepared for the public bid process, the damage occurred on 8/15/2022. Once the damage was reported to Airport operations, Runway 9-27 was closed, and the County was able to secure a paving crew to begin work the night of Monday 8/15/2022. Asphalt material was secured from Miami and was delivered to the airport at approximately 12:00 a.m. on 8/16/2022 and the runway was re-opened by 6:00 a.m. on 8/16/2022. Post Hurricane Ian, additional emergency asphalt repairs were needed which were completed on 10/31/2022. The Airport is currently taking a proactive approach to reconfirm the cause of the pavement damage and to investigate if any other areas of the runway are susceptible to this kind of damage. Pavement sampling is scheduled to take place that will identify if any other areas of the pavement need to be Packet Pg. 3176 L.11 corrected.
