SUBJECT: Release of Contingency Funds
Attached is proposed Release of Contingency Funds #1 for the Fl Keys Marathon Airport Non-
Aeronautical Use Building (EOC) project. This does not affect the contract price but releases
contingency funds already included in the Guaranteed Maximum Price for work that was either not
foreseen or for which a price could not be determined at the time of contract execution.
The amount requested is $6,500.00. The attached Release of Owner Contingency Request provides the
details. This is being provided to ensure the BOCC is aware of this change. Please contact me with any
questions. If there are none with the normal 24-hour window, I will approve the request.

Action Requested: Approval for release of project contingency funds in the
amount of $ 6,500.00 as outlined below.
Basis for Recommended Action:
1. The requested release does not increase the total cost of the project as approved by the
BOCC, and it will have no impact to contract time.
2. The scope for which the release is requested is within the intended project scope.
3. The release is not based upon an error or omission by the designer or the general
contractor.
Background:

SCOPE OF WORK
We understand the scope of this project to be a GPR and EM investigation for 3.48 acres of area,as described via
email and phone interaction.The purpose of the inspection is to identify the utilities outlined in the email.X-Radar
will provide a Google Earth and a CAD file report at an additional charge.The following equipment will be used on
this project:
• GSSI Ground Penetrating Radar—This device transmits an electromagnetic pulse through the ground and
displays the reflection on a screen for interpretation.
0 400 MHz antenna—This antenna allows for GPR signal penetration 4'-8'through the ground in
the South Florida area.
• RD-7000 locator—This device detects live power and RF signals underground,allowing us to locate
electrical or telephone lines even if they are below the minimum size requirements to be detected by
GPR. It also allows us to detect utilities via induction or conduction with an exposed or known surface of
the utility.

Our company provides Ground Penetrating Radar Services. While a good percentage of our work does deal with
assisting in the detection of finding underground utilities,we are not a utility locating company. Ground
Penetrating Radar(GPR) is a Geophysical Mapping technique. GPR is a great tool for utility locating; however, it is
not without its limitations. In general,our maximum depth penetration is 4'-8' deep, however,this depth is
completely dependent on the composition of soils in the area being inspected. Wet or damp soil is not conducive
to electromagnetic waves.In the event of soil saturation, we advise rescheduling the work to allow the soil to dry.
A good rule of thumb is for every foot deep the pipe/utility is buried it must be at least one inch in diameter. For
example,at 4 ft. deep the pipe would need to be at least 4 inches in diameter. With these factors in mind,we
CANNOT guarantee we will be able to locate ALL utilities on site. Please keep this in mind as you review our
services.
EQUIPMENT LIMITATIONS
• Size of target—typically,a target(utility) must be at least 1" in diameter per 1' of depth in order for it to
be located with GPR. IE, a pipe at 7' in depth will need to be at least 7" in diameter in order to be located
with GPR.
• Soil conditions—wet soil or soil which contains high amounts of debris can limit the effectiveness of GPR.
• Surface conditions—brush,standing water, metal plating,or anything which blocks direct access to the
area to be scanned limits the ability to perform GPR. If any of these conditions exist pleases notify us so
we can discuss appropriate action.
CUSTOMER ACKNOWLEDGEMENT
Mobilization during non-overtime,weekday hours are included unless otherwise specified. Delays beyond the
control of X-Radar, Inc.will be charged as stand-by at a rate of$150.00 per hour. No bonding is included. Current
insurance limits are acceptable and no consideration is extended for controlled insurance programs unless
otherwise noted. Prices good for 60 days from quoted date and are subject to change pending scopes of work.
REPORTING
A Google Earth File and CAD file with be generated with the results of the inspection.

TERMS&CONDITIONS

Customer fully understands that for every foot in depth penetration with the GPR equipment,the pipe/utility must be at least 1"in

very difficult to locate,such as clay or concrete pipes,and empty pvc type pipes. Given these factors,X-Radar CANNOT guarantee
we will be able to locate ALL utilities on site.
2. Our goal is to provide you with the answers to the questions regarding what lies below the surface and where it is located. You
acknowledge that you understand that our answers are based upon an interpretation of retrieved data and are what we believe lies
below the surface.
3. In the event our interpretation is inaccurate,we do not accept liability for,and you agree to release us from,alleged negligence
and/or damages.
4. If for some reason the technician arrives on site and the work is canceled there will be a charge of$500.00.
5. Payment is due upon receipt of project invoice.
