Resolution 372-2022 RESOLUTION NO. 372 - 2022 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF MONROE COUNTY, FLORIDA AUTHORIZING THE SUBMISSION OF GRANT APPLICATIONS TO THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT FOR THE FEDERAL FISCAL YEAR 2021 (FFY21) WITH FUNDING FROM THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM (BYRNE/JAG) WHEREAS, the Florida Department of Law Enforcement (FDLE) has announced the funding for Federal Fiscal Year 2021 from the Edward Byrne Memorial Justice Assistance Grant (Byrne/JAG) Program; and WHEREAS, the Monroe County Board of Commissioners agrees to serve as the coordinating unit of government in the preparation of the grant proposals and in the distribution of funds allocated to Monroe County in the amount of$65,154 with no cash match; and WHEREAS, the Monroe County Substance Abuse Policy Advisory Board (SAPAB), with concern given to the County's current drug control efforts, has recommended certain programs to apply for funding in order to provide the community with activities focused on drug and alcohol education, prevention, rehabilitation, and treatment to prevent and control crime and improve the criminal justice system as designated by FDLE; and WHEREAS, to be eligible for consideration of funding, applications are required to be submitted on or before October 19, 2022 using the FDLE AmpliFund grants management system; now therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that: 1. The Mayor is hereby authorized to execute the grant funding distribution letter, sign acceptance of awards and all grant related documents for the FFY21 grant funds to FDLE, Office of Criminal Justice Grants, Byrne/JAG Grant Programs; 2. The Board of County Commissioners approve the Monroe County Substance Abuse Policy Advisory Board's recommendations and ratify the submission of the Byrne/JAG grant applications; 3. This resolution shall be effective upon adoption by the Board of County Commissioners. With a tourist-based economy,restaurants,hotels and other tourist related businesses are primary employers in Monroe County. The Tourist Development Council (TDC) is the contract agency tasked with promoting tourism in Monroe County. This includes but is not limited to weeklyspecial events. More importantly,are the larger,annual events such as the Goombay Festival, Fantasy Festival and the New Year's Eve Street Party. These events draw thousands of visitors to the Keys for a great, big party.And,a party implies as well as usually includes consumption of alcohol;and,that often goes hand in hand with the use of illicit street drugs. The Monroe County Health Department, in partnership with Ascendant Healthcare, performed a Community Health Assessment(CHA)dated 2019-2022,which documented drug and alcohol use in Monroe County as being higher than the state average;along with the suicide rate. This study reported that special events such as Fantasy Fest and other, large,celebratory events result in binge-style drinking and increased drug use. Today, drugs like methamphetamine, heroin, cocaine; and more recently,fentanyl, are being shipped to Florida by the tons,from Central and South America. Florida suffers from high rates of violent crime, in part because of the massive drug trade. Florida has the fifth highest state rate of violent crime. Samuel's House will provide women,and women with children,continuum of services, upon release from incarceration, detention,treatment,or other related traumatic event,so as to assure that the transition from in-house treatment or a life trauma event, into safe shelter, is a direct link to the necessary continued treatment and care for recovery of alcohol and drug abuse; as well as mental illness often related to drug and alcohol abuse, utilizing evidence-based practices (EBP's)outlined below. We have successfully served in excess of 7,140 clients since 1999,for over 23 years. With funding assistance dollars awarded via the FDLE Byrne JAG grant, SH proposes to work with the various judicial and legal entities, probation offices, Florida DCF, detention and treatment centers, and social / human service providers,county-wide;with efforts at prioritizing Direct transfer opportunities,along with transitioning plans,for women and women with children, into the Samuel's House program.Only in this way will these women NOT be sent out to the streets,with nowhere to live and faced with the same disabling dilemma of how to find food,clothing,shoes,and worse,how to provide for their children at this dire time in their lives. Clients who have previously been incarcerated, are being released from prison,jail or treatment, or may be on house arrest, have issues with Florida Department of Children and Families with regard to their children and a safe place to begin healing the family unit without separating the parent(s)from the children;will receive basic needs, intensive case management services,professional treatment services,and continued referral and advocacy,as proposed and currently utilized by Samuel's House staff and via our Prevention Through Provision program. 1)Substance Abuse and Criminal Conduct:Strategies for Self-Change-a Cognitive Behavioral Therapy based curriculum(CBT). Throughout the treatment plan,clients will use a client work book that belongs to them. 2)Moral Reconation Therapy(MRT):a systematic treatment strategy that seeks to decrease recidivism among criminal offenders by increasing moral reasoning. 3)Seeking Safety:a trauma-informed,trauma specific,and gender-responsive treatment model that integrates treatment of PTSD and sub-clinical trauma into treatment of substance use disorders.These relational models support the development of healthy relationships with self,significant others,and the community at large to reduce the risk of relapse and recidivism. 4)The Living in Balance treatment model: is a wrap-around approach to improving life function in the context of recovery.This model incorporates Motivational Interviewing to facilitate movement through the stages of change and helps participants develop real life tools to cope with relapse triggers. The funding requested in this grant application is vital to assuring that the level of treatment required for a "Byrne JAG" client is in fact,available and delivered,as required. SH is committed to working with these clients,and being a part of the solution, but we need the funding requested to make that happen. Monroe County is not able to provide funding required achieving the level of treatment and level of services required for a "Byrne JAG" client. Success at reducing drug and alcohol abuse,as well as illegal activity,can only be achieved working as partners,county-wide. The supportive environment at the Mary Spottswood Women's Center Emergency Shelter provides support and structure while demanding accountability; which is all required in a recovery-oriented community for women in addiction, and their families. These factors guide the client toward improved life skills and more positive life choices. The guidance from the shelter staff reduces the risk of further illegal activities and re-victimization. Although the MSWC (MSWC) Emergency Shelter is not a licensed treatment center, SH is actively licensed with the Florida Department of Children and Families for Adult Substance Abuse Services / Case Management and General Intervention Services. SH provides addicts and offenders with a safe and secure environment, and professional contract services when required. This is the where the rebuilding process for the FDLE Byrne JAG client begins. Treatment of drug and alcohol abuse, addiction and absolved criminal activity will decrease the burden on the average taxpayer who is forced to support legal and detention related activities for those involved in the judicial system. By reducing that and working toward reduction of illegal activity and decreased detention or judicial expenses, we can encourage and teach individuals to be productive and proud members of the communities of the Keys. With the continued inflationary factor since COVID-19, and beyond, it has become more difficult to meet those requirements each year. And, while we have been able to continue to keep our service levels at the appropriate treatment level for a "Byrne JAG"client, it is not certain that we can continue to do so into the future,without the assistance of the various funding sources used to fund the program expenses and needs. We intend to work with FDLE, and Monroe County,to reduce the use of drugs and alcohol, reduce the return to cyclical use of drugs and alcohol(decrease recidivism); by working with women, and women with children, to provide case management and substance abuse intervention services. The SH Prevention Through Provision program offers a link for direct transfer and transitioning for women, who are leaving in-house treatment or incarceration,have been court ordered to house arrest(or related actions)and are in need of intensive case management services, drug and alcohol abuse treatment, full assessments and case plan development, therapy, counseling, and more; so as to be successful for each and every client. These activities and services are directed related to behavioral health and modification. S H has an established positive reputation county-wide,we work closely with all judges, prosecutors,defense attorneys, probation,and many others, providing oversight and case management for clients in need of said services. We are the client advocate and oversight committee. Currently, the budget for Monroe County does not have the required funds to provide the necessary assessments and treatment for women upon release from incarceration or in-house treatment. These FDLE Byrne JAG grant funds will allow the program to function and operate in an optimal manner. The SH case management staff has a combined 30 years of experience in case management and substance abuse intervention. We employ a staff of 10.5 full-time equivalent(FTE)positions, comprised of 2.5 house monitors and 3 case managers(both of which are staffed 24/7),a grant writer,finance manager,project development coordinator,deputy director and executive director. Samuel's House is licensed by the Florida Department of Children and Families(FL DCF)for General Case Management and General Substance Abuse Intervention. SH has held this licensing for over 15 years. We participate in annual FL DCF performance evaluations as well as annual license renewals. Our organization has a proven track record of success in dealing with trauma,addiction,behavioral modification,legal and judicial issues,and more,for greater than 23 years. Our staff and carrying capacity is more than sufficient to add and include Byrne JAG clients to the service we provide. Funding requested in this grant application will assist with expenses related to the expanded and increased level of treatment and services that will be provided to Byrne JAG clients,during the period of this grant funding. Those expenses are detailed below to provide full information and clarification on our needs and use of said grant funds requested. *Basic Needs:clients entering the Samuel's House program often do not have adequate resources or funds to purchase clothes,shoes and undergarments that are appropriate for use when attempting to secure employment, attending professional appointments for counseling,etc. These items along with personal hygiene items will be purchased for clients participating in Byrne JAG treatment;at an average cost per client of$218.88,with a total request at$7,223.00. *Drug Test Kits:clients are required to be tested upon entering the program at Samuel's House,and will be required to participate in random testing as well as any reasonable suspicion or event required testing. This expense has been estimated at$860.00,total,or$8.69 per test kit,averaged at 3 kits(minimum)per client. *Cleaning/Sanitation:this expenditure covers personal sanitation requirements at an average cost per client of $61.28,and a total estimated cost for the grant period of$2,200.00(rounded).We will purchase sanitary wipes, cleaning supplies(individual areas only)and related products,for the client to use as required and mandated by the shelter policy for safe and sanitary sheltering. *Utilities:basic utilities are required for clients while housed in the emergency shelter,which will be for up to 90-days before a client is eligible to transition to another living unit or program area. The average cost requested for basic utilities service per client is$106.55,for a total requested under utilities of$3,516.00. *Contractual services: while the SH internal case management staff and program offerings will provide extensive resources and tools for each client with regard to substance abuse and illegal activity intervention;we do fully understand that there will be a percentage of clients who require professional services beyond our ability to attain,those services will be provided by local providers for professionals services such as mental health counseling and substance abuse treatment. This part of the program plan will assure that clients have access to services required at the level of service need,without fail. Average cost per client is estimated at$192.00(four quater hour sessions per client at $48.00 per quarter hour);total cost for this expense is$6,336.00. For many druqs involved women,the obsession surroundinq use and attainment of illicit and leqal druqs of abuse often lead to leqal involvement,criminal conduct,neqlect of family and self,and ultimately incarceration. Treatment services include(1)biopsychosocial assessment,(2)individual therapy,(3)group therapy and(4)case management. (1) Biopsychosocial Assessment.Monroe County through the contracted treatment provider,will interview all program participants for the purposes of data collection of educational,employment criminal medical, family,substance abuse and mental health histories to assist in the determination of the inmates' appropriateness for the program and to update treatment plans. The assessment provides a comprehensive picture of client needs and identifies substance misuse and mental health issues. It helps identify those female inmates that need services. It also assists in collaboratively developing a person-centered Wellness Plan that addresses the specific needs and priorities of the client. If identified as having a possible mental health issue,the client receives a referral to the contracted Medical and Psychiatric provider in the detention center. Program staff will monitor treatment of mental illness as a vital part of recovery from substance abuse. (2) Individual Therapy/Counseling: Monroe County through the contracted treatment provider will provide counseling to all program participants to review progress and develop treatment plans and work on treatment plan goats and objectives. Individual therapy provides an arena for clients to discuss personal and traumatic issues that maybe too personal to discuss in a group setting. It also allows the treatment to be more focused on the specific needs,issues,and priorities of the client.This,coupled with the group therapy experience, increases the client's ability to cope with daily frustrations and challenges and to get closure on the past. (3) Group Therapy: Monroe County through the contracted treatment provider will provide group therapy to all program participants weekly. Group counseling among program participants will be conducted to include the introduction of"Self-help groups"and their attendance to establish an ongoing support network. Group Therapy provides an arena for clients to learn and practice new skills such as decision-making,problem- solving,anger management,and stress reduction.These skills help the client learn more adaptive coping skills to handle daily frustrations,challenges and stressors.Group therapyalso provides peer support.Clients see that others face similar challenges,and they are not alone.They also learn from peers'experiences. (4) Case Management: Monroe County through the contracted treatment provider will provide the coordination of adjunctive services,discharge planning,communication with collateral contacts,linkage with other treatment resources to all program participants. WJIP treatment services will use five evidence-based practices. (1) Substance Abuse and Criminal Conduct:Strategies for Self-Change—a Cognitive Behavioral Therapy based curriculum.Throughout the treatment episode participants use a client workbook that belongs to them. (2) Moral Reconation Therapy,a systematic treatment strategy that seeks to decrease recidivism among criminal offenders by increasing moral reasoning. (3) Seeking Safety—a trauma-informed,trauma specific,and gender-responsive treatment model that inteqrates treatment of PTSD and subdinical trauma into treatment of substance use disorders.Seeking Safetyoffers 25 treatment topics. Four combination topics are Introduction to Treatment/Case Manaqement,Safety,The Life Choices Game(Review),and Termination.These relational models support the development of healthy relationships with self,significant others,and the community at large to reduce the risk of relapse and recidivism. (4) The Living in Balance treatment model is a wrap-around approach to improving life function in the context of recovery.This model incorporates Motivational Interviewinq to facilitate movement through the stages of change and helps participants develop real life tools to cope with relapse triggers. (5) Anger Management is a CBT based SAMHSA 12 session treatment model. Recognizing the significant need for appropriate treatment among greater numbers of incarcerated women whose level of drug involvement is such that theywould not benefit from available outpatient treatment,the Guidance/Care Center along with the Monroe County Sheriffs Office created the Jail Incarceration Drug Treatment Program located within the Monroe County Detention Center in 1992.
